About this file
This document summarizes a federal solicitation for construction services. The Naval Facilities Engineering Command seeks to renovate MacDonough Hall at the U.S. Naval Academy in Annapolis, Maryland. Work includes replacing the training pool and HVAC systems, abating asbestos and lead paint, upgrading electrical and fire suppression, and structural and exterior repairs. The estimated construction period is 1,090 calendar days. The solicitation will use a two-phase best value source selection with tradeoffs to first prequalify offerors and then evaluate technical factors and price. The prequalification phase closes May 28, 2021 for past performance documentation. Planning documents and specifications will be provided in the final phase to the top five prequalified offerors. Work must commence within 15 days of award and be completed within 1,097 calendar days, including 15 days for bonding. Questions are due by May 17, 2021 and a pre-proposal site visit will be scheduled for final phase participants.

RFI 11. (Reference: SF1442) Please confirm that the government will be considered the generator of any existing hazardous waste encountered on the site and will sign all manifests.
GOVERNMENT RESPONSE: Yes. All manifests for hazardous waste to be removed from the site must be signed by the authorized Government personnel prior to anything being removed from the installation.
RFI 12. Would it be possible to schedule another site visit for this project?
GOVERNMENT RESPONSE: A second site visit was held on September 3. Refer to Amendment 0008.
RFI 13. (Reference: A-600) Please confirm that all doors marked "HDxxx" are existing to be restored and all doors NOT marked "HDxxx" are new.
GOVERNMENT RESPONSE: Refer to DOOR SCHEDULE REMARKS on Sheet A-600.
RFI 14. (Reference: A-600) The door schedule says doors 235B-3,4,5,6 are manual crank operated while the specification says they are manual lift operated. Please advise which is correct.
GOVERNMENT RESPONSE: The door schedule on A-600 is correct, section 08 34 19.10 20 paragraph 2.3.1 only applies to door 121-4. Doors 235B-3, 4, 5, and 6 shall be manual crank as defined in paragraph 2.3.2.
RFI 15. (Reference: A-100)-Keynote B99 on Sheet A-100 operable curtain and steel mesh side doors to be relocated and reinstalled from column line "I" location. What is the material of the existing operable curtain? How many and what size are the existing steel mesh side doors?
GOVERNMENT RESPONSE: The existing operable curtain is vinyl. See sheet A-131 for new location of existing operable curtain. As shown on plan, there are 2 mesh walls with 1 door in each. See sheet A-434 for additional information.
RFI 16. (Reference: A-100)-Keynote B100 on Sheet A-100 operable curtain and steel mesh partition to be relocated and reinstalled from column line "N" location. What is the material of the existing operable curtain? What is the size of the existing steel mesh partition?
GOVERNMENT RESPONSE: See response to RFI-15
RFI 17. (Reference: A-100, A-111, A-133)-Keynote B115 calls for an Expanded Metal Mesh Security Cage to be installed at the first floor pool area and the third floor gymnastics area.
Please provide a basis of design. Please also provide heights of security cages.
GOVERNMENT RESPONSE: Comply with specification requirements of section 10 22 13, the Government is not providing product specifics for this item. The height for the area shown on sheet A-111 is 9’-0”, or 1” top and bottom clearance to ceiling and floor, whichever is less. The height for the area shown on sheet A-133 is 9’-0”. In section 10 22 13 paragraph 2.6.4 delete the word green and replace with black.
RFI 18. (Reference: 050523.16)-Please confirm if the specification General Requirement 1.3.1 regarding AISC certified fabricator and erector may be waived or modified to include non AISC certified fabricators and/or erectors.
GOVERNMENT RESPONSE: No, comply with specification requirements. Additionally under 1.3.2 previous qualifications older than 18 months will not be accepted.
Requalification will be required.
RFI 19. Volume 1A, Drawing GC104, Keynote 208 – please clarify if the language “reinstall after occupancy of renovated spaces” is referring to contractor reinstalling synthetic turf after relocation of equipment back to MacDonough Hall.
GOVERNMENT RESPONSE: Disregard this note. The synthetic turf has reached end of service life. It will be replaced via a separate action by the Government after completion of this contract. Contractors will not be reinstalling turf, existing or new, under this contract.
RFI 20. Volume 1A, Drawing GC104, Construction Sequence Notes; Amendment 005 clarified the extent of scope for relocation of FFE, please confirm that all other aspects of the swing space work are under this contract scope, i.e. turf removal/storage/reinstall, fencing, cleaning, striping, etc.
GOVERNMENT RESPONSE: Amendment 0005 included answers to RFIs 04 and 09. The topic of the turf is answered in RFI 19 above. All other work associated with returning swing operations, equipment, and stored items back to MacDonough Hall, and returning them to operational service in the completed renovation spaces are included in bid items in the revised bid schedule.
RFI 21. Volume 1A, Drawing GC106, Note 4 states to provide individual receptacle to each piece of equipment; please clarify if the intent is to have a dedicated outlet at each FE40 and FE47 stationary bike or only the seven (7) circuit locations denoted by keynote 4?
GOVERNMENT RESPONSE: The electrical work inquired about here will be installed by the swing contract, and not this contract. The location and quantity of outlets and power is being revised and reduced under that contract due to variations in equipment. The only work to be performed by this contract is to pull back to main wall areas, make safe, and secure the power distribution from the distribution panels clearing the field area of any temporary power circuits and appurtenances. This would be part of bid item to Demobilize Halsey Fieldhouse.
RFI 22. Volume 1A, Drawing GC107, Note 4 – please clarify if the intent is to have an individual receptacle at each piece of equipment shown beyond the identified circuits shown.
GOVERNMENT RESPONSE: See response for RFI 21.
RFI 23. Volume 4, Drawing PD123, Note 2 states that existing fixtures are to remain yet Note 2 on PL123 indicate new fixtures. Please confirm if these are new fixtures or ETR.
GOVERNMENT RESPONSE: Provide all new fixtures. Unless defined elsewhere in the contract provide equal or better than existing fixtures for replacement.
RFI 24. Volume 4, Drawing PL132, the vent for EWC-2 is not shown. Please confirm location.
GOVERNMENT RESPONSE: The EWC near column H4 is replacing an existing water fountain at this location. As noted on PD132 existing vent line through roof is to remain and new vent piping is to connect to the vent through the roof. On PL132 the vent line is called out behind the new EWC and is shown only in plan as the line is connecting to existing construction as noted on PD132.
RFI 25. Volume 4, Drawing PL196, Note states water piping “From Scott Basement”, please provide drawing showing location or routing. Please confirm this is existing piping we will connect to with new.
GOVERNMENT RESPONSE: Drawing in question is PL916. Locations can be further found on sheet PL109 (revised and reissued). This is a crawl space area accessed from the basement level of Scott Natatorium adjacent to MacDonough Hall. There are multiple piping runs in this area, and vertical space is limited in several locations.
RFI 26. Volume 1A, Drawing GC109 General Note states to terminate conduit and jacks in nearest telecom closet, coordinate specific location with Owner Representative. For Bidding purposes, can an approximate distance for this conduit and cable run be provided or indicate location of telecom closet on documents.
GOVERNMENT RESPONSE: The work inquired about here will be installed by the swing contract, and not this contract. The location and quantity of conduit and data service is being revised and reduced under that contract due to variations in equipment. The only work to be performed by this contract is to pull back to main wall areas, cap the conduit, and pull cable back to telecom room and leave in place. Approximate location of telecom room is shown and for estimating purposes should be considered approximately 250’ to each device. This would be part of bid item 0010 Option 2 Demobilize Halsey Fieldhouse.
RFI 27. Volume 1A, GC113, please confirm temporary fencing will be required around staging areas for set-up of swing space for Halsey and Dahlgren.
GOVERNMENT RESPONSE: Temporary fencing required will be acquired, and installed via the swing contract. This contract will only demobilize, remove and dispose of the materials under bid items to Demobilize Dahlgren Hall and Demobilize Halsey Fieldhouse.
RFI 28. Please provide geotechnical report if available.
GOVERNMENT RESPONSE: There are no geotechnical records available.
RFI 29. Several subcontractors have requested a follow up site walk to accurately price the project. In order to offer the Government the most accurate pricing, we request one (1) additional site walk for subcontractor participation as space was limited on the first walk.
GOVERNMENT RESPONSE: See response to RFI 12.
RFI 30. Request that the final phase proposal submission date be extended 10 days to allow for proper scope vetting, incorporation of information of Amendments and pricing with subcontractors in order to give the Government the best possible proposal.
GOVERNMENT RESPONSE: See Amendment 0010.
RFI 31. Volume 2, Drawing AD100, Note AG39 – please confirm note should read “AT ALL
WALLS AND CEILING SURFACES”
GOVERNMENT RESPONSE: The note should read “At all wall and ceiling surfaces. …” The second all was a misspelling of the word wall.
RFI 32. Volume 2, Drawing AD100, Note AG39 states areas of failing mortar must be raked and prepared for pointing. For Bidding purposes can a base quantity be provided so that all offerors assume the same amount of scope?
GOVERNMENT RESPONSE: Read sheets A-701, A-702, and A-703 the information is there.
RFI 32A. Volume 2, Drawing AD100, Note AC17 states remove basketball backboard structure, is that to be salvaged and turned over to the Government or discarded?
GOVERNMENT RESPONSE: They are to be disposed of by the contractor as appropriate construction waste.
RFI 33. Volume 2, Drawing AD100, Note AC33 – please confirm we are to assume the complete square footage of the vault shall be cleaned and repaired.
GOVERNMENT RESPONSE: Correct (this note refers to the existing exposed ceiling in the 4 stair towers)
RFI 34. Volume 2, Drawing AD100, Note AC38 – AC39, request clarification on extent of what is to be cleaned and for Bidding Purposes, can a base quantity be provided or delineated on the drawings?
GOVERNMENT RESPONSE: All of it.
RFI 35. Volume 2, Drawing A100, Notes B27 – B29 – for bidding purposes, can a base quantity be provided cleaning and repair of existing to remain structures or should 100% repair be assumed?
GOVERNMENT RESPONSE: All of it.
RFI 36. SF 1442, Item 13.B requires an Offer Guarantee. Section 00700 cites FAR 52.228-1, but we are unable to locate the percentage of the bid price in the solicitation. Please provide.
GOVERNMENT RESPONSE: Refer to Amendment 0006.
RFI 37. Solicitation, Pg. 111 has Post-Award Modification Pricing. The requirements for Factor 6A only indicate the Price Proposal is to be submitted. Based on RFI Response 01, we interpret this to mean the Solicitation Contract Form, Section 00010. Please confirm if the Post-Award Modification pricing is to be submitted as part of Factor 6A or elsewhere in our proposal.
GOVERNMENT RESPONSE: Post-Award Modification pricing is not to be included as part of Factor 6A. Provide pricing for each CLIN on the SF 1442 or other pricing sheet provided (Revised Price Schedule).
RFI 38. Please consider providing a 2-week extension to the proposal due date to allow for additional time for subcontractors to price the project. RFIs are still being developed by our team and the subcontractors, and the model for design documents was just received from NAVFAC, therefore a 2-week extension is necessary to receive best value accurate pricing on this complex project.
GOVERNMENT RESPONSE: See Amendment 0010.
RFI 39. Please clarify the correct documents to be submitted for Volume VA, Part A, Price Proposal. The RFI 01 response mixes terminology of the documents that were issued. Are we to submit the Section 00010, Solicitation Contract Form, or the Price Schedule issued in a separate file in Amendment 0004. Please note that the numbering of the CLINs and other pricing information differs between the two documents.
GOVERNMENT RESPONSE: The CLINs in the SF1442 have been revised to mirror the CLINs in the revised Price Schedule. FACTOR 6 – Price, Solicitation Submittal Requirements has been revised to the following: Provide pricing for each CLIN in the SF 1442 by submitting a Completed Price Schedule.
RFI 40. Demolition Keynotes make numerous references to removal, storage, and reinstallation of various items. Please clarify which of these notes are being performed under the separate contract to relocate equipment to the swing spaces.
GOVERNMENT RESPONSE: RFI fails to specify keynotes in question. All items to be relocated to swing spaces will be relocated by separate contract and are as listed in the FF&E binder. In the event any other incidental related work is done by others prior to this contract starting such changed conditions will be addressed as necessary at that time.
RFI 41. The GC series drawings show the relocated equipment and associated work in the swing spaces. Per RFI 05 response, we assume all work within these documents is being performed under the separate contract. Please confirm.
GOVERNMENT RESPONSE: All installation work is being performed by separate contract. Bid items for Demobilization are work under this contract to return equipment and operations to MacDonough Hall and remove/demobilize swing space areas as defined in the bid items.
RFI 42. General Note 1 states that a Hazardous Material Inspection Report will be provided. We are unable to locate this information in the solicitation documents. Please provide.
GOVERNMENT RESPONSE: Provided as an attachment with this amendment.
RFI 43. Spec 01 32 23.13.20, Table 1 refers to construction permits. We are able to identify several permits (i.e. hot work and dig permits) in the Division 01 specifications; however, there are other references to permits (i.e. environmental permit in Spec 01 57 19.00 20) which appear to not apply to the project. Please provide list of permits required to be obtained by the Contractor and permits already obtained by the Government through the design and pre-construction process.
GOVERNMENT RESPONSE: There are no special permits needed. Appropriate notifications to regulatory agencies by the contractor for various hazardous material work will be required.
RFI 44. We are unable to locate an overall requirement for LEED certification for the project;
however, there are numerous references to LEED requirements throughout the specifications.
For example. Spec 01 91 00.15 refers to setting LEED / Green Globes goals. We assume there are no LEED requirements for the project. Please confirm.
GOVERNMENT RESPONSE: Confirmed. This project is not pursuing LEED. The references to LEED in 01 91 00.15 are an editing remnant.
RFI 45. Spec 01 30 00, Par 1.10 states follow-on partnering sessions are to be held at no more than three-month intervals. CLIN 0008 from the Solicitation Contract Form requires a price for 20 partnering sessions. It is unclear if the 20 partnering sessions are included or in addition to the quarterly sessions stated in the specifications. Please clarify the number of partnering sessions required in CLIN 0001.
GOVERNMENT RESPONSE: Note CLINs have changed in amendment, this response uses structure of RFI and previous bid schedule. CLIN 0001 ends with the statement “but not including the work indicated or specified to be provided under any other Bid Item.”
CLIN 0008 addresses partnering sessions therefore there are no partnering sessions in CLIN 0001. CLIN 0008 provides twenty partnering sessions, where the price per session constitutes the Government portion of cost for the performance of the partnering session.
The initial partnering session is a two-day session and counts as two of the twenty. The remaining eighteen days of partnering sessions cover twelve quarterly sessions over the planned course of the contract, two additional sessions if the contractor fails to complete within the contract time, and four more sessions for the Government to call at its discretion to engage contractor senior corporate leaders.
RFI 46. Spec 01 30 00, Par 1.10 states that follow-on partnering sessions may be held at the project site or a Government facility on base in addition to off-Base locations. We assume all follow-on partnering sessions will be able to be held at a location on campus or project site at no cost to the contract. Please confirm.
GOVERNMENT RESPONSE: The assumption is contradictory to the actual text.
Contractors should assume an off-base location as locations on base may not be available.
RFI 47. Dwg SD120 shows existing structure at the east end of Level 2; however, there is no enlarged demo plan for that section. Please verify if there is any structural demolition at these areas.
GOVERNMENT RESPONSE: SD120 is the overall key plan. It indicates details are on SD121. While no primary structure related demolition is required in other areas of the second deck, review all drawings for full scope of work.
RFI 48. Dwgs SD111 & SD112 show an existing brick wall at CL C between CLs 1 & 2 which is to be removed. There is no new structural work shown on S-111. We assume these are not structural walls and no temporary support is required during removal. Please confirm.
GOVERNMENT RESPONSE: Review the drawings, as only a portion of that wall is to be removed. The need for temporary support is dependent on contractor means and methods of executing the work and compliance with all safety requirements in accordance with the contract is mandatory.
RFI 49. Dwg CP101 shows bike racks and gives dimensions. We are unable to locate these in the specifications. Please provide a basis of design product or material, wall thickness, etc
GOVERNMENT RESPONSE: Locate as shown on the drawings. Provide black powder coat finish in color as indicated on drawings. Racks shall accommodate locking devices and secure, as a minimum, one wheel and part of the frame simultaneously. The spacing between racks shall be as shown on drawings.
Provide ASTM A53 schedule 40 steel pipe bicycle racks in configuration as shown on the drawings. Type of mounting and bicycle rack height above the ground as shown on the drawings.
Affix to base structure by flanges anchored to concrete or other existing masonry by expansion shields. Provide Series 300 stainless steel bolts to anchor aluminum alloy flanges, of a size appropriate to the standard product of the manufacturer. Where aluminum or alloy fittings or extrusions are to be in contact with dissimilar metals or concrete, give the contact surface a heavy coating of bituminous paint.
RFI 50. Dwg PD109 shows hose bibbs on the pool deck which appear to be supplied by the MacDonough Hall water service. Please clarify if these hose bibbs are to remain operational during the renovation. If so, please provide design for water source and piping to these hose bibbs.
GOVERNMENT RESPONSE: Hose bibbs will remain in service. Installation of valves, sequencing of that work, and outage scheduling are a contractor means and methods decision.
RFI 51. Dwg PD109 shows existing water heating equipment in the Scott Pool Filter Level.
Please clarify what function this equipment currently serves and is to serve for the new construction.
GOVERNMENT RESPONSE: This equipment is the water heating equipment for both MacDonough Hall and Scott Natatorium. It will serve the same purpose in the future.
RFI 52. Dwg PD109 shows an existing electronic mixing valve near the water heating equipment for the Scott Pool. Dwg PL109 shows an electronic mixing valve but does not indicate it to be existing. We are unable to find a new mixing valve in the plumbing schedules. We assume this existing mixing valve is to remain. Please confirm.
GOVERNMENT RESPONSE: Confirmed mixing valve shown on PL109 is existing mixing valve shown on PD109. Sheet PL109 is being reissued with this amendment due to printing errors in the initial version.
RFI 53. Dwg PD109 appears to show the CW, HW, and HWC risers are to be removed. Dwg PL109 shows only HW and HWC piping, but does not show CW piping. Please clarify the extent of the demolition and replacement for this piping.
GOVERNMENT RESPONSE: Sheet PL109 is being reissued with this amendment due to printing errors in the initial version. Clarification can be found there.
RFI 54. Dwgs AD202 and A204 & A205 show work on the north elevation. Luce Hall appears to be represented in the exterior elevations. Access and use of the roof of Luce Hall roof for scaffolding.
GOVERNMENT RESPONSE: The question appears to be asking if Luce Hall roof may be used for access to the North side of MacDonough Hall and placement of scaffolding. Yes, it may be used and access can be coordinated with the Construction Manager. The contractor will be required to provide drawings for the scaffolding ensuring safe assembly and distribution of load to avoid damage to the buildings.
RFI 55. Dwg MH151 shows AHU-9 and AHU-10 between CL C & D. Dwg MH153 shows AHU-3 & AHU-4 between CL P & Q. Dwgs A-151 & A-153 show roof trusses at CLs C & P which would appear to severely limit access for installation of above AHUs. We are unable to find a photo of these trusses, and these locations were not able to be accessed during the site visit. Please clarify the configuration of these trusses to allow contractors to determine best solution for setting these AHUs and associated ductwork within these locations.
GOVERNMENT RESPONSE: Detail A2 on sheet M-302 shows the basic configuration of the truss at column line C. Other trusses have generally similar configuration. The space is extremely tight, and challenging to execute the required installation in accordance with the contract documents.
RFI 56. Dwg SD113 appears to show an existing below slab trench running north – south between CL P & Q. Please confirm if this is correct and any further information
GOVERNMENT RESPONSE: No, it is showing the demolition areas where note 12 applies.
RFI 57. Dwg S-537, Details C1 & C2 shows new steel channels and plates around solid masonry infill. The composition of the masonry infill is unclear. Please clarify if this is to be grout solid or CMU block.
GOVERNMENT RESPONSE: The solid masonry infill is intended to be Brick per the Legend on sheet S-003.
RFI 58. Per Specification 074213 Copper Clad Wall Panels, 3.2 Performance Requirement provides, “System shall accommodate movement of components without buckling […].” 2.1.1 associated product calls for panels to be fabricated from 20-ounce copper. What is the expectation or tolerance for typical cosmetic buckling (also called oil-canning) of fabricated copper components?
GOVERNMENT RESPONSE: The expectation is no cosmetic buckling given the small size of the panels. The Government will consider what is allowable industry standard as defined in section 07 42 13 paragraph 1.3, but shop drawings, manufacturer design/construction and contractor installation is expected to greatly reduce or eliminate any such problems.
RFI 59. Per 074213 Copper Clad Wall Panels Specification, are there associated mock-up requirements?
GOVERNMENT RESPONSE: No mock-up for copper wall panels is requested per the Specifications.
RFI 60. Per architectural design drawings, existing copper counter and through-wall flashings are designated to remain where new copper flashings at installed underneath. This will require the existing-to-remain to be bent up to allow enough room for associated replacements. Is the design intent to bend and reshape these existing-to-remain flashings? See detail A1/A522, note Q31 for example.
GOVERNMENT RESPONSE: Unless another means/methods solution will achieve the same result, per note Q31 yes, the existing flashing will have to be manipulated for the installation of the new work, and then restored to its original configuration. Attention to details, and care in execution of this work is recommended.
RFI 61. Per architectural design drawings, lead-coated copper is called out at several keynote locations – see keynote Q28 on A522 for example. Specification 076213 Copper Sheet Metal Flashings, Trim, and Roofing does not list lead coated copper sheet metal within its products.
Please clarify which takes precedence.
GOVERNMENT RESPONSE: Only use lead-coated copper where indicated in drawings with the appropriate copper gauge as defined in the Specifications. The requirement is to match existing materials where used in historical context. Maintenance records for the building life are not complete, if existing materials are found to vary from drawings, notify the Government, identify existing material type for review and do not proceed without direction from the Government to ensure preservation of facility features.
RFI 62. A-552 shows T25 (SS-4/ Corian Quartz) for the A2 Cabinet Detail, but on A-551/A2 Section Detail it shows T51 (Solid Surface). Please clarify where SS-4 should go - as it states on I-001 - for Laboratory tops- Lacrosse.
GOVERNMENT RESPONSE: As noted on I-001 SS-4 is specifically for the Lavatory counter tops in the Lacrosse area. Other areas using the same basic details on A551 and A552 will have the solid surface material installed.
RFI 63. Will there be a designated location on campus to store the operable curtain that is to be retained and reinstalled or will it be the contractor’s job to store it?
GOVERNMENT RESPONSE: The contractor will be allowed to store the curtain in the designated location in a storage building on the North Severn side. This building is less than 5 miles from MacDonough Hall. The contractor will be responsible for disassembly, packaging and proper placement for storage in the designated location.
RFI 64. Manufacturer and Model are not specified in the hardware schedule in the specifications.
Will there be a basis-of-design product or list of acceptance manufacturers?
GOVERNMENT RESPONSE: There isn’t enough information to respond to this.
RFI 65. Can a detail be provided for the coiling fire doors 213A-213H? How will they attach to the new windows?
GOVERNMENT RESPONSE: The details for these coiling fire doors are drawings D3, C3, B3, on sheet A-584. These will be manual crank operation and will be approximately 9’-4 high x 12’-0” wide, size to be field verified.
RFI 66. Please provide clarification or schedule of quantities for Phenolic Locker types LK-1 and LK-2.
GOVERNMENT RESPONSE: LK1 lockers are located in Men’s Locker 130; LK2 lockers are located in Lockers/Shower 234.
RFI 67. Reference: ID111-ID200, IF111-IF133 - Please provide furniture inventory sheets (FIS) as noted on sheets ID111-ID200 and IF111-IF133.
GOVERNMENT RESPONSE: Review Amendment 0005 and you will find attachment four is the FF&E binder. The information requested is in Appendix C.
RFI 68. Reference: A-123 -Team Lounge 253 has keynote B104 stating "existing wood guardrail to be replaced with individual guardrails at each window". Please provide details for such guardrails
GOVERNMENT RESPONSE: See railings at A1 on sheet A-564.

RFI 74. Note 26 on AD002 indicates to replace any uncovered detiorating wood substrate/blocking that is discovered during demolition. As this is not a quantifiable exposure, please provide an allowance for bidders to carry for wood substrate replacement or confirm instances as noted would be handled via a change order.
GOVERNMENT RESPONSE: Update bid schedule provides estimated quantity for execution subject to the Variation of Estimated Quantities clause 52.211-18.
RFI 75. The price schedule has CLIN 0002 and CLIN 0003 to include pricing for returning items from Dahlgren Hall and Halsey Fieldhouse to MacDonough Hall. The Master FF&E Binder appears to have items that will also have to be relocated from Leahy, Wesley Brown, Scott, and LeJeune. Should this pricing be a separate number?
GOVERNMENT RESPONSE: Updated bid schedule provides a separate line item for Various Other Areas listed.
RFI 76. In the Master FFE Binder, "KTR Storage" is identified as Contractor provided storage.
Per Amendment 5, RFI #04, we understand that this storage will now be provided by the Government. Please confirm, and also provide any additional known information about the location of this storage. (On campus? Off campus? Distance to MacDonough Hall? Limitations on access?

When the contractor is ready access will be granted for the contractor to retrieve and reinstall.
RFI 78. Please clarify the scope regarding the boxing glove storage cages (FE1,2,3,4,26 in Master FFE binder).
Our understanding is that the wall mounted wood pegs will remain in place and protected by the Contractor, while the steel cages will be refinished and relocated from Dahlgren hall by the contractor, with a new wood base installed. The other new work shown on GC500 is assumed to be included in the work by the Owner in relocating equipment to the Swing Space. Please confirm.
GOVERNMENT RESPONSE: The wall mounted pegs may, or may not remain in place and require protection. Assume they will require protection. All other work associated with GC500 is being performed by the Swing contract. GC 500 is provided for information regarding the bid item for move back from Dahlgren Hall so bidders may understand that scope properly.
RFI 79. On page 5 of the Master FF&E binder, it states that the "passenger elevator will be off-limits to the contractor". Does this go for all construction activities? Is there a possibility to use it during construction if the elevator is adequately protected from damage?
GOVERNMENT RESPONSE: Answer to first question is no. Answer to second question is yes as follows: Prior to mobilization, and any use of the elevator, the contractor will coordinate with the Government to execute a full inspection of the elevator and documentation of any and all existing deficiencies. At the end of the renovation work another inspection will be held (in conjunction with the Contractor Punchlist Inspection) after which the contractor will be responsible for repairing any noted new issues. The contractor is required to take detailed photographs of cosmetic condition of the car, doors, and other elevator finishes to document condition at both inspection events and confirm accuracy with the Government.

GOVERNMENT RESPONSE: QFPE will execute work as defined in the contract.
Nothing in the specifications calls for review, or revision of DOR decisions. Section 01 45 00 paragraph 1.5.5.4.b. are clear and will be complied with. Work related to fire stopping is considered a fire resistive assembly.
RFI 84. Confirm size (42" or 36") of grab bars in ambulatory stall of mens toilet (108B) and if there will also be ambulatory stall in women toilet room (110B).
GOVERNMENT RESPONSE: 42” long grab bar mounted per typical mounting heights on sheet A-410.
RFI 85. Confirm helmet holding lockers are to be removed, stored and replaced along with other lockers in lacrosse locker room.

RFI 88. Demo note AG62 shows the volleyball inserts being removed and B62 shows them being replaced. Please provide details for the slab work for this replacement.
GOVERNMENT RESPONSE: Note AG62 is misstated, and does not account for all six pole sleeves. Contractors shall remove all six (6) covers, clean, and repair as needed, store for reuse. After completion of the polyurethane floor system removal, and restoration of the slab deck, the contractors shall refinish the existing sleeves in place. Assume up to two will require replacement at the direction of the Government. Fill and slab repair around the replacement sleeves, and those to remain, shall be made with a non-shrink epoxy grout
(submit to Government for approval prior to use), refurbish and reinstall brass covers flush with the finished floor installation.
RFI 89. Please confirm that we do not have to commission existing to remain work.

Due to the complexity of the building plumbing system, and its interrelationship with Scott Natatorium as well, exact placement of valves will be directed in the field by the Government after award. This shall be reviewed in detail during plumbing preparatory meetings and prior to any new piping installation. Delays or problems stemming in any way from a failure to coordinate this work will be entirely the contractor’s responsibility.
RFI 93. Specifications calls for piping to be welded per this Code B31.3 which is for process plant piping. Please confirm we are allowed to use building services code B31.9 as this is heating and chill water.
GOVERNMENT RESPONSE: References to B31.3 are in error. B31.9 is the proper code and standard for piping with one exception. All work, if any, related to the High
Temperature Hot Water (HTHW) piping primary side will meet B31.1. Note, that project work is expected on the building side of the HTHW system, not the primary side. If contractor means and methods will affect the primary side of the heat exchangers this needs to be made known to the Government at the pre-con and reviewed in the schedule development as coordination of HTHW system outages can have substantial schedule implications.

GOVERNMENT RESPONSE: Pre-manufactured chin up bars are not acceptable.
Bars are to be custom fabricated (welded) from readily available steel bar stock to match existing. Bars are to be welded to existing steel columns to match existing in all manner.
Paint finish to match existing.
RFI 97. Section 116623, paragraph 2.2.3. specifies a minimum of 16 ounce vinyl for the wall pads while manufacturers use a standard of 14 ounce vinyl. Please advise if 14 ounce vinyl be acceptable for the wall pads.
GOVERNMENT RESPONSE: It is not. 16 oz (15.8 oz. nominal) is a standard weight for pad vinyl. Some vinyls are 18 oz. To meet all criteria outlined in specifications, 14 oz would not be considered acceptable.
RFI 98. Section 116623, paragraph 2.2.4.f. specifies the vinyl fabric to match school colors.
Custom color vinyl is extremely expensive and we have used standard Navy wall pad vinyl at other facilities within USNA. Please advise that standard vinyl colors will be acceptable in lieu of matching school colors.
GOVERNMENT RESPONSE: Match school colors; depending on manufacturer’s colors available, pads may not be navy blue. If standard colors from one manufacturer are not acceptable, another manufacturer’s may be.

RFI 101. Bleachers shown on the drawings scale to 24'-0" long. The maximum available length for portable bleachers is 21'-6". Please confirm this is acceptable.
GOVERNMENT RESPONSE: No it is not. The bleachers are not portable, they area expandable in the direction facing the activity and articulate for use or storage. Provide 24’ 0” bleachers per drawings.
RFI 102. Section 126600, paragraph 2.2.2. specifies the bleachers to be wall attached but the existing bleachers are portable. Wall attached units are not possible at the gymnastics area, as there are windows behind the bleachers in the gymnastics area. Please advise if freestanding/stationary, telescopic with rear rails or portable/movable, telescoping with rear rails & integral (self-contained) dollies are acceptable (NOTE: The latter was proposed to USNA for replacement).
GOVERNMENT RESPONSE: They are not acceptable. The windows in the gymnastics area are not continuous the length of the wall. There will be opportunities to attach the bleachers to the brick walls. Specifications indicate floor or wall-attached. Execute proper field verification accurately reflecting details in shop drawings, and include any custom attachment brackets or components to ensure proper mounting and installation without damage to existing steel, or granite components, with preferred anchorage in mortar joints.
If anchors must be located in existing brick review such installation with the Government prior to work to minimize brick damage and receive approval of plan.
RFI 103. If the bleachers are to be portable, 16” rise is not possible as specified in Section 126600, paragraph 2.2.2.b., only 9-5/8” rise or 11-5/8”. If the bleachers are to be portable, please advise which rise should be provided, 9-5/8” or 11-5/8”.
GOVERNMENT RESPONSE: The bleachers are not portable. Additionally, you have failed to read the referenced subparagraph correctly. The 16” dimension is the row rise from platform deck to the top of the seat.
RFI 104. If portable bleachers are desired, it may be worth considering rear panels and side vinyl end curtains with logos as an optional accessories for these bleachers. The rear panel hides the rear of the bleacher and the side vinyl end curtains hide the side of the bleacher when it is moved into a position that is visible. If the bleachers are to be portable, please advise if rear panels and vinyl end curtains with logos will be required.
GOVERNMENT RESPONSE: The bleachers are not portable.
RFI 105. Section 126600, paragraph 2.3.3. specifies the decking as clear anodized aluminum, which is extremely expensive. Standard bleacher decking is 5/8” thick plywood with (2) coats of urethane (the same decking on similar portable bleachers at Wesley Brown Field House). Please advise if the decking will need to be aluminum or confirm 5/8” thick plywood with (2) coats of urethane is acceptable.
GOVERNMENT RESPONSE: Comply with specifications.
RFI 106. Section 126600, paragraph 2.4.3.d. specifies custom graphics as indicated on drawings on whole seating array but no graphics are shown on the drawings. Please confirm this is not required.
