AMENDMENT 0017
1. Amendment 11 Basis of Evaluation (page 7 of 9) of Factor 5 Technical Solution states, “The
Government will evaluate the narrative and conceptual drawings (if included) considering the extent to which the Offeror demonstrates a clear understanding of the architectural and engineering requirements of the project.”
With only eight single-sided pages allocated for this Factor, will conceptual drawings (if provided) be included or excluded from the overall page count for Factor 5?
GOVERNMENT RESPONSE: Response revised from Amendment 0016. The conceptual drawings will not be counted in the overall page count.
2. What is the existing Construction Type of the building as Defined by the IBC (type I, II, III, IV, or V)?
GOVERNMENT RESPONSE: The DOR will need to confirm the existing Construction Type.
3. Can a previous code analysis sheet be shared for the building which indicates the occupancy type, occupancy load, hazard level, construction type, etc.?
GOVERNMENT RESPONSE: A code analysis was not done for this project. The DOR will need to provide as part of the scope. All relevant codes are shown in the specifications.
4. Are there any phasing requirements related to maintaining a certain number of ADA toilets at any given time?
GOVERNMENT RESPONSE: One pair of men’s and woman’s restrooms will need to remain available to the staff. NAVFAC recommends starting with the first floor restrooms, completing the first floor restrooms then, move to the second floor restrooms. Please explain your construction approach in your proposal.
5. Several wood framing walls were noted. Are any of the wood framing walls load bearing?
GOVERNMENT RESPONSE: The final design should meet the requirements of the building code. The design intent is not to replace any framing members or finishes on the other side of the walls. NAVFAC does not believe any wood framed walls support the floor above but this would need to be verified in the field.
6. Fire protection scope appears to be limited. Will it be permissible to have the mechanical engineer seal drawings with performance specs for the sprinkler contractor to adjust sprinkler head locations as needed within the renovated spaces? Or will a licensed FPE be required on the design team for this project?
GOVERNMENT RESPONSE: A licensed FPE is required. Please refer to the specifications.
7. Is historical preservation Architecture required for any roof work related to the project? HVAC mentions that new RTUs might be needed.
GOVERNMENT RESPONSE: No
8. Wood subfloors were noted in the 2nd floor restrooms. Is it within the project scope to remove this sub flooring as it may not be code compliant? If so, can it be confirmed that the support structure is steel or non-combustible? What should the extent of the floor demolition be?
GOVERNMENT RESPONSE: The design intent did not include replacing the plywood subfloor.
NAVFAC realizes that the plywood subfloor could be rotted in various locations. Please include 10% of the plywood subfloor to be replaced in each restroom on the second floor. We can review further once the floor is opened up. If further repairs are required, this would be an unforeseen condition.
9. Are there any hazmat reports for the space that can be shared? The tiles in the upper floor restrooms appeared to be suspicious.
GOVERNMENT RESPONSE: See Amendment 0016 response to RFI Questions #48, 74 and 98.
10. Is the existing fire service piping that is outside room 126 slated to remain?
GOVERNMENT RESPONSE: Yes
11. Can it be confirmed that the first floor is slab-on-grade?
12. What is the design intent for room 133? It appears as though the door that is called for removal actually leads to a chase between 126 and 133. Is the intent to close off this doorway to the chase?
There appear to be some items within the area that need to be accessed.
GOVERNMENT RESPONSE: Room 133 is not part of the scope.
13. Can a concept sketch be provided for HVAC in addition to what was provided for Architectural and
Electrical?
14. Is flex duct to be removed?
GOVERNMENT RESPONSE: If the flex duct doesn’t meet code, then it should be removed and replaced.
15. As taking photos during the site visit was prohibited, can photos of the following items be provided:
a. the open drywall sections in the 1st Floor locker room
b. the electrical panel and panel labels
c. the existing RTUs and roof
GOVERNMENT RESPONSE: Photos were issued with Amendment 0016.
16. Please identify and recycling and/or salvage requirements for this work.
GOVERNMENT RESPONSE: Reference the specifications.
17. Please confirm the working hours required for this contract.
GOVERNMENT RESPONSE: Regular working hours must consist of an 8 1/2 hour period, between 7:30 a.m. and 4:00 p.m., Monday through Friday, excluding Government holidays.
Please refer to the specifications.
18. Please identify any work that will be required to be performed off hours.
GOVERNMENT RESPONSE: Nothing anticipated at this time.
19. Please confirm the contractor will be permitted to park personnel's vehicles in the parking lot adjacent to Building 57.
GOVERNMENT RESPONSE: This can be discussed at the project kick-off call. Also reference the specifications in reference to employee parking.
20. Please confirm if this project is tax exempt.
21. Is the existing roof under warranty? If so, please provide contact details of the manufacturer and installer.
GOVERNMENT RESPONSE: See amendment 0016 response to RFI Question #13.
22. In the record drawings for the building, there are drawings which indicate a rain water harvesting system was installed in the building. These drawings also show that non-potable water from that rain water system is delivered to fixtures in the toilet room. Does that system exist and are we to continue using the non-potable water for water closets and urinals?
GOVERNMENT RESPONSE: This can be further reviewed during the design phase.
23. Does the water heater that is to be replaced serve the entire building or just the toilet rooms? If it serves the entire building, there is not enough information available to properly size the water heater.
GOVERNMENT RESPONSE: The specifications indicate that the two water heaters in Room 132 serve first and second floor restrooms.
24. Under Volume I: Technical Proposal, Factor 5 – Technical Solutions the government request a design and construction schedule in GANTT format. The government also states the narrative for factor 5 is a four double-sided pages (or eight single-sided pages) limit. Can the government please confirm that the design and construction schedule will be outside the 8-page limit for Factor 5 – Technical Solution?
GOVERNMENT RESPONSE: See amendment 0016 response to RFI Question#7 or 21.
25. Can the government please clarify if the GANTT design and construction schedule be provided on
11X17?
GOVERNMENT RESPONSE: See response to RFI Question#7
26. In Volume II: Price Proposal, Responsibility Determination Information the government requests the following three items.
a. One (1) Signed Bank Reference demonstrating adequate financial resources. If offeror’s firm has a line of credit – provide information on how many figures offeror can borrow against the line of credit (i.e.
medium 6 figures – exact line of credit is not required).
b. The offeror shall provide the latest three complete fiscal year financial statements for the prime contractor, certified by an independent accounting firm, if practicable, or signed by an authorized officer of the organization.
GOVERNMENT RESPONSE: Bank letter is accepted for both requirements.
27. Submit evidence of availability of working/operating capital, which will be used for the performance of the resultant contract. Can the government please clarify what further information they need to provide for the third item “Evidence of Availability of working/operating capital” as the one signed bank reference letter will demonstrate the offeror’s financial capital and the three years financials will support this capital?
GOVERNMENT RESPONSE: See response above.
28. In Amendment 11, page 4 of 9, the government provides instructions for offerors to include a FAPIIS
Certifications. However, this requirement was not listed under the initial instruction for Volume II:
Price Proposal under Proposal Organization and Format. Can the government please clarify if the FAPIIS Certification is to be located under the Price Proposal following the Small Business Subcontract Plan?
GOVERNMENT RESPONSE: It is to be submitted with the Price Proposal, however there is no Small Business Subcontract Plan to be submitted.
29. Section 01 30 00.05 20, 1.4 Supervision Please advise if the project superintendent may serve as the
QCM and the SSHO.
GOVERNMENT RESPONSE: Each person can be dual-hat. Employee qualifications will need to be submitted to NAVFAC to verify the dual roles.
30. Section 01 30 00.05 20, 1.4 Supervision Please confirm the project Superintendent/ QCM/ SSHO is/ are to be direct employee(s) of the general contractor.
GOVERNMENT RESPONSE: Refer to project specifications.
31. Construction Phasing, there are several instances in the RFP in which it is mentioned that the construction is to be phased. Please advise the anticipated phasing for this project. How many restrooms may the contractor work in at once?
GOVERNMENT RESPONSE: One pair of men’s and woman’s restrooms will need to remain available to the staff. NAVFAC recommends starting with the first floor restrooms, completing

33. Roof Warranty. Please confirm the existing roof is under warranty. If so, please provide a contact.

34. Part Three – Chapter 5.0 Room Requirements, 124 Men’s Room, and 126 Women’s Room. The room requirements for both rooms call for entry doors, frames, and hardware. However, the concept drawings do not depict these doors to be installed. Please advise if these doors are required.
GOVERNMENT RESPONSE: Industry standard is that specifications overrule the drawings.
Please follow the specifications in this case. See amendment 0016 response to RFI Question #23.
35. Officer 109. Please provide photos of office 109.
GOVERNMENT RESPONSE: See amendment 0016 additional photos will be included in the Amendment.
36. Section 01 33 10.05, 2.1.2 Required Design Submittals. Per this section there will be 3 submissions required (Concept Design, Prefinal (100%), and the Final Design). Please confirm.
GOVERNMENT RESPONSE: See amendment 0016 response to RFI Question#52, 57 and 116.
37. Part Three – Chapter 6/ESR D30. Per the description for the HVAC, it is call for one packaged rooftop unit (RTU) to serve all the bathrooms. Please advise a roof location for this unit/ As-built roof drawing.
GOVERNMENT RESPONSE: The location of the RTU can be determined through the design process. The DOR will need to verify structural capacity and provide a design that can support the new load. Roof photos and as-built drawings have been provided with the Amendment.
38. Delivery of Proposal utilizing PIEE. We are still learning how to utilize and submit under PIEE. We are unable to find this project list when we searched under either Solicitation N40080-19-R-0001 and N40080-19-R-0009. Please advise if NAVFAC will create a Solicitation for Offerors to submit an Offer OR will be submit as an “Unsolicited Proposal”? Please advise. We currently have a Login with PIEE under one of the venturers but not as our Joint Venture. Will the Cage Code associated with our login be an issue for submission? Please advise.
GOVERNMENT RESPONSE: See Delivery of Proposal in Amendment 0011.
Proposals shall be submitted via email to Cynthia Crowder, Cyndi.crowder@navy.mil via the Department of Defense Secure Access File Exchange (DODSAFE) website. You may request an invitation to submit your proposal via DODSAFE via email to Ms. Cynthia Crowder 3 days before proposal due date. Utilizing this delivery method, submissions shall be submitted to Cynthia Crowder, Please allow SUFFICIENT TIME for your proposal to be received within the Government’s electronic system prior to the proposed cutoff date/time. All proposals must be received prior to the due date and time. Any proposals submitted after the time set for receipt will be documented with the date and hour of receipt and may be held unopened until after award. The file shall be documented in accordance with FAR 15.208.
39. CAD Drawings Please confirm CAD files for the project will be issued to the DB Contractor awarded the project for use in preparation of background drawings for B57 including Building, Structural, MEP, and Fire Sprinkler. Confirm what format and version of CAD will be provided (ACAD, REVIT, MicroStation, etc.) or if none are available.
GOVERNMENT RESPONSE: The AutoCAD drawings by the A/E that provided the concept drawings will be available. Only PDF’s are available for other as-built drawings which have been provided.
40. Design Submissions Please confirm what electronic drawing format the design submission drawings are required to be issued for each design submission (ACAD, REVIT, MicroStation, etc.)
GOVERNMENT RESPONSE: AutoCAD or REVIT
41. RFP Part 3 – Chapter 6 Engineering System Requirements – B10 Superstructure and D30 HVAC. :
B10 indicates that no superstructure work is required for the roof. D30 states, “Provide a packaged rooftop unit (RTU) with energy recovery system to provide required make-up air to rooms 124, 126, 212, 214, 216 and 216A.” Please confirm that no structural roof work is required for this project and that the existing roof structure can support the new RTU being installed.
GOVERNMENT RESPONSE: The location of the RTU can be determined through the design process. The DOR will need to verify structural capacity and provide a design that can support the new load. Roof photos and as-built drawings have been provided with the Amendment. No superstructure work is anticipated at this time. However, the RTU may require some additional structural framing for support. Any superstructure work discovered during design would be an unforeseen condition.
42. RFP Part 3 – Chapter 6 Engineering System Requirements – D40 Sprinkler Systems D40 states, “Modify wet-pipe automatic sprinkler protection to provide complete coverage throughout the renovated area.” It is not known whether the existing sprinkler system is compliant with UFC 3-600-
01. a) For bidding purposes please confirm the existing automatic sprinkler system may be considered compliant with UFC 3-600-01 and that modification to that existing system is all that is required and not a complete replacement of the system. b) Provide clarification of the existing sprinkler main size and provide As-Built Drawings if available.
GOVERNMENT RESPONSE: The design intent is not to provide a system replacement. For bidding purposes, follow the language in the specifications. The DOR will need to verify that the system is compliant with current codes and UFC’s for this restroom remodel project. All as-built drawings have been provided through Amendments.
43. Mechanical As-Builts Please provide As-builts for the building.
GOVERNMENT RESPONSE: All as-built drawings have been provided.
44. Volume II: Price Proposal (iv) FAPISS Certification Please provide a form / certification we are to fill out and submit as part of our Price Proposal.
GOVERNMENT RESPONSE: There is no form read FAR 52.209-7
45. Additional Information to be submitted with Price Proposal Package Responsibility Determination
Information. “Description of offerors’s facilities and equipment” “Other offeror’s work presently under contract…..” Please clarify what information is needed for this section, and whether there is a form to submit.
GOVERNMENT RESPONSE: Submit in accordance Responsibility Determination Information.
46. Please confirm the General Contractor may utilize the freight elevator during construction. If so, are there any restriction on hours or operation?
GOVERNMENT RESPONSE: Yes, the contractor may use the freight elevator during normal working hours.
47. Please provide the make and model of the HVAC units within the bathrooms.
GOVERNMENT RESPONSE: These units are planned for demolition. NAVFAC does not have this information.
48. Please confirm any hazardous materials that will be required to be abated by the General Contractor.
GOVERNMENT RESPONSE: See amendment 0016 responses to RFI Questions #48, 74 and 98.
49. Please verify the existing tile floor is not set on a mud bed or confirm mud bed is required to be removed as part of the base bid.
GOVERNMENT RESPONSE: There is not an existing mud bed for the tile floor.
50. Please confirm that only one restroom can be demolished and reconstructed at a time.

51. I gather from the solicitation documents that the 1st floor is slab on grade. Please confirm that is correct. If the 1st floor is slab on grade, what is the estimated depth of the sanitary drain piping in the bathroom areas?
GOVERNMENT RESPONSE: The 1st floor is slab-on-grade. The depth of the sanitary drain piping is unknown.
52. What are the anticipated hours of work?
GOVERNMENT RESPONSE: See amendment 0016 response to RFI Question #109.
53. How many drinking fountains and coolers are being added or replaced?
GOVERNMENT RESPONSE: None
54. What is the estimated start date for this project?
GOVERNMENT RESPONSE: Project kick-off will be within 30-days from award.
55. Will coordinated drawings be required by General Contractor’s subcontractors?
GOVERNMENT RESPONSE: Yes, this is standard practice.
56. Does the government have a dedicated Siemens rep for this location? If so, can you please provide the
Siemens rep’s information.
GOVERNMENT RESPONSE: See amendment 0016 response to RFI Question #96.
57. Is there an estimated tonnage or total cfm for the RTU noted in 1.3 Additional Project Scope?
58. What work in place protection is required from the entrance of the building to the project site.
GOVERNMENT RESPONSE: Any damage to the entrance to the building will need to be repaired by the contractor. There are overhead doors on the side of the building which can be used. Building access can be reviewed on the project kick-off call with the Customer.
59. Please confirm that TAB requirements are limited to measurements of actual air flow and that balancing will not be required due to unknown mechanical system information.
GOVERNMENT RESPONSE: Balancing will be required for the rooms identified in the scope.
The design intent is not to balance the entire building.
60. Due to the limited scope of work, can one General Contractor site personnel cover the Superintendent, Quality Control, and Safety positions or are two on site personnel required for this project.
GOVERNMENT RESPONSE: Each person can be dual-hat. Employee qualifications will need to be submitted to NAVFAC to verify the dual roles.
61. Please confirm wall mounted toilets will require all new metal carriers for supporting the toilets.
62. Is mass notification required for each restroom to include the option restroom?
GOVERNMENT RESPONSE: Refer to the specifications. Include the Option Restroom unless not required by code.
63. Please confirm that battery backup power for lighting will be required per code.
GOVERNMET RESPONSE: See amendment 0016 response to RFI Question #17.
64. Is there a master keying system for door hardware? If so, please provide further information on the keying system.
GOVERNMENT RESPONSE: Keying will be coordinated with NRL Facilities near project completion.
65. Please confirm that air barrier and or air infiltration testing is not required.
GOVERNMENT RESPONSE: Unless the contractor needs to add an air barrier, air barrier or air infiltration testing is not required. Please review the specifications.
66. Section 2.3.6 Antiterrorism Criteria - this is an interior renovation, why is ATFP suggested?
GOVERNMENT RESPONSE: Follow the specifications. The DOR will need to review UFC 4- 010-01 to see what might apply.
67. In Section 01 33 10.05 20 Design Submittal Procedures Page 9, items 1.10.e through 1.10.m are listed as required to be in the Basis of Design, but do not seem to apply to a project of this type. Please confirm these items are not required for the Basis of Design.

72. Existing walks and flooring are constructed of wood studs with drywall and plywood over wood joists.
The project specifications call for all partitions to be floor to deck and constructed on metal studs. Are offeror’s to fire rate the existing perimeter walls of the construction area or are these to remain as built?
GOVERNMENT RESPONSE: The DOR should review the codes related to a renovation project such as this. The final design should meet the requirements of the building code. The design intent is not to replace any framing members or finishes on the other side of the walls.
73. The construction portion of the project is stated to be 60 days. Currently, supply chain issues are causing delivery of doors to take up to 6 months. Are schedule timelines flexible to allow for market fluctuations?

Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
