About this file
This synopsis announces a proposed design-build construction contract for a CH-53K Cargo Loading Tower facility at Marine Corps Air Station New River in North Carolina. The project involves construction of a 9,795 square foot high-bay facility to house a CH-53K helicopter cargo loading trainer, with space for brief/debrief, classrooms, and two advanced aircrew training devices. Systems include hydraulic, compressed air, fire alarm and suppression supported by a fire pump. The solicitation will be issued on May 1, 2019, utilizing lowest price technically acceptable evaluation. The NAICS code is 236220 and small business size standard is $36.5 million. The magnitude of construction is between $5-10 million.

Part 3: 4
Building
Requirements
4.1 Space
Tabulation
In the Part 1.0 Project Description, the proposed facility footprint is listed as 9,795 SF. This is consistent with the square footage listed in the
DD1391. However, the concept layout in the RFP shows a building that is 80’-0” x 120’-0” which equates to 9,600 SF. The Total Area listed in the
4.1 Space Tabulation is 8,960 SF. Is it
permissible to design the building to the minimum square footage listed in the 4.1 Space
Tabulation, as long as the requirements listed in
PART THREE – ROOM REQUIREMENTS are met?
No, the space tabulation does not include circulation, as noted below the space tab chart in the RFP.
Additionally, Chapter 4.1 Space
Tabulation indicates that the space tab represents project minimums; the overall building footprint square footages authorized in the DD1391 shall be the maximum authorized. It should be noted that the concept drawing is intended to convey spatial relationships and, therefore, does not accurately represent appropriate wall thicknesses, column spacings, etc.
2 n/a Is the adjacent Lift Station sized for this project?
No the lift station was installed along with the adjacent Hangar undre
P705. Attached are Plan sheets and
Lift station calcs from the IFC submittal for P705. P680 population is expected to not exceed 30 persons and will be used intermittently.

Will a concrete sidewalk be required to access exterior doors on the Concept Plan North side of the building? If so, what size? Will it be required to support a vehicle as well?
Sidewalk connection is not required.
Northside concrete is provided for the tug vehicle to pull onto from the interior of the building.
4 C3020 5 Floor Fins
For Space CH53K GOAT Trainer Room: RFP states to "Provide hydraulic trenching with cover plate to serve trainer (18"W x 18" D). Please provide required LF of trenches for hydraulics/ electrical, etc. to trainer. What are load requirements for trench covers?
UFC 4-171-01N Design: Avaition
Training Facilities Section 2.2.7.2 requires trench covers be designed to the wheel load of loaded forklift.

For Space CH53K GOAT Trainer Room: RFP states "provide grounding points with tie down provisions as required by trainer. Under D50 it states "provide ground tie-downs… and grounding points… see the Aircrew Trainer layuout". Please confirm this satisfies requirement noted in C3020 or provide Aircrew
Trainer layout/ additional information about the trainer.
In Part 3, Room Requirements, C3020 is a general statement whereas D50 is more specific; both adhere to the Aircrew Trainer layout.

Floor finishes for GOAT Trainer Room and
Brief/ Debrief differ. How should these be transitioned?
Provide appropiate brushed stainless steel transition strips between all flooring changes.
7 331 5 AATD
What is the height required for the raised access floor system?
The top of the raised access floor system to match the adjacent concrete slab floor height in GOAT
Trainer Room 100. The clear depth of the recessed slab is determined by need for horizontal electrical distribution services. DOR to coordinate and provide design outcome. Customer preference is for eight inch (8") depth, with a minimum depth of six inches (6").

Is the top of the raised access floor system required to be flush with the finished floor of the
CH53K GOAT Trainer Room?
Match adjacent concrete slab.
Provide appropiate transition between CH53K GOAT Trainer
Room and AATD

How many windows are required for each space identified? RFP states minimum size per window but not quantity.
The RFP does not provide a minimum required quantity of windows for each space. Also, the
RFP does not provide a minimum size per window. The RFP lists a minimum square footage for windows. Quantity and size should be considered in the overall aesthetic and function of the building and its interior room spaces.
10 326 5 Please provide amount of required translucent panels (SF or quantity of a specific size).
The translucent clerestory panels are applied to CH-53K GOAT Trainer
Room 100 only. The RFP does not provide a minimum required quantity of translucent clerestory panels.
Also, the RFP does not provide a minimum size per panel. The RFP lists a minimum square footage for translucent clerestory panels in Part 3
5.0 Room Requirements (720 SF
Min). Quantity and size should be considered in the overall aesthetic and function of the building and its interior room spaces.
11 5
How will trainers be installed in AA Training
Device Space? Is floor required to support sliding elements in on sleds or will contractor be required to build space around equipment?
The contractor will not be required to build the space around the equipment.
12 4, 6
Which takes precident: the Space Tabulations in
4.1 identified as "project minimums" for each required space in the building or the Concept
Floor Plan included in the RFP? There are spaces in the Concept Floor Plan provided which do not meet these minimums.
The Space Tabulation takes precedence.
13 4, 5
In CH53K GOAT Trainer Room: If structural columns require pilaster conditions at the perimeter of the GOAT Trainer Room, is the minimum required SF for this space required to be calculated from the face of each pilaster (in other words the total clear area), or the total SF minus the pilasters?
The RFP specifically states that no interior columns or pilasters are allowed (Reference 'Special
Requirements' on Room
Requirements for GOAT Trainer
Room).

Per BEAP for New River Air Station District, "The basic requirement is that the primary building entrances be recognizable as obvious points of entry to the facility. At a minimum, this shall include overhead cover to shelter occupants from the weather and a storefront door and side light." Will either an overhead cover or storefront/ side light be required for this facility or will the requirement be waived?
Overhead cover at the main entrance is required. A storefront door/sidelite(s) are not required, nor desirable, for this project.

1. Part 6 - ESR G40/G403001 states spare fiber and copper and spare pathways are NOT present near the proposed site location but availability for both are about 1 mile away. The connection point for the site telecommunications systems must be underground at a Manhole near the intersection of Campbell and White Streets and extended to the project site underground in a system of manholes and ductbank to the telecommunications equipment room. The D/B team understands that a corrosion control hangar was recently constructed near the project site.
That said, is there now a tie in point closer to the site other than the intersection of Campbell and
White Streets?

Please clarify if the requirement listed under the part (b) Whole Building Energy Simulation requesting that the energy model prepared by the
D-B team include process loads and utilize utility rates applies to this RFP response when, under section (ii) Basis of Government Evaluation, the metric that is being reviewed by the government for compliance with RFP is energy consumption reduction, not energy cost reduction.
The utility costs are still required as another means of comparison regarding the accuracy of the build.
The metric will remain energy consumption reduction, but cost information is required.
