2.2. Existing Site Conditions

The project site is located on the Western side of the CBD across Bayside Road and East of the Fire Testing Deck. Site access for construction vehicles and personnel is through Gate 3. There are two primary work sites: The fuel tank area and the sprinkler waste tank area. Existing data was obtained from onsite measurements, existing GIS data, and satellite imagery.

The fuel tank area is supported by a large concrete structure with two distinct elevations, and upright concrete walls that create a barrier around the tanks. There is an existing concrete trench with steel plates for cover which houses the fuel pipe lines that travel to a masonry pump house (C315). Adjacent to the masonry pump house is a corrugated metal pump house (C273).

The sprinkler waste water tank area is surrounded by an earth berm, which keeps stormwater contained within the enclosure. The two tanks sit on three footers each. The pipe lines that feed these waste tanks travel underground to the pump house (C303). The electric is fed from an existing transformer southeast of the tanks.

3. Environmental

1. Tanks Certified Clean – The fuel tanks are required to be certified cleaned, and documentation of that certificate must be provided to the Government. NRL has stated that the sprinkler waste water tanks have been certified cleaned in the past. NAVFAC requires this documentation.

2. Soil Disturbance and MDE – MDE permits are required if a land improvement exceeds 5,000 SF and/or 100 CY of soil disturbance. This project consists of two sites. Construction to be in sequence. The first site must be fully stabilized before starting work on the second site. The sequencing of this work will be included in the Specifications under Work Restrictions. Each site is below the threshold requiring an MDE permit. NEPA form has been submitted to NRL Environmental.

4. Mechanical

Provide and install a stand-alone above ground double wall 1000gal UL-142 gasoline tank, equipped with standard factory installed gasoline pump and dispenser package with 115Vac power, filter, meter, and 12ftx3/4” hose. Included in the package is a 5 gallon spill prevention fill box and venting on primary and secondary containment tanks, level gauges and sight glass leak indicators. Outdoor aboveground double wall unitized steel tank surrounded on the sides and bottom by an air testable secondary containment tank that provides 110% containment of the primary gallon capacity. The cavity space between the two tanks is sealed against rain. The top of the primary tank is furnished with five (5) female forged steel threaded pipe connections for optional accessories (fill gauge, vent, spare and emergency vent). The top of the secondary containment is furnished with one 2” PVC plugged fitting for visual inspection of the cavity space.

Unit is furnished with lifting lugs and 2 ½” high by 7” wide steel support channels. Gasoline dispenser has option with manual overfill drain-back valve and whistle type alarm. The tanks are constructed entirely from carbon steel. This tank shall be able to store a gasoline and/or a gasoline-oxygenate blend. This tank will be mounted on existing concrete slab on Chesapeake Beach Detachment. Entire tank shall be electrically grounded. All weather exposed tank exteriors are prepared in accordance with SSPC SP-1 and NACE 1 Standards. Corrosion protection is provided by PPG high performance industrial quality performance coatings. Ferrous surfaces are coated with two-component polyamide-epoxy mastic applied to a dry film thickness (DFT) of 4 to 7 mils. Top coat is two-component white acrylic aliphatic urethane applied to 2 to 3 mils DFT.

Tanks will be labeled in accordance with OSHA & NFPA requirements. Since gasoline freezing temperature is from -40oC to -50oC or from -40oF to -58oF, there is no required free-protection for gasoline with weather condition in Maryland. Tank will have fuel high level and low level equipped with audible alarm. Primary tank has 2" normal operating vent and 6" emergency pressure relief vent and the secondary has 1-1/4" normal operating vent and 4" emergency pressure relief vent. Float actuated level switch (high/low) and leak detection switch will be hooked up to an audible and visual alarm box. This alarm box will be installed on a mounting surface that are mounted on the tank and be powered by 120VAC.

5. Electrical

1. Existing Conditions - Power from the existing 75KVA transformer is routed through underground ductbank to power panel MCP at Building C303 (known as the Waste Water Pump House). It is then routed via underground duct bank to Panel P1 which is at the exterior backpanel. Panel P1 services all of the individual loads in Building C315 (the newer fuel pump house). It also feeds Building 29. All of the equipment on the backpanel is associated with C315 other than the circuits for the tank area lighting and the feeder for Building 29.

2. Proposed Condition – Maintain Building C303 in order to maintain electrical supply to all live buildings and equipment, and the pump house to remain. Establishing a small service in that building with electrical panel that makes the building usable in the future without requiring new circuits be run from an exterior power panel not attached to the building. Route electric for the new pump via direct buried line.
