SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002

As an amendment to the solicitation, the following is hereby incorporated:

1. The Proposal due date has been extended to 17 January by 2:00 PM EST

2. Provide RFI Responses

3. Provide 17 December Site Visit Attendance Sheet/Pictures taken at the Site Visit

4. Provide Revised Past Performance Questionnaire

All other terms and conditions remain unchanged.

RFI RESPONSES

1. Please confirm the number of copies required for volume 2 – Non-Price Factors.

GOVERNMENT RESPONSE: Please refer to page 17 of 165 of the SF1442 Solicitation for Proposal Organization and Number of Copies.

2. Please confirm the maximum dollar value allowed for construction experience is $2,000,000.

If so this value seem abnormally low and we suspect that more typical task orders to be released under this MAC would range from 250K – 5M. Please consider revising the range of acceptable Construction Experience and Past Performance from $250K - $7,500,000.

GOVERNMENT RESPONSE: As stated in the RFP, the task order range for this MACC is $250,000 to $2,000,000. Accordingly, the RFP requires offerors to demonstrate construction experience for projects within this range.

3. The relevant projects requirements are that all construction project with a final contract value of $250,000 to $2,000,000 will only qualify. Most new Design-Build construction projects have a much larger final construction cost than $2M. Can you change the final contract value to state $250,000 to $5M so that we can give you good new D-B construction projects?

GOVERNMENT RESPONSE: As stated in Factor 1 - Construction Experience, the task order range for this MACC is $250,000 to $2,000,000. Accordingly, the RFP requires offerors to demonstrate construction experience for projects within this range.

4. Please confirm that projects completed within the past 10 years can be submitted as relevant work experience AND that they will be considered equally relevant.

GOVERNMENT RESPONSE: As stated in the Factor 1 - Construction Experience, relevant projects “shall be complete or ongoing within the past five (5) years of issuance of this RFP.” Projects completed more than five years prior to the issuance of the RFP are not relevant and will not be considered.

5. Would the owner please consider a time extension to submit this proposal.

GOVERNMENT RESPONSE: Per Amendment 0002, the Proposal Due Date has been extended to 17 January 2020 at 2:00 PM EST.

6. Reference: Factor 1 – Construction Experience (page 20) states: Each Offeror SHALL submit a TOTAL OF SIX (6) construction projects that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the projects proposed for this HUBZone MACC.

Joint Ventures of two (2) small business companies (page 21) states: If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for the Joint Venture members. Offerors are limited to a total of three (3) projects combined for design-build and design-bid-build type projects. Each JV member shall submit at least one relevant project.

a. Please clarify the number of projects to be submitted if the Offeror is a Joint Venture.

b. Please clarify the project types to be submitted if the Offeror is a Joint Venture.

c. Please clarify the relevant project categories if the Offeror is a Joint Venture.

GOVERNMENT RESPONSE: As stated in Factor 1 – Construction Experience, a Joint Venture is required to submit six (6) construction projects: Three design-build and three design-bid-build. If the Joint Venture does not have sufficient shared experience to meet this requirement, projects from individual Joint Venture members may be submitted instead, but no more than a total of three design-build and three design-bid-build for six projects altogether. A Joint Venture is not required to submit three D-B projects and three D-B-B projects for each Joint Venture member as that will exceed the six project total.
