AMENDMENT 0001
AMENDMENT 0001
The purpose of this Amendment is to provide corrections to the solicitation and responses to the Requests for Information.
1. Remove FAR Clause 52.217-8 Option to Extend Services (NOV 1999).
2. Revise Page 18, E. Past Performance Evaluation, Section 2 as follows:
OLD: COMPLEXITY: Work performed on facilities that required coordinaton of a Historic Preservation agency and/or projects completed within designated strict schedules.
NEW: COMPLEXITY: Work performed on facilities that required coordinaton of a Historic Preservation agency.
3. Revise Page 25, Factor 3 – Safety, Section 2, TCR Rate as folllows:
OLD: [CY2019, CY2018, CY2017, CY2016, and CY2015] NEW: [CY2021, CY2020, CY2019, CY2018, and CY2017]
4. Responses to Request For Information (RFIs) 1-12
RFI 1: I was able to download the solicitation notice for this project but noted the following:
Is there additional information that I am not able to access at this time? (When I selected the Request Role option, I was directed to my current profile indicating my current role but no way to request more.)
GOVERNMENT RESPONSE 1: No. The solicitation is the only documentation provided during the Prequalification Phase of this source selection process.
RFI 2: We request more time to prepare and submit a complete RFQ response to this solicitation. Can the 5/28 due date be extended by two weeks to allow ample time to get past performance questionnaires completed and returned following responses to the below RFIs (which will impact which projects we select)?
GOVERNMENT RESPONSE 2: Unfortunately, this project is on a very tight schedule, and there is no capacity to extent any part of his Source Selection process. Page 23 of the solicitation states “If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ (Attachment C), which will provide contact and client information for the respective project(s).”
RFI 3: There seems to be a conflict in the RFQ with respect to the Complexity requirements for a relevant project. Page 22 indicates that Complexity needs to show “Work performed on facilities that required coordination of a Historic Preservation agency” however, page 18 states “COMPLEXITY: Work performed on facilities that required coordination of a Historic Preservation agency and/or projects completed within designated strict schedules.” Emphasis added.
Since there are generally few projects within the industry that fit within the timeframe and size constraints of this RFQ that are both historic AND contain athletic facilities we assume that page 18 is correct and acceptable complexity can be achieved by a project that is historic OR has a strict schedule. Obviously if it has both that is even better but a not a requirement. Please confirm.
GOVERNMENT RESPONSE 3: Revised page 18 of the solicitation for the correct definition of Complexity, which is work performed on facilities that required coordination of a Historic Preservation agency. This will be made consistent in the solicitation.
RFI 4: The project duration is stated as 1,097 calendar days. Does that duration include punch list and close out activities or is that the duration to Substantial Completion (beneficial occupancy)?
GOVERNMENT RESPONSE 4: The Contractor shall be required to (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 1,097 calendar days. The time stated for completion shall include final cleanup of the premises per FAR 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984).
RFI 5: The liquidated damages amount is left blank in 52.211-12. Please advise what the expected amount (or approximate range) for this might be as it may impact a contractor’s determination of whether or not to respond to the RFQ.
GOVERNMENT RESPONSE 5: This response will be provided in a forthcoming Amendment.
RFI 6: Please clarify the intent of 52.217-8 OPTION TO EXTEND SERVICES and how that might be implemented for the project. Does this mean that the 1,097 day duration could be extended and additional 6 months and if so would those general conditions and other related costs need to be within our base bid (submitted in step two) or would that be through a modification to the base bid contract amount?
GOVERNMENT RESPONSE 6: No. FAR 52.217-8 was included in the solicitation erroneously. This clause is hereby removed.
RFI 7: For the five projects provided to meet regency and relevancy criteria. Do all five projects need to meet or exceed all three requirements for relevancy (size, scope, and complexity) to meet the Acceptable rating? If the projects only meet two of these requirements versus all three, however the combination of projects show strong experience for size, scope and complexity, would this meet the criteria for Acceptable?
GOVERNMENT RESPONSE 7: Each of the five projects do not need to meet or exceed all three requirements. However, the combination of all five projects must demonstrate the breadth of performance experience across all requirements. Further, individual projects that include all requirements may be considered more favorably, and omissions of one or more requirements across the five projects may be considered less favorably.
RFI 8: Please confirm that the org chart provided for the prequalification phase is only to identify the structure of the team and involvement of any other outside firms or partners on the team and that it is not required to submit specific names or key personnel during this prequalification phase.
GOVERNMENT RESPONSE 8: Correct. Contractors should provide a simple, one page organizational chart that clearly identifies the lines of authority between the entities. Do not submit personnel information that is subject to Factor 5(a) in the Pre-Qualification Phase.
RFI 9: While we are not required to submit Key Personnel until the Final Phase, it would be helpful to understand the qualification requirements for these positions now. Could the qualification requirements for these positions be provided (Factor 5a)?
GOVERNMENT RESPONSE 9: No. Final Phase information will only be submitted to those Offerors considered by the Government to be the most highly qualified under Prequalification Phase. Final Phase submissions shall include responses to Factors 4b, 5 and Price.
RFI 10: Will the Government consider reducing the size requirement for projects to 30,000 SF?
GOVERNMENT RESPONSE 10: No. The primary building of this project is 128,000 SF.
Offerors should have experience working on large projects of at least 40,000 SF to minimize successful performance risk.
RFI 11: Will the Government accept new construction projects in addition to the renovation projects, as long as they meet the other relevancies described in the RFP?
GOVERNMENT RESPONSE 11: Yes, consistent with the response to RFIs 3, 7, and 10.
RFI 12: Is there a target date that RFI responses will be provided?
GOVERNMENT RESPONSE 12: The Government will respond to RFIs as soon as possible and provide responses on beta SAM via an amendment to the solicitation.
AMENDMENT 0002
AMENDMENT 0002

2. Corrected Factor 1b Evaluation Factor
Factor 1b – Construction Team
(ii) Basis of Evaluation:
OLD: The Offeror’s Management Team and Approach Plan will be used as a means to evaluate organizational structure and teaming relationships proposed by the Offeror.
Individuals will be evaluated as Highly Qualified, Qualified, or Not Qualified based on the information provided. Offerors that utilize small businesses with signed Joint Venture, Mentor-Protégé, Partnering, and/or Teaming arrangements may be rated more favorably. Note: Teams are not allowed to be changed if the contract is awarded. Best value will be determined when this rating is compared to other Offerors’ rating for this factor/subfactor.
NEW: The Offeror’s Management Team and Approach Plan will be used as a means to evaluate organizational structure and teaming relationships proposed by the Offeror.
Individuals will be evaluated as Highly Qualified, Qualified, or Not Qualified based on the information provided.
3. Corrected Factor 4a Evaluation Factor
Factor 4a – Historical Small Business Utilization
ADDED: (ii) Basis of Evaluation: The Government will evaluate the realism and likelihood of success in achieving the small business objectives of this acquisition, based on historical smal business use.
4. Corrected Factor 4b Evaluation Factor
Factor 4a – Planned Small Business Utilization
OLD: (ii) Basis of Evaluation: The Government will evaluate the realism and likelihood of success in achieving the small business objectives of this acquisition. The extent to which the Offeror has demonstrated an achievable commitment to use small businesses (including HUBZone SB, WOSB, SDB, VOSB, SDVOSB) in the performance of this contract in the SBPCD. The SBPCD will be evaluated to determine the extent to which small business concerns are specifically identified by name and socioeconomic category in the document and the quantitative degree to which small business concerns (including HUBZone, WOSB, SDB, VOSB, and SDVOSB) will participate relative to the total contract value. The complexity and variety of the work small business concerns will perform and the degree of commitment to use named sources through formal teaming agreements, letters of intent/commitment will be evaluated to assess achievability of the commitment. This minimum small business participation rate, through work performed by the small business prime and/or subcontracting with small businesses, shall exceed 20% of the total contract value, unless the Offeror provides a reasonable and well-documented explanation for why 20% small business participation rate cannot be achieved. Commitment documents that include specific vendor names may be evaluated more favorably. Plans that include Mentor-Protégé, Partnering, Teaming and Joint Venture Agreements with named small businesses in the small business commitment document; may be evaluated more favorably. Offerors that secure all required small business categories with a JV, a Mentor-Protégé, Partnership and/or Teaming Agreement may be rated more favorably. Best value will be determined by comparing the rating for this subfactor against other Offers’ rating for this subfactor.

END OF CHANGES
AMENDMENT 0003
The purpose of this amendment is to incorporate the following:
1. Solicitation Revisions
2. Include Liquidated Damages
All other terms and conditions remain unchanged.
1. SOLICITATION REVISIONS
1. Page 15-16 of the SF1442, Adjectival Ratings/Descriptions
Item a. has been revised in its entirety to the following to include “subfactors”:
a. A combined technical/risk evaluation considering risk in conjunction with the strengths, weaknesses, significant weaknesses, and deficiencies in determining technical ratings shall be used. The technical risk evaluationshall utilize the combined technical/risk ratings listed in the following table. Adjectival ratings and rating descriptions will be used to assign an overall rating to each technical proposal and to assign a rating for each technical factor and subfactor. Upper case letter ratings will be used for major technical factors as well as the overall rating. The addition of plus (+) or minus (-) to an adjective rating is not allowed.
2. Factor 1a and 1b have been removed in its entirety and replaced with the following Factor 1 – Corporate Experience:
FACTOR 1 – CORPORATE EXPERIENCE:
(i) Solicitation Submittal Requirements: Submit a completed Project Data Sheet (Attachment A) with a detailed narrative for each project. Individual blocks on this form may be expanded;
however, the total length for each project data sheet shall not exceed two (2) 8 ½” x 11” pages per project (inclusive of Project Data Sheet).
1. The contractor must provide 5 projects that meet recency and relevancy criteria.
Recency will be evaluated by submitting projects that were completed within the past ten
(10) years of the date of issuance of this RFP.
2. Relevancy will be evaluated as:
• Size: 40,000 square feet or larger and/or final construction cost of $30,000,000 or greater.
• Scope: Renovation of physical training, gymnasium, swimming pool, or other facilities with at least 30% of the project being these functions.
• Complexity: Work performed on facilities that required coordinaton of a Historic Preservation agency.
A project is defined as a single construction project in a stand-alone contract, or a single task order project under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
For the submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e. unique features, area, construction methods).
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the JV members. Offerors are limited to a total of five
(5) projects combined. If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the Offeror shall clearly demonstrate what portion of the work was performed by the JV partner offering on this contract and shall not include work performed by the JV as a whole. The JV member proposed for this contract shall specifically address field work performed by that JV member including field staffing and direct field work oversight. The JV member proposed for this contract shall also address home office management performed by that JV member including the number/percent of employees provided for the overall contract by the JV member as well as the overall percentage of work performed by the JV member. This same information shall also be provided for the task orders listed under IDIQ contracts on Attachment A. The Offeror shall submit a signed copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member. Teaming arrangements are not considered Joint Venture agreements. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the JV member offering on this contract or fails to provide the signed JV agreement, it will result in a deficiency.
(ii) Basis of Evaluation: The Offeror’s project experience will be used as a means to evaluate organizational experience performing work of similar size, scope and complexity. Offerors will be evaluated as Highly Qualified, Qualified, or Not Qualified based on the information provided.
Each of the five projects do not need to meet or exceed all three requirements (size, scope, and complexity); however, the combination of all five projects must demonstrate the breadth of performance experience across all requirements. Further, individual projects that include all requirements may be considered more favorably, and omissions of one or more requirements across the five projects may be considered less favorably.
Projects submitted with values over $40,000,000 will be evaluated more favorably. HVAC renovation, or replacement, including a building integrated climate control system as part of these projects, will be considered more favorably. Projects demonstrating work in an NCAA/Academic environment or constrained construction sites near public spaces may be evaluated more favorably. Work that included successful and timely commissioning will be rated more favorably. Projects completed within the scheduled timeframe will be rated more favorably. Best value will be determined when this rating is compared to other Offerors’ rating for this factor.
The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
The Government will evaluate five (5) projects for construction experience. Submission of less than five (5) project will result in a deficiency. If the Offeror submits more than five (5) projects for evaluation, then the Government will evaluate the first five (5) in the order submitted and disregard any other project information after the first five (5).
3. Page 20 of the SF1442, Evaluation Factors For Award:
Item 1 has been revised to the following:
“1. The solicitation requires the evaluation of price and the following non-cost/price factors and subfactors:
PREQUALIFICATION PHASE
Factor 1 – Corporate Experience Factor 2 – Safety Factor 3 – Past Performance Factor 4 – Small Business Utilization Subfactor 4a – Historical Small Business Utilization
FINAL PHASE
Subfactor 4b – Planned Small Business Utilization Factor 5 – Management Approach Subfactor 5a – Key Personnel Subfactor 5b – Project Delivery Approach Factor 6 – Price
Item 2, paragraph 1, has been revised in its entirety to the following:
“This is a Prequalification procurement. Factors 1 – 4a will be evaluated in the Prequalification Phase and Factors 4b-6 will be evaluated in Final Phase. Factor 1 will only be rated Highly Qualified, Qualified, or Not Qualified based on the information provided. If an Offeror is rated Not Qualified for Factor 1, they will not be considered for Final Phase. The relative order of importance of the non-cost/price evaluation factors is the Technical Factors 1, 2, 4 and 5 and their respective subfactors are of equal importance to each other, respectively and, when combined are equal importance to the past performance evaluation/performance confidence assessment factor (Factor 3). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are more important than price. For purposes of determining the technical rating for Factor 4 and Factor 5, Subfactors 4a and 4b are equal to each other and Subfactors 5a and 5b are equal to each other. ”
2. LIQUIDATED DAMAGES
Liquidated Damages: $6,400.00 Per Calendar Day

3. FINAL PHASE EVALUATION FACTORS FOR AWARD
Final Phase of this solicitaiton requires the evaluation of the following factors:
Subfactor 4b – Planned Small Business Utilization Factor 5 – Management Approach
Subfactor 5a – Key Personnel Subfactor 5b – Project Delivery Approach Factor 6 – Price
The relative order of importance of the non-cost/price evaluation factors is the Technical Factors 1, 2, 4 and 5 are of equal importance to each other, respectively and, when combined are equal importance to the past performance evaluation/performance confidence assessment factor (Factor 3).
The importance of price will increase if the Offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the Best Value to the Government, price and non-price factors considered.
Basis of Evaluation and Submittal Requirements for Each Factor
NON-COST/PRICE FACTORS
FINAL PHASE:
FACTOR 4 - SMALL BUSINESS
Factor 4b – Planned Small Business Utilization
It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to Small Business (SB) concerns, including Historically Underutilized Business Zone Small Business (HUBZone SB), Woman-Owned Small Business (WOSB), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and other small business concerns to participate in contract performance. This Subfactor assesses the Offeror’s planned use of utilizing small business concerns to meet NAVFAC’s Subcontracting goals.
(i) Solicitation Submittal Requirements: All Offerors (both Other than Small Businesses (OTSB)) AND SBs shall use Small Business Commitment Document (Attachment E) to demonstrate their planned level of commitment to small business if awarded a contract under this solicitation. Identify all planned subcontractors by name that will be used to support each specific small business category (i.e., SB, HUBZone SB, WOSB, SDB, VOSB, and SDVOSB).
Identify the type and complexity of product/service to be subcontracted, the estimated subcontract value, and the type of commitment (i.e., teaming agreement, letter of commitment, etc.) with each Small Business subcontractor.
In accordance with FAR 19.7, all other than small businesses shall submit a Small Business Subcontracting Plan (SBSP) utilizing the template provided as Attachment F. Acceptability of the SBSP will be considered a responsibility matter. The SBSP will not be evaluated or rated by the SSEB, but reviewed by a Small Business Professional/Authorized Representative and the Contracting Officer for acceptability. The SBSP shall be negotiated and/or accepted by the
Contracting Officer prior to contract execution. Failure to negotiate an acceptable subcontracting plan within the time limit prescribed by the Contracting Officer will render the Offeror ineligible for award for the contract. The SBSP will be incorporated into the resulting contract.
NAVFAC’s command-wide small business subcontracting targets are shown below. These may be higher or lower than percentages that would represent realistic, challenging, small business subcontracting goals for this acquisition consistent with efficient and effective performance of the contract. These targets are based on a percentage of a total planned subcontract dollars.
Small Business: 37.44% HUBZone: 8.75%
SDVOSB: 4.22%
SDB: 23.57%
WOSB: 6%
In accordance with DFARS 215.304(c)(i), when an evaluation assesses the extent that small businesses are specifically identified in proposals, those small businesses considered in the evaluations shall be listed in the SBSP (Attachment F). Please note that SBSP goals and the participation rates provided in the Small Business Participation Commitment Document (SBPCD) (Attachment F) WILL NOT be the same. The participation rates within the SBPCD are provided as percentages of the total contract value; subcontract plan goals are provided as a percentage of planned subcontracting dollars. While the percentages will differ, the types of product/services identified in the SBSP, should be the same as those products/services identified in the SBPCD.
Likewise, the planned small business subcontract dollars in the SBSP will be equal to (or in some cases greater than) the extent of small business participation identified in the SBPCD.
All Offerors (both OTSBs and SBs) shall use Attachment E (Small Business Participation Commitment Document (SPCD)) to submit the following required information for evaluation of this factor:
To demonstrate maximum practicable participation of small businesses, identify (in terms of dollar value and percentage of the total contract value) the Offeror’s proposed small business participation. The minimum required small business participation (i.e. work to be performed by small business as the prime contractor and/or work to be performed by small business subcontractors) is 20%. All Offerors who are not able to meet the minimum totalsmall business participation rate of 20% (of the total contract value) shall provide a detailed explanation why the minimum total small business participation rate cannot be achieved.
Large business Offerors may achieve the minimum total small business participation rate through subcontracting to small businesses.
Small business Offerors may achieve the minimum total small business participation rate through their own performance/participation as a prime and also through a joint venture, teaming arrangement, and/or subcontracting with other small business concerns.
Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business categories (i.e., SB, HUBZone SB, WOSB, SDB, VOSB, and SDVOSB) consistent with efficient contract performance. Offerors are required to provide a detailed explanation for the methods used to develop the small business participation rates. Offerors simply proposing a 20% total small business participation rate without describing the methods used may be rated lower.
If the Offeror does not intend to subcontract, provide a detailed explanation why subcontracting would not result in efficient contract performance.
(ii) Basis of Evaluation: The extent to which the Offeror has demonstrated an achievable commitment to use small businesses (including HUBZone SB, WOSB, SDB, VOSB, SDVOSB) in the performance of this contract in the SBPCD.
FACTOR 5 – MANAGEMENT APPROACH
(a) FACTOR 5a – Key Personnel:
(i) Solicitation Submittal Requirements: Provide detailed resume and qualification information as defined in the contract documents for the Quality Control (QC) Manager, Commissioning Agent, Mechanical QC Specialist, Architectural QC Specialist, Electrical QC Specialist, and Superintendent. Information shall not exceed two (2) pages, 8 ½” x 11”, per individual. Do not include photographs.
(ii) Basis of Evaluation: Key Personnel will be evaluated as Highly Qualified, Qualified, or Not Qualified based on the information provided when compared to contract requirements. Experience exceeding 125% of contract requirements will be viewed more favorably. Experience with complex HVAC systems, in Historic structures with successful full system commissioning will be viewed more favorably. Substitutions of proposed team members after proposal acceptance will not be allowed without Contracting Officer approval. Key Personnel substitutions must have equal to or better qualifications, experience and performance. Best value will be determined when this score is compared to other Offerors score for this rating factor.
FACTOR 5b – Project Delivery Approach:
(i) Solicitation Submittal Requirements: Provide a narrative which shall not exceed six
(6) 8 ½” x 11” pages, detailing the contractor’s understanding of the project, and their proposed plan for delivery of the project with specific focus on its timely completion. Specific items to be addressed include:
• General outline of major/critical path activities.
• Procedures to hold subcontractor’s accountable for quality of work and promote timely completion of rework items to allow for follow-on work that does not conceal deficient work, including oversight by QC and field staff in coordination with Government QA.
• On time preparation of Operation and Maintenance (O&M) Manuals, integrating with Definable
• Features of work to support timely completion.
• Early actions over the life of the project that would support a successful eOMSI preparation along with Red Zone procedures and additional resources to be provided for this effort.
• Incorporation of pre-functional, functional testing, including, but not limited to Duct Air Leakage
Test, Testing & Balancing, Commissioning, and Inspection/Acceptance by Government QA.
• Plan for training of Government personnel on required items and how that will be integrated with the Definable Features of Work.
• Process for transition from the Definable Feature of Work based 3-phase QC procedures to the
• Completion Inspection three step process. Address completion of Commissioning, Critical
Systems Acceptance, O&M with eOMSI, and Government training prior to finishing the Pre-Final Inspection cycle to allow for successful Final Acceptance Inspection.
• Plan for addressing historical and historic preservation elements of project to ensure successful execution and compliance with Historic Preservation Requirements.
• Subcontractor payment verifications will be utilized on this project, and are required with each invoice submission. The Plan will address how small business Subcontractor work will be inspected efficiently and how their invoices will be paid using expedited processes.
(ii) Basis of Evaluation: The evaluation will be based on demonstrated understanding of the contract requirements, the likelihood for successful project execution, and degree of risk minimization shown in the Offeror’s proposed approach. Section 5b will be evaluated to gauge the likelihood for successful project execution. Proposals will receive a scoring on each of the items based on demonstrated understanding of the project and contract requirements. Offerors that provide a narrative that addresses A – H, demonstrating or referencing parts of the Statement of Work and explaining how the Offeror’s QC team would coordinate with the On-Site Gov’t Construction Management Team to successfully deliver the project, including mitigating schedule and performance risks, may be rated more favorably. Based upon completeness of the total content of this factor each proposal will be given a performance confidence rating of High, Average, or Low confidence in the likelihood of successful execution and degree of risk minimization. Best value will be determined when the rating for this subfactor is compared to other Offerors’ rating for this subfactor.
FACTOR 6 – PRICE
(i) Solicitation Submittal Requirements: Provide pricing for each CLIN on the SF 1442 or other pricing sheet provided.
(ii) Basis of Evaluation: The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section 0600 of the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
o Comparison of proposed prices received in response to the RFP.
o Comparison of proposed prices with the IGCE.
o Comparison of proposed prices with available historical information.
o Comparison of market survey results.
