AMENDMENT 0006
Amendment 0001 response to #4 is hereby revised. The Government intends to award approximately five
(5) contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation. As participating firms graduate from the 8(a) program and are no longer eligible to participate (off-ramped), the next highly-ranked and eligible 8(a) firm will be afforded the opportunity to replace the graduated firm for the remaining years of the contract (on-ramped).
FACTOR 2 – EXPERIENCE:
From: Experience of proposed subcontractors will not be considered for construction experience, unless there is a formal SBA Mentor/Protégé and Joint Venture Agreement.
To:
Experience of proposed subcontractors will only be considered for construction experience if the subcontractor is similarly suited (small business) and is named in the proposal (which may be binding in any resulting contract), in accordance with CFR 13, Section 125.2(g). Contractual arrangements bound by an SBA Mentor/Protégé Agreement, a Joint Venture Agreement, or a Partnering Agreement are not considered Prime-Subcontractor arrangements; but are viewed as co-management arrangements.

IF THE JOINT VENTURE IS AN SBA APPROVED MENTOR/PROTÉGÉ, RELEVANT PROJECT
EXPERIENCE SHOULD BE SUBMITTED FOR PROJECTS COMPLETED EITHER BY THE MENTOR,
THE PROTÉGÉ, OR THE JOINT VENTURE ENTITY. THE OFFEROR SHALL SUBMIT A SIGNED
COPY OF THE JOINT VENTURE AGREEMENT INDICATING THE PROPOSED PARTICIPATION OF
EACH JOINT VENTURE MEMBER. OFFERORS CONTEMPLATING A JOINT VENTURE SHALL SHOW
EVIDENCE IN THEIR PROPOSAL THAT THE MENTOR-PROTÉGÉ JOINT VENTURE AGREEMENT
HAS BEEN APPROVED BY SBA PRIOR TO PROPOSAL DUE DATE. AN OFFEROR’S FAILURE TO
SUBMIT EVIDENCE IN THEIR PROPOSAL OF SBA APPROVAL OF THE MENTOR/PROTÉGÉ JOINT
VENTURE AGREEMENT WILL RENDER THE PROPOSAL INELIGIBLE FOR CONSIDERATION.

For Joint Venture Agreements, Partnering Agreements, and SBA-approved mentor/protégé Agreements, relevant project experience should be submitted for projects completed either by the mentor, the protégé, or either Joint Venture entity. The Offeror shall submit a signed copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member. Offerors contemplating a Joint Venture shall show evidence in their proposal that the joint venture agreement has been registered in the

SAM database at the time of proposal submission, in accordance with 13 CFR 125.2(b)(1). An Offeror’s failure to submit evidence in their proposal of SBA approval of the mentor/protégé agreement will render the proposal ineligible for consideration. Joint ventures not registered in the SAM database at the time of proposal submission will be ineligible for consideration.
