INSTRUCTIONS TO OFFERORS

DESCRIPTION OF WORK

The high-bay facility will house an operations trainer to support CH-53K Helicopter Pilot and Crew Chief training program. A deep pile foundation, grade beams and reinforced concrete slab provide the building base while reinforced concrete masonry unit (CMU) exterior walls and a standing seam metal roof provide the building enclosure. The proposed facility footprint is 9,795 SF. This facility will provide a covered, all-weather training environment for the Ground Operations Aircrew Trainer (GOAT) fuselage trainer device, pallet storage/retrieval, and build-out packages associated with troop deployment and mobility. The facility includes high-bay roll-up doors and concrete drive aprons to accommodate moving the aircraft frame in and out of the building.

The primary high-bay interior space will accommodate the CH-53K aircraft frame and the pallet storage/ retrieval area. This space is equipped with an overhead crane, compressed air drops, grounding points, clerestory windows and LED lighting. The ancillary interior spaces include brief/debrief space along with personnel support areas including classroom function, break area, and restrooms. There will also be two Advanced Aircrew Training Devices for the training of Pilot and Crew Chief cockpit procedures in an enclosed trainer space within the building and adjacent to the office type functions.

Facility includes hydraulic fluid power system to operate hydraulic trainer systems. Other systems include compressed air and fire alarm, detection and suppression with a fire pump.

PROPOSAL DELIVERY INFORMATION

Proposals may be sent via express mail carriers or hand-delivered to the following address:

NAVFAC MIDLANT

9324 Virginia Avenue, Bldg, Z140, Room 225 Norfolk, VA 23511 Attn: Deanna Ward, Contract Specialist - ACQ 21

(MAILED PROPOSALS ARE PREFERRED DUE TO RECENT SECURITY CHANGES

REQUIRED TO GAIN BASE ACCESS)

Important note: Contractors are not permitted to work in Room 225 prior to delivery while finalizing the proposal. Once the proposal is formally delivered, the contractor’s business is considered complete and the contractor is expected to promptly depart Room 225.

Security Information: Offerors who would like to hand deliver their proposal and who do not currently have a valid badge issued by the Department of Defense (DOD) to enter Naval Station Norfolk must do the following:

1. Please submit a Base Access Pass Registration SECNAV 5512/1 form (Attachment B) no later than Thursday, 23 May 2019 to Deanna Ward at deanna.ward@navy.mil. SECNAV 5512/1 form is used to gain base access to Naval Station Norfolk for proposal submission only.

2. Present the following information at the pass office: Two forms of ID (i.e. Valid Driver’s License and (one of the following) U.S. Social Security Card or Birth Certificate), Current Vehicle Registration and/or Rental Car Contract, Current State Safety Inspection, Current Proof of Insurance. The Naval Station Norfolk Pass and ID Office is located in Bldg. CD9 at 9040 Hampton Boulevard across from Gate 5. All potential offers must adhere to this notice in order to avoid delay in submitting your proposal. The level of security at the Naval Station Norfolk may change at any time. As the level of security heightens, the amount of time required to gain access to the Naval Station also increases. Early arrival is advised. Submission of a pass request form is no guarantee you will be able to get on the base. If for any reason you get to the gate and are not allowed onto the base (even if you have submitted a request form), you will need to find another way to get your proposal delivered. Government personnel may not be able to sponsor you on base to deliver your proposal. Ultimately, it is the contractor's responsibility to ensure timely proposal submission to the specified location. Due to heightened security, it is recommended that you allow sufficient time to get into the building and turn in your proposal. If approved, the submitted pass request only allows access on the proposal due date. If the proposal due date is extended, the offeror must seek to have the date on the pass request revised.

Submission of a new pass request form may not be necessary. If any other information listed on a submitted pass request form changes, a new pass request form with the updated information must be submitted.

To verify identity, visitors MUST present a second form of identification at the pass office from the list of A or B Documents found at http://www.uscis.gov/i-9-central/acceptable-documents.

BASIS OF AWARD

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered.

2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a).

The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

4. As stated in the solicitation, this procurement will utilize two-phase design-build (DB) selection procedures as prescribed in FAR Subpart 36.3, where non-price Factors 1-4 will be evaluated in Phase I and Factors 5-7 will be evaluated in Phase II. Factor 1 will only be rated Acceptable or Unacceptable. If an Offeror is rated Unacceptable in Factor 1, then they will not be considered for Phase II unless corrected through discussions during Phase I. A maximum of five (5) offerors will be selected to submit Phase II proposals unless the Government determines that it is in its best interest to select additional offerors. In making the best value award decision after Phase II, the Government will consider Factors 2-7 and price. The relative order of importance of the non-cost/price evaluation factors is that technical factors (Factors 2, 4, 5, 6, and 7) are equal to each other and, when combined, are of equal importance to the performance confidence assessment (Factor 3). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price.

5. Any proposal found to have a Deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the Deficiency is corrected through discussions. Proposals may be found to have either a Significant Weakness or multiple Weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified Significant Weakness(s), or multiple Weaknesses as noted above, and the associated resulting risk to successful contract performance. This assessment must provide the rationale for proceeding to award without discussions.

. EVALUATION FACTORS FOR AWARD

1. The solicitation requires the evaluation of price and the following non-cost/price factors:

Phase I:

Factor 1 – Technical Approach Factor 2 – Experience Factor 3 – Past Performance Factor 4 – Safety

Phase II:

Factor 5 – Technical Solution Factor 6 – Energy and Sustainable Design Factor 7 – Small Business Utilization

The distinction between Experience and Past Performance is that Experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past Performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

After evaluating Phase I proposals, the source selection authority shall select the most highly qualified offerors and request that only those offerors submit Phase II proposals. In accordance with FAR 36.303-1(a)(4), a maximum of five (5) offerors will be selected to submit Phase II proposals unless the Government determines that it is in its best interest to select additional offerors.

The importance of price will increase if the offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. In any event, award will be made to the responsible offeror representing the best value to the Government, price and non-price factors considered.

Although required to be submitted with offeror’s price proposal, the RESPONSIBILITY DETERMINATION INFORMATION and SMALL BUSINESS SUBCONTRACTING RECORD INFORMATION will not be evaluated as part of the price proposal. The RESPONSIBILITY DETERMINATION INFORMATION forms the basis of your firm’s responsibility determination should your firm be considered for award. Proposal packages from unsuccessful offerors will not be returned to the offeror, but shall be destroyed by the Contracting Officer. No certificate of destruction will be issued.

(2) Basis of Evaluation:

The Government will evaluate price based on the total price. Total price consists of the basic requirements, planned modifications, and all option items (all CLINs). The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGCE.

(iii) Comparison of proposed prices with available historical information.

(iv) Comparison of market survey results.

(b) Non-cost/price Factors Solicitation Submittal Requirements:

The offeror shall submit one original, marked “Original”, one copy marked “copy”, each in a separate three-ring binder (1.5 inch. maximum), and one electronic copy on CD with the following characteristics:

• Text pages 8 ½ x 11 format

• 12 point font, Times New Roman

• One complete electronic copy of the technical proposal factors as a single .pdf searchable file on a CDROM (include with the “Original” technical submission). If there are any conflicts between hard copies and/or electronic copies, the “Original” hard copy will govern.

• Include a cover page with Solicitation Number, Solicitation Title, Prime Contractor Name, Address, Phone Number, Fax Number, DUNS, Cage Code, Point of Contact, Title, phone number, and email address. In the event of discrepancy between the original and copy, the original proposal shall govern.

Factor 1 – Technical Approach:

(i) Solicitation Submittal Requirements:

The composition and management of the firm(s) proposed as the design-build (DB) team for this contract will be evaluated in this factor.

The offeror shall submit the following information:

(1) Provide a narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6).

The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. If the experience of a significant design subcontractor is being claimed in Factor 2, Experience, the firm must be included in the above narrative and organizational chart.

The technical approach narrative shall be limited to one (1) double-sided page or two (2) single-sided pages including the organizational chart. Information provided beyond the page limit will not be considered. The information requested in item #2 below is not included in this page limitation.

(2) In addition to the narrative, the offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the offeror’s team identified above (e.g., joint venture member, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.).

(ii) Basis of Evaluation:

The assessment of the Offeror’s technical approach will be used as a means to evaluate the organizational structure and teaming relationships proposed by the Offeror. This factor will be rated on an Acceptable or Unacceptable basis.

Factor 2 – Experience

(i) Solicitation Submittal Requirements: The Offeror shall submit the following information:

Construction Experience:

Submit a minimum of two (2) and a maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as:

Size: 9,000 SF or greater and final construction cost of $7M or greater

Scope/Complexity: New construction of open-bay facility housing an overhead crane with ancillary administrative and operational spaces.

Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP. If the Offeror does not clearly state the date of completion, the Board may find that the project does not meet the required timeframe.

A project is defined as a construction project performed under a single task order or contract.

For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.

The attached Construction & Design Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information, including the project square footage, for each project. If the same project is being used to demonstrate construction and design experience, the Offeror shall submit separate Project Data Sheets for construction and design or the project may not be considered. Except as specifically requested, the Government will not consider information submitted in addition to this form nor will the Government consider information submitted via any other medium. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages). Information beyond this page limit will not be considered.

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods) as defined above by size, scope, and complexity. In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or the equivalent organization or process.

If the Offeror is a Joint Venture (JV), relevant project experience must be submitted for projects completed by the Joint Venture entity. However, if the Joint Venture does not have shared experience, projects must be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower. Offerors are still limited to a total of five (5) projects combined.

If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate and explain as to how the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.

Experience of proposed subcontractors will not be considered. Likewise, the Offeror’s experience as a subcontractor will not be considered.

Design Experience

Submit a minimum of two (2) and a maximum of five (5) relevant design projects for the design team that best demonstrates design experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as:

Size: 9,000 SF or greater and final construction cost of $7M or greater

Scope/Complexity: New construction of open-bay facility housing an overhead crane with ancillary administrative and operational spaces.

Projects submitted shall be completed within the past five (5) years of the date of issuance of this RFP. For design-build projects, the design portion of the contract shall have been completed within the past five (5) years of the date of issuance of this RFP. If the Offeror does not clearly state the date of completion (or, for design-build contracts, the date of completion for the design portion of the contract), the Board may find that the project does not meet the required timeframe.

A project is defined as a complete design effort performed under a single task order or contract/subcontract.

However, if the Joint Venture does not have shared experience, projects must be submitted for all Joint Venture members.

The Offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offeror must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment from the subcontractor and an explanation of the meaningful involvement for the design subcontractor.

(ii) Basis of Evaluation:

The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the above solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects for construction and five (5) for design. Any projects submitted in excess of the first five (5) for Construction Experience and first five (5) for Design Experience will not be considered.

Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.

Relevant projects that demonstrate design-build experience may be considered more favorably than those that do not have design-build experience.

Relevant projects that demonstrate experience with sustainable features may be considered more favorably than those that do not demonstrate experience with sustainable features.

Factor 3 - Past Performance:

(i) Solicitation Submittal Requirements:

If a completed Contractor Performance Assessment Reporting System (CPARS) or Construction Contractor Appraisal Support System (CCASS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for Construction Experience. If a completed CPARS or AE Contractor Appraisal Support System (ACASS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for Design Experience. If there is not a completed CPARS, CCASS or ACASS evaluation then submit Past Performance Questionnaires (Attachment D) for each project included in Factor 2 - Experience for both Construction Experience and Design Experience. The Offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).

The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, deanna.ward@navy.mil.

Offerors are highly encouraged to provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2 – Experience. Additionally, Offerors are highly encouraged to address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references’ unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/Entity Identifier numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.

Performance award or additional information submitted will not be considered.

(ii) Basis of Evaluation:

This evaluation will consider how well the Offeror’s team performed on relevant projects submitted under Factor 2 – Experience and may also consider past performance on other projects currently documented in known sources.

The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination.

The assessment of the Offeror’s team’s past performance will be used as a means of evaluating the Offeror’s team’s probability to successfully meet the requirements of the RFP.

Offerors lacking relevant past performance history will receive a NEUTRAL Confidence rating.

Factor 4 – Safety

The Offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each Contractor who is part of the partnership or joint venture; however, only one safety narrative is required. EMR and DART Rates shall not be submitted for subcontractors.)

(1) Experience Modification Rate (EMR): Include three previous complete calendar years’ worth of data (2016, 2017, and 2018). This rate compares company’s annual losses in insurance claims against its policy premiums. The offeror may submit an insurance company-provided equivalent rate if no EMR exists. If the offeror has no EMR or premium, for any year, the Offeror must affirmatively state so and explain why. Any extenuating circumstances that affect the EMR and negative trends should be addressed as part of the factor submission.

(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate:

Submit three previous complete calendar years’ worth of data (2016, 2017, and 2018). If an Offeror cannot submit an OSHA DART, for any year, the Offeror must affirmatively state so and an explanation must be provided. Any extenuating circumstances that affected the OSHA DART data negatively must be addressed as part of this factor submission.

(3) OSHA Total Recordable Case (TRC) Rate: Submit three previous complete calendar years’ worth of data (2016, 2017, and 2018). If an Offeror cannot submit an OSHA TRC rates, for any year, the Offeror must affirmatively state so and an explanation must be provided. Any extenuating circumstances that affected the OSHA TRC rate data negatively must be addressed as part of this factor submission.

(4) Technical Approach for Safety: The technical approach to safety narrative shall be limited to one (1) double-sided page (or two (2) single-sided pages), and must address all items below. Information in excess of the page limitation will not be considered.

a. The offeror shall describe the plan for safety that will be implemented to evaluate safety performance of potential subcontractors as part of the selection process for all levels of subcontractors.

b. The offeror shall fully describe the safety management system that they will use to oversee the safety compliance and performance of self-performed and subcontractor performed work.

c. The offeror shall describe any innovative methods that will be employed to ensure and monitor safe work practices at self-performed and/or all subcontractor levels.

d. The offeror shall describe their methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps.

(ii) Basis of Evaluation:

The evaluation will collectively consider the following:

- Experience Modification Rate (EMR)

- OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate

- OSHA Total Recordable Case (TRC) Rates

- Offeror Technical Approach to Safety

- Other sources of information available to the Government

(a) Experience Modification Rate (EMR): For the three previous complete calendar years, the offeror will submit EMR. If no EMR exists, the offeror may submit an insurance company-provided equivalent rate explaining why not. If an insurance company-provided equivalent rate is provided, it will be treated the same as an EMR. Any extenuating circumstances that affected the EMR and negative trends should be addressed as part of this selection factor. The board will evaluate the EMR to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.

(b) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rates: For the three previous complete calendar years, the offeror will submit their OSHA DART, as defined by the U.S. Department of Labor, Occupational Safety and Health Administration. If unable to submit OSHA DART rates, the Offeror must affirmatively state so, and an explanation must be provided. Any extenuating circumstances that affected the OSHA DART data and negative trends should be addressed as part of this element. The board will evaluate the OSHA DART rates to determine if the Offeror has demonstrated a history of safe work practices taking into account any upward trends and extenuating circumstances that impact rates.

(c) OSHA Total Recordable Case (TRC) Rates: For the three previous complete calendar years, the offeror will submit their OSHA TRC, as defined by the U.S. Department of Labor, Occupational Safety and Health Administration. If unable to submit OSHA TRC rates, the Offeror must affirmatively state so, and an explanation must be provided. Any extenuating circumstances that affected the OSHA TRC rate data and negative trends should be addressed as part of this element. The board will evaluate the OSHA TRC rates to determine if the Offeror has demonstrated a history of safe work practices taking into account any upward trends and extenuating circumstances that impact rates.

(d) Technical Approach to Safety: The offeror will describe their plan to evaluate their safety performance and that of potential subcontractors. Also, describe any innovative methods that the Offeror will employ to ensure and monitor safe work practices at all subcontractor levels.

The Safety Narrative shall be limited to two pages. The board will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The board will evaluate the narrative to determine the degree to which innovations are being proposed that may enhance safety on this procurement and validate the contractor has addressed methodology to be used in the execution of an effective program that facilitates sound mishap prevention techniques/processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. Those Offerors whose plan demonstrates a commitment to hire subcontractors with a culture of safety and who propose innovative methods to enhance a safe working environment may be given greater weight in the evaluation.

(e) Other Sources of Information Available to the Government: Other sources for safety may include, but are not limited to, OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS) in Enterprise Safety Applications Management System (ESAMS), Contractor Performance Assessment Reporting System (CPARS) and other related databases.

Factor 5 – Technical Solution

(i) Solicitation Submittal Requirements:

Provide a narrative with accompanying graphics describing the technical solution to the project that meets the requirements of the RFP.

The written narrative must address, at a minimum, the Offeror’s approach in meeting the RFP requirements with respect to the following:

compact, efficient use of the site (addressing site constraints discussed in RFP Part 3 Site Analysis, LID, and ATFP);

a design that integrates with surrounding context;

a high performance building enclosure; and a structural system appropriate for the unique challenges of the site and building.

The graphics shall include a preliminary, integrated site and building massing diagram which integrates major exterior and interior features and spaces and illustrates their relationships.

Provide one three-dimensional or multiple two-dimensional diagrams with the following features as a minimum:

(a) Programmed interior spaces or logical groupings of individual spaces;

(b) Vertical space blocking where proposed;

(c) Relationships of the project construction to adjacent roadways, fences, buildings, major utility infrastructure, landscaping, and other natural and man-made features that informed the Offeror’s technical solution; and

(d) Primary vehicular, pedestrian, and site features such as parking, circulation, and access.

The Offeror may suggest enhancements/betterments to the base requirements of the RFP if desired. The successful Offeror will use the submitted massing diagram as a starting point for the Concept Design Workshop (CDW) discussions.

Narrative shall not exceed three (3) double-sided pages (or six (6) single-sided pages). Up to three (3) pages of supplemental graphics may be provided to supplement the narrative.

Information provided in excess of the page limitation will not be considered.

(ii) Basis of Evaluation:

The Government will evaluate the narrative and conceptual drawings, considering the extent to which the Offeror demonstrates a clear understanding of the architectural and engineering requirements of the project. The Government will evaluate the Offeror's technical solution to determine if it meets or exceeds the technical requirements of the RFP.

Factor 6 – Energy Design Reduction

(i) Solicitation Submittal Requirements:

(a) Energy Efficiency Narrative:

Provide a detailed narrative describing how the proposed solution will meet baseline ASHRAE 90.1-2013. The Government will not accept solutions using older versions of the ASHRAE 90.1 but will accept solutions using more recent versions. The proposal must also describe how the solution will provide at least a 30% energy reduction below the baseline ASHRAE 90.1, based on life cycle cost effectiveness.

To determine solution, use the ASHRAE 90.1, Appendix G – Building Performance Rating Method, except replace the formula in G1.2 with the following:

Percentage improvement = 100 × ((Baseline building consumption − Receptacle and process loads) − (Proposed building consumption − Receptacle and process loads)) / (Baseline building consumption − Receptacle and process loads)

List assumptions used to obtain the percent energy reduction.

Organize narrative in four parts: 1) Orientation, Configuration, and Shape; 2) Envelope properties (fenestration, solar heat gain coefficients (SHGC), wall and roof insulation values (U-values), window U-values); 3) Mechanical (HVAC, plumbing, and domestic hot water heating systems, including any solar hot water systems); and 4) Electrical Systems (lighting and control systems, including any interior and exterior lighting systems, renewable energy and control systems).

Where 30% reduction is not lifecycle cost effective, the Offeror must explain why and provide highest percent energy reduction that is lifecycle cost effective.

Note: Building performance rating and percent energy reduction are calculated in terms of energy rather than energy cost.

Do not exceed two (2) double-sided pages (or four (4) single-sided pages). Information provided in excess of the page limitation will not be considered.

(b) Whole Building Energy Simulation:

The Whole Building Energy Solution requires the use of the following documents included in Part 6 of this RFP:

- Government Baseline Building Performance Rating

- Government Baseline Building Energy Model (input-output) schedules (If the process and receptacle loads are not given in the schedules, assume they are 25% of the total load.)

- Default simulation factors

- Utility Costs (energy rates) for project, based on local unburdened PWD rates

- “Whole Building Energy Simulation” templates

- “Performance Rating Method Compliance Reports”

Use the “Whole Building Energy Simulation” templates to demonstrate the percentage improvement over the “Proposed Building Performance Rating”. Receptacle and process loads are included in the “Whole Building Energy Simulation” as part of the building loads. Submit the Whole Building Energy Simulation in PDF electronic file format.

(ii) Basis of Government Evaluation:

(a) Energy Efficiency Narrative and Solution: The Government will evaluate the Offeror’s proposed energy efficiency narrative and solution. Offerors are advised that solutions exceeding the 30% energy reduction will be incorporated into the contract.

(b) Whole Building Energy Simulation: The Government will evaluate the Whole Building Energy Simulation to determine the validity of the design assumptions, thoroughness and accuracy of the Whole Building Energy Simulation, and the percent improvement of energy consumption reduction below the Government’s “Baseline Building Performance Rating”.

Factor 7 – Small Business Utilization

This factor assesses both the historical achievements in utilizing small business concerns as subcontractors and proposed small business participation and commitment strategies.

1. Achievements - Submit a narrative and supporting information, as follows:

a. All offerors shall submit a narrative, limited to one (1) double-sided page (or two (2) single-sided pages), to describe their achievements in supporting the Government’s policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone) small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns to participate as subcontractors consistent with efficient contract performance. Information provided in excess of the page limitation will not be considered.

b. All offerors shall submit small business subcontracting information associated with each project cited under the Experience factor…
