About this file
This document summarizes an amendment to a solicitation for repair work at MacDonough Hall at the U.S. Naval Academy. The amendment provides responses to contractor questions, site visit sign-in sheets, Building Information Modeling models for reference, and an FF&E/GFE binder. The solicitation seeks a firm-fixed price contract to replace MacDonough Hall's training pool and treatment system, upgrade HVAC, electrical, and fire suppression systems, abate asbestos and lead paint, and make structural and exterior repairs. The prequalification phase involves evaluating experience, safety, small business, and past performance records. The five highest-rated contractors will advance to the final phase. Final phase proposals are due by a date to be determined in a future amendment. Pricing should remain valid for 90 days and work must be completed within 1,097 calendar days of award.

SUMMARY OF CHANGES
The following have been added by full text: AMENDMENT 0005
The purpose of this amendment is to incorporate the following:
1. Responses to Request For Information (RFIs) 1‐10
2. MacDonough Hall Site Visit Sign‐in Sheet (attachment)
3. BIM Models (REVIT) ‐ (attachment for reference only)
4. Master FFE Binder ‐ (attachment)
5. Davis‐Bacon Act WD # MD20210039 Modification 8 dated as 08/06/2021 – (attachment)
All other terms and conditions remain unchanged.
Responses to Request For Information (RFIs) 1-10 RFI 01. Section 00010, Solicitation Contract Form, contained within the RFP does not match the separately issued Price Schedule document. We assume the Solicitation Contract Form in the RFP takes precedence. Please confirm.
GOVERNMENT RESPONSE: Yes. Please disregard the MS Excel price worksheet and utilize the Price Schedule within the solicitation as it takes precedence.
RFI 02. Please clarify if the breakdown by Base and Option Years needs to be submitted as part of the SBE Plan for Attachment E & F.
GOVERNMENT RESPONSE: Offerors do not need to breakout small business utilization for option years. Rather, indicate the specific small business that you will utilize for the entire project in the Base Year and Total columns for both Attachment E and F.
RFI 03. Please confirm that line 2.k is a duplicate of line 2.j. Both are shown Alaskan Native Corporation & Indian Tribes in Attachments E.
GOVERNMENT RESPONSE: Yes, both 2.k and 2.j appear to request the same information in Attachment E, Small Business Subcontracting Plan. However, please complete both sections if they are applicable to your organization.
RFI 04. Dwgs ID110 – ID133, General Notes 2 – 4 states the existing furniture shown on the plans is to be removed from the building by the Contractor. Spec Section 01 30 01.00 22 makes numerous references to removal of FF&E from the existing building. During the site visit, statements were made that a separate swing contractor would be responsible for the removal of existing furniture and equipment. Please confirm the scope per the drawings and specifications is correct.
GOVERNMENT RESPONSE: Offerors are not responsible for the removal of existing furniture and equipment from MacDonough Hall. The scope per the drawings and specifications originally included work for moving the Government out of MacDonough Hall, but was extracted from this project. This effort will now be executed on a parallel track and the information was included in the solicitation for information continuity, understanding of the scope and related work for the items that will be retuned under CLINS 0009, 0010, and 0013. Offerors shall not include pricing for moving FF&E items out of MacDonough Hall in any CLIN.
RFI 05. Dwg ID110 – ID133, Note 1 & 7 drawings refer to an FF&E/GFE Binder. We are unable to locate this information in the solicitation documents. Please provide.
GOVERNMENT RESPONSE: The FF&E/GFE Binder is included in amendment 0005.
RFI 06. Please confirm that the Mechanical QC Specialist, Architectural QC Specialist and Electrical QC Specialist are not required to be full-time/on-site staff on the project.
GOVERNMENT RESPONSE: The requirements for on-site presence of QC Specialists is stated in paragraph 1.5.5 of section 01 45 00 of the solicitation. However, if there is no active work of any type on features of work that are the responsibility of the particular specialist, the individual would not need to be on site. Attendance at a weekly QC meeting by that specialist may be via teleconference provided the contractor ensures adequate and clear communication. Note, submittal review and preparation, material delivery inspections, and other activities that support any of the three phases of QC (preparatory, initial, follow-up, daily reports, testing reports, etc.) are by definition work associated with a specific definable feature of work.
RFI 07. Are Offerors able to provide a summary schedule outside of the 6-page narrative limit?
GOVERNMENT RESPONSE: No. Factor 5b is not a schedule evaluation. The factor is crafted to evaluate the Offeror’s understanding of the contract requirements and the plan for QC team coordination with Government QA for both the physical and documentary work required by the contract to ensure timely coordination and execution of the project.
RFI 08. Can a BIM Model be provided to the bidders?
GOVERNMENT RESPONSE: The REVIT model in four files will be provided for reference purposes only, and does not replace the bid documents. The files will be provided by separate electronic transfer given their size.
RFI 09. Please clarify the responsibility intent for the relocation of FF&E/equipment both to the swing spaces / storage and then from the swing specs to the renovated facility. Section 01 30 01.00 22- Relocation, Staging, and Installation of FF&E seem to say that there may be a post-award modification for both the initial relocation and the final relocation (plus any associated storage and disposal). Section 01 10 00 Summary item 1.2.1.12 as well as CLIN 0002 and 0003 only appear to talk about the final relocation for the FF&E/Equipment. Please confirm if we should be providing prices for both the initial relocation and the final relocation along with storage and disposal.
GOVERNMENT RESPONSE: Please refer to the Government’s response to RFI 04.
RFI 10. GC, ID, and IF drawings refer to a FF&E/GFE binder. Please issue this document.
GOVERNMENT RESPONSE: Please refer to the Government’s response to RFI 05.
