1. Amendment 11, Phase II – Evaluation Factors for Award, Section A states “A complete electronic copy of the price proposal as a single .pdf file on a CD-ROM.”. Please confirm that only DoD SAFE submittal is required for Volume II Price Proposal and a CD-ROM is not required.

2. Amendment 11 pg. 3, Volume II: Price Proposal, #9 lists Small Business Subcontracting Plan (see below) as a requirement. No additional information is provided on what is required in this section.
a. Since this is an 8(a) set-aside, is a Small Business Subcontracting Plan required?
b. If this plan is required, please provide the requirements for this section.

3. Amendment 11, Section 2, page 2 of 9, paragraph 3 states, “The Offeror agrees to hold its offer firm for 90 days from the date specified for receipt of proposals.” However, the Price Schedule (page 8 of 9) clearly states, “The Offeror’s price is valid for at least 120 days from the receipt of proposals.” Please clarify the discrepancy here. Which statement is correct?
4. Please confirm that the Seed Project is not a “sample project” and that NAVFAC intends to award the design-build task order.
5. Page 5 of 9 of the solicitation states, “Design Budget Amount: $1,384,263.”
Please clarify if this budget is for design only or both design and construction.
6. Section 2. Phase 2 Instructions to Offerors paragraph 4 (page 3 of 9) states the following as a Price Proposal requirement, “9. Small Business Subcontracting Plan. (see below).” There is no additional information provided in the solicitation regarding this Plan.
Please confirm that the SB Subcontracting Plan is not a proposal requirement. OR, if it remains a proposal requirement, please provide additional information as to what must be included in this SB Subcontracting Plan.
7. Offerors are required to include a design and construction schedule in GANTT format in their technical proposals. Can this schedule be provided on 11”x17” page format? If so, will the government count each 11x17 page as a single page, as long as it contains ONLY GANTT schedule information?
GOVERNMENT RESPONSE: 11x17 is acceptable. Yes, each page is counted as a single page.
8. The last sentence of Section 2 in Amendment 11 (page 4 of 9) appears to be cut off. Please provide any text that may be missing.
“- Other offeror’s work presently under contract.
Although required to be submitted with offeror’s price proposal, this information will not be evaluated as part of the ”
9. Amendment 11 Basis of Evaluation (page 7 of 9) of Factor 5 Technical Solution states, “The Government will evaluate the narrative and conceptual drawings (if included) considering the extent to which the Offeror demonstrates a clear understanding of the architectural and engineering requirements of the project.”
With only eight single-sided pages allocated for this Factor, will conceptual drawings (if provided) be included or excluded from the overall page count for Factor 5?
GOVERNMENT RESPONSE: Review with Contracts – No drawings are required at this time.
10. Amendment 12 changed the site visit date to 2/15/2022, but did not extend the RFI cutoff date, which falls before the site visit.
Please extend the RFI cutoff date to allow Offerors to submit questions that arise from, and are discussed at, the site visit.

11. Per Amendment 11, Factor 5 – Technical Solution, (i) Solicitation Submittal Requirements, Offeror’s are to “Provide a short basis of design narrative to include technical design approach for structure, HVAC, plumbing, fire protection, site layout, civil design, AT/FP, and sustainability as applicable.” Per the Bid Base and Option 1 descriptions on p. 8 of 9, Price Schedule, the Building 57 Renovation Restrooms on 1 F and 2F project does not include construction of or modifications to existing building exteriors and/or site.
Please clarify what the basis of design narrative is to include regarding site layout, civil design, and AT/FP.
GOVERNMENT RESPONSE: Site layout and civil design are not included per the RFP. Refer to Part 3, Chapter 3 Site Analysis. and AT/FP design are not included per the RFP Scope. Provide AT/FP design as applicable for any assemblies attached to the building for low level of protection per Part 3, Chapter 4.
12. Per Amendment 11, Factor 5 – Technical Solution, (i) Solicitation Submittal Requirements, Offeror’s are to “Provide a short basis of design narrative to include design approach to the building and layout and building exterior materials.” Per the Bid Base and Option 1 descriptions on p. 8 of 9, Price Schedule, the Building 57 Renovation Restrooms on 1F and 2F project do not include construction of building exterior finishes. Please clarify what the basis of design narrative is to include regarding building exterior materials.
GOVERNMENT RESPONSE: Impact on the exterior of the building is not expected, but should be verified with end users if proposed design does affect any exterior materials.
13. Please confirm if the existing roof is under a warranty. If so, please provide contact.
GOVERNMENT RESPONSE: The Customer has indicated that there is no known roof warranty at this time.
14. Please confirm existing vendor for the BAS System.
GOVERNMENT RESPONSE: The BAS system is Siemans.
15. Please confirm existing vendor for Fire Alarm System.
GOVERNMENT RESPONSE: Consultation with SA Communale will need to happen for compatibility.
16. Please confirm existing vendor for the Mass Notification System.
GOVERNMENT RESPONSE: Consultation with SA Communale will need to happen for compatibility.
17. Please confirm if the existing lighting is on an emergency lighting system.
GOVERNMENT RESPONSE: Facility lighting is not on any kind of emergency power. Facility does not have backup generator.
18. Please confirm the distance to the existing electrical room.
GOVERNMENT RESPONSE: Refer to as-built drawings included in Part 6, Attachment 3.

23. Is a door and frame to be installed at Room 124 per the room requirements? None is shown on the plan.
GOVERNMENT RESPONSE: Door and frame at room 124 is not required.
24. How are the toilet partitions to be mounted? Are they ceiling hung or floor mounted?
GOVERNMENT RESPONSE: Provide floor mounted toilet partitions.
25. Is a licensed Interior Designer required for this project to provide the FF&E package. Package consists of refrigerators, benches, and a single chair.
GOVERNMENT RESPONSE: The FF&E package is rather small for this project but we will require a licensed Interior Designer to follow NAVFAC Guidelines to complete a separate FF&E Package.
26. Will the code year be updated to the latest? In section 01 33 10.05 it states 2019 DOD building code. There is at least one newer version from 2020. In part 3 chapter 2 it does state to use “latest edition as the version at project award date. This section also lists 2015 IBC, IMC and IPC. These will all be changed to be the current editions?
GOVERNMENT RESPONSE: Yes, use the most current version.
27. Will overall plans for the building with general uses be provided to allow the DOR to run plumbing calculations to verify and support the amount of fixtures being shown?
GOVERNMENT RESPONSE: Overall plans are included in the RFP.
28. Restrooms 214 and 216 do not show an accessible shower, project is to provide fully accessible restrooms.
Should one shower in each of these restrooms meet the requirements of the ABA?
GOVERNMENT RESPONSE: Per concept plans one accessible shower is shown in Men’s 214 and two are shown in Women’s 216. Provide at least one accessible shower in each bathroom.
29. In part 3 chapter 1, page 2 it states men’s room to receive sanitary napkin dispensers. Please clarify if this is in error.
GOVERNMENT RESPONSE: This is an error.
30. In room requirements partitions for rooms have partition shall extend to underside of deck above. To meet the STC 45 are we taking the drywall to the deck above as well or only framing to deck above and drywall stopping above ceiling grid with an STC rated ceiling system?
GOVERNMENT RESPONSE: STC 45 walls shall extent do underside of deck above to include drywall and acoustic sealant at the deck.
31. For the 107A women’s restroom, are no wall tiles required on wet wall? Finishes call for epoxy paint in room requirements.
GOVERNMENT RESPONSE: Please comply with the building code and include ceramic tile at the wet walls.
32. Are seat cover dispensers in each stall or one per room?
GOVERNMENT RESPONSE: Provide one seat cover dispenser per restroom.
33. Mother’s room shows a sink in a counter on the concept drawings and room requirements call for a lavatory. Please clarify the room requirements.
GOVERNMENT RESPONSE: Provide stainless steel under counter sink.
34. Will pictures be provided for existing roofing? Is there information on existing roof type?
GOVERNMENT RESPONSE: The roof is a traditional built-up asphalt type. See attachment NRL 57 Roof Replacement Drawings.
35. Benches for Shower stall? Per C103002 “Provide folding ADA/ABA compliant changing bench in each restroom near shower areas.” Is this the one at the lockers or add in showers?
GOVERNMENT RESPONSE: Concept ADA/ABA bench locations are identified on
SKA-101. The final location of benches will be determined by the DB DOR.
36. For the SF1442 form. Do we need to include all the amendments from phase I or we only required to include amendment 11 forward?

37. Amendment 0011 Phase II Part 3. Seed Project – Building 57 Renovate Bathrooms on 1F and 2F, Naval
Research Laboratory (NRL), Washington, DC: The SAES dated 7 November 2019 and subsequent discussions with end users of the facility were not included with the RFP. How do these documents impact the submitted RFP dated 14 January 2022?
GOVERNMENT RESPONSE: We will remove the references to the SAES since not related to this scope of work. Customer questions and responses are included in the BOD as related to the initial design.
38. Is the Breakroom (listed as adjacent to Women’s toilet Room 216 and Men’s Toilet Room 214) part of the Base Bid or Option-1?
GOVERNMENT RESPONSE: Refer to Part 6, Attachment 1, SKA-101 for rooms included in Option 1.
39. Part 6 D30 HVAC - Is providing a new inline exhaust fan for Room 132 part of the Base Bid or Option-1?
What are the requirements for exhausting this room? What is the use of this room?
GOVERNMENT RESPONSE: Room 132 is used to clean paint equipment by the paint shop and also custodial services.
40. Part 6 D30 HVAC – RFP states that design of RTU should be based upon worst case condition of 1%
DB/MCWB and 1% HR, then later the RFP directs to size the RTU based upon the maximum humidity condition. What design condition is desired for sizing the RTU?
GOVERNMENT RESPONSE: The design of RTU should be based upon worst case condition of 1% DB/MCWB and 1% HR.
41. Part 6 D30 HVAC – RFP says to provide ventilation for all toilet rooms, janitor’s closets and building utility spaces. Are there any rooms or utility spaces outside of Base Bid Men’s Toilet 124, Women’s Toilet 126, Men’s Toilet 214, Women’s Toilet 216, Mother’s Room 216A, Janitor’s Closet 212, and Option-1 Breakroom 107 and Unisex Toilet Room 107A that require ventilation?
GOVERNMENT RESPONSE: No. Ventilation required per the RFP is only for the rooms identified in the scope.
42. Part 6 D307003 HVAC Commissioning - Is commissioning of HVAC required as part of this project? If so, what are the requirements?
GOVERNMENT RESPONSE: Commissioning will be required for the new mechanical work.
NAVFAC will select a Commissioning Agent but does not have one on-board at this time.
The Guidelines and Standards to be followed for Commissioning include:
A. ACG Commissioning Guideline B. ASHRAE Standard 202-2018 C. UFC 3-401-01, Mechanical Engineering, dated 7/13/2013 D. UFC 3-410-01, Heating, Ventilation and Air Conditioning, dated 7/13/2013
E. UFC 1-200-02, High Performance and Sustainable Building Requirements, dated 3/1/3013, which also incorporates ASHRAE Standard 189.1, paragraph 10.3.1.2
43. Part 6 D40 Fire Protection - The RFP (Section D40) states that the current fire alarm system utilizes, and the new devices shall be, speaker/strobes. However, the current fire alarm system is an antiquated conventional fire alarm panel without voice capabilities. Should the devices installed in the areas of work be horn/strobes to match the current system or should the entire fire alarm system be upgraded to allow for speakers?
GOVERNMENT RESPONSE: Include new devices such as speakers/strobes to meet current codes in the rooms listed in the RFP. The entire building will not be upgraded at this time.
44. Part 6 E20 Furnishings – What movable furnishings are required for this project?
GOVERNMENT RESPONSE: Interior furnishings are expected to be minimal. Coordinate with end user.
45. Part 6 E20 Furnishings – Is an Interior Designer required for this project? We recommend removing interior designer requirements to aid in keeping project costs at a minimum.
GOVERNMENT RESPONSE: Besides adding lockers and a few items in the Mothers Room, there is minimal interior design components. Removing the Interior Designer requirement is acceptable.
46. Part 6 E20 Furnishings – Is Interior Design Submittal and Meeting Requirements necessary for this project? We recommend removing interior designer requirements to aid in keeping project costs at a minimum.
GOVERNMENT RESPONSE: Besides adding lockers and a few items in the Mothers Room, there is minimal interior design components. Removing the Interior Designer requirement is acceptable.
47. Part 6 F20 Selective Building Demolition – No requirements listed for roof demolition. Are there any requirements for selective roof demolition?
GOVERNMENT RESPONSE: The intent of Bid Option 1 is to route a supply and exhaust duct from the new RTU/ERV serving the bathroom group to provide ventilation to Office – 109, Breakroom – 107, and 107A – Restroom. Heating and cooling of this area will be performed by the existing FCU.
Roof demolition to be determined by DB contractor based upon proposed scope of roof top units if Option 1 is awarded.
48. Part 6 F2020 Hazardous Component Abatement – There is no HAZMAT abatement indicated in the RFP. Has
HAZMAT testing been performed in the building? Is HAZMAT testing and abatement part of this project?
GOVERNMENT RESPONSE: The last Hazmat Report the Customer has is from 2015. We will include this report as part of the response. However, NAVFAC recommends adding HAZMAT testing to the scope. Any abatement that would be required would be an unforeseen condition. Please include HAZMAT testing for the rooms identified in the RFP as part of your proposal. See attachment Bldg 57 Data 2015.xls.
49. The UFC 3-410-01 directs to maintain toilets, lockers, and utility closets at a negative pressure relative to adjacent areas in the building. The RFP page 300 states that the building shall be maintained at net positive pressure with respect to the outdoors during all occupied hours and that air flow differential between supply and exhaust airflows shall not be less than 10% of design supply airflow. Can documentation be provided on what the current building pressurization is?
GOVERNMENT RESPONSE: The restrooms will maintain negative pressure per UFC 3-410-01. As the scope only includes restrooms, the contractor will not be responsible to balance the remainder of the building. However, if you need to determine the building pressurization, please include the test/calculation in your proposal.
50. Part 2 01 45 00.05 20 paragraph 1.4.4 - “The Commissioning Authority must meet the requirements of the Third Party Certifier (TPC)”. Where are these requirements defined?
GOVERNMENT RESPONSE: NAVFAC will provide a Commissioning Agent.
51. Section 01 45 00.05 20, paragraph 1.4.5: This is a relatively small project and in interest in keeping project costs to a minimum, we recommend that the QC Specialist, FP QC Specialist, and Mechanical QC Specialist be removed from the project requirements.
GOVERNMENT RESPONSE: The QC Specialists will remain as part of the project requirements to maintain design and construction quality control.
52. There is no duration listed for the design submittals. In effort to keep project costs at a minimum, we recommend removal of the concept design submission. Please provide Design submission schedule.
GOVERNMENT RESPONSE: Three design review submissions is adequate for this project. This would include a 35%, 60% and 95%.
53. Section 01 91 00.15, paragraph 3.2.4.1.3: As this is a relatively small project, we recommend removing mechanical designer, plumbing designer, and irrigation designer from the mechanical systems test team for the commissioning functional performance testing to help keep project costs at a minimum. Note that we are unaware of an irrigation design.
GOVERNMENT RESPONSE: There is no irrigation design required for this project. NAVFAC agrees except for the Mechanical designer and Fire Protection designer who must assist with any commissioning requirements and NAVFAC Acceptance requirements.
54. Given that Bid Option-1 rooms Break Room 107 and Toilet Room 107A are remotely located from the
Base Bid rooms 124, 126, 214, and 216, to reduce project cost, we recommend just exhausting Toilet Room 107A and Break Room 107 and letting the existing FCU in Office 109 continue to serve Break Room 107.
GOVERNMENT RESPONSE: Currently the FCU in Office – 109 is pulling “outside air” from the adjacent shop area which is not code compliant. Outside air must be provided to the office and breakroom. Please proceed with Bid Option 1 as described in the RFP.
55. Section 01 33 10.05 20, paragraph 1.6.6: Given the limited project size and the interest to keep the general conditions appropriate, recommend only the QC Manager certify the design submittals for compliance with the contract documents and remove the Commissioning Agent from certifying the submittals. Please confirm.
GOVERNMENT RESPONSE: NAVFAC will provide a Commissioning Agent. The Commissioning Agent will review the required submittals. Besides the drawings and specifications, the following Guidelines and Standards will be followed for Commissioning. See RFI#42 response.
56. Section 01 33 10.05 20, paragraph 2.1.2: Given the limited project size, we recommend the deletion of the
Concept Design Submission. Three submissions should be adequate for a project of this type. Please confirm.
GOVERNMENT RESPONSE: Three design review submissions is adequate for this project. This would include a 35%, 60% and 95%.
57. Section 01 33 10.05 20, paragraph 2.1.6: Please identify the number of copies required for each submission.
GOVERNMENT RESPONSE: All design review submittals will be provided electronically or through DoDSafe for review by the Customer and NAVFAC using Dr. Checks. The Contractor will set the design review MS Teams meetings and provide an overview of the design and respond to any questions submitted through Dr. Checks.
Only the final, 100% Issued for Construction Set will require hard copies with drawings at half-size.
NAVFAC will require 3 sets and NRL will require 2 sets of all required design documents. This will include disks that include everything plus the AutoCad and/or Revit files.
The Contractor is also required to provide as-built drawings, drawing files, and all documentation submitted through construction, including but not limited to RFI’s and approved Submittals. Again, NAVFAC will require 3 sets and NRL will require 2 sets at project completion. Printed as-built drawings can be half-size. Please coordinate with NAVFAC at project completion for close-out procedures.
58. Section 01 45 00.05 20, paragraph 1.4.2: This paragraph permits the DQC Manager to be the Commissioning
Authority. 1.4.2 2nd b note the DQC be a member of the DOR’s organization. Section 01 91 00.15 requires the Commissioning Firm to be a 1st tier subcontractor of the prime contractor and independent of all other subconsultants. GOVERNMENT RESPONSE: NAVFAC will provide a Commissioning Agent.
59. Section 01 91 00.15, paragraph 1.2: Is there a Utility Monitoring and Control System on this project?
GOVERNMENT RESPONSE: There are no Utility and Control Systems. The only Control System is the Siemens system for the HVAC.
60. Part III, Section 1.0, 1st paragraph, last sentence: There is a reference to an AE scope of work. Presumably the AE SAES was implemented and possibly interpreted to create the bid documents. Recommend the removal of the reference to the SAES, or the provision of the SAES.
GOVERNMENT RESPONSE: We will remove the references to the SAES since not related to this scope of work.
61. Please provide drawings of the existing control system.
GOVERNMENT RESPONSE: If this is in regards to the HVAC Siemens system, drawings cannot be found.
62. Does the existing control system have an Authority to Operate (ATO)?
GOVERNMENT RESPONSE: Yes
63. Who is the System Owner (SO) and Information System Security Officer (ISSO)?
GOVERNMENT RESPONSE: The Siemens system belongs to NRL. Cyber Security can be reached at (sechelp@nrl.navy.mil)
64. Is there a Change Control Board (CCB) responsible for reviewing and approving changes to the system? If yes, please provide Change Request and Security Impact Analysis templates/requirements.
GOVERNMENT RESPONSE: There is no Change Control Board. If something needs to be added to the Siemens system then this would need to be coordination with the Siemens contractor. The system belongs to NRL but is maintained by Siemens.
65. Cyber-RFI-005: Please confirm UFGS 25 05 11 w/ tailored CCI’s is required for this project.
GOVERNMENT RESPONSE: Cyber requirements are required for every NAVFAC project.
However, since this project is only restrooms, there may be minimal cyber requirements. Please review the specifications, UFC 4-010-06 and UFGS 25 05 11 for further requirements.
66. Per Amendment 11, Factor 5 – Technical Solution, (i) Solicitation Submittal Requirements, Offeror’s are to “Provide a short basis of design narrative to include design approach to the building and layout and building exterior materials.” Per the Bid Base and Option 1 descriptions on p. 8 of 9, Price Schedule, the Building 57 Renovation Restrooms on 1F and 2F project do not include construction of building exterior finishes. Please clarify what the basis of design narrative is to include regarding building exterior materials.
GOVERNMENT RESPONSE: No exterior building materials are expected at this point of the project.
67. Per Amendment 11, Factor 5 – Technical Solution, (i) Solicitation Submittal Requirements, Offeror’s are to “Provide a short basis of design narrative to include technical design approach for structure, HVAC, plumbing, fire protection, site layout, civil design, AT/FP, and sustainability as applicable.” Per the Bid Base and Option 1 descriptions on p. 8 of 9, Price Schedule, the Building 57 Renovation Restrooms on 1F and 2F project does not include construction of or modifications to existing building exteriors and/or site. Please clarify what the basis of design narrative is to include regarding site layout, civil design, and AT/FP.
GOVERNMENT RESPONSE: There are no design or construction requirements related to site layout, civil design and AT/FP.
68. No pictures were allowed during the site visit and access was not provided to roof or rooftop equipment.
Please provide high quality images of roof, rooftop equipment, and nameplates of exhaust fans currently serving the restrooms to aid in developing the basis of design narrative required for the proposal.
GOVERNMENT RESPONSE: The Customer has provided photos of the roof which will be included in an Amendment. There was no equipment on the roof that had data plates. The equipment was weathered.
69. To follow up on the response to ”For the 107A restroom are no wall tiles required on wet wall? Finishes call for epoxy paint in room requirements.” The response indicated to follow room requirements. The room requirements are not code compliant at the wet walls per IBC Section 1210.2.2. Is ceramic wall tile to be installed at the wet walls in order to comply with the building code?
GOVERNMENT RESPONSE: Yes, please comply with the building code and include ceramic tile at the wet walls.
70. Is the first floor restrooms slab on grade or is there a crawl space below?
GOVERNMENT RESPONSE: Slab-on-grade.
71. Is the existing exposed piping in Room 107A between the water closet and lavatory to remain exposed or is it to be covered in a drywall chase?
GOVERNMENT RESPONSE: Room 107 will get completely changed and will move location. The new layout shows the restroom where the current breakroom is located. The current breakroom will be located where the current restroom is located. Please see the Basis of Design drawings. However, if there is an exposed pipe condition, please include a drywall chase.
72. The flooring in the existing Janitor’s closet is painted concrete, the room requirements state to provide a sealed concrete floor finish. Is the intent to remove the existing painted floor finish in order to provide a sealed concrete floor or would an epoxy painted floor finish meet the design intent of the room requirement?
GOVERNMENT RESPONSE: Yes, an epoxy painted floor is acceptable.
73. Will a power assist be required at doors to rooms 214, 216 and 216A? Doors are STC rated 39 and have a closer. This combination of hardware prevents the doors from meeting the ABA requirement for 5 lb opening force.
GOVERNMENT RESPONSE: No power assist should be required. Provide closers to meet ABA requirements.
74. There is old drywall above the ACT ceilings in all bathrooms. Has this drywall been tested for asbestos? Is asbestos testing and / or abatement within our contract?
GOVERNMENT RESPONSE: The design team was not aware of any drywall above the ACT ceilings in the bathrooms. This also does not show up on the Hazmat Report. Please include this work with the HAZMAT testing. Abatement was not part of the scope and will be considered an unforeseen condition with a contract mod to remediate, if required.
75. Does the existing sprinkler layout meet current Codes?
GOVERNMENT RESPONSE: The existing sprinkler layout met the codes at the time of installation.
The contractor can determine if the sprinkler layout for the rooms identified in the RFP will meet current code requirements.
76. All internal walls have standard wood framing with drywall over it. These walls may not meet code, are we to remove the old framing and replace with metal studs? Are the wood framed walls supporting the floor above?
GOVERNMENT RESPONSE: The final design should meet the requirements of the building code.
The design intent is not to replace any framing members or finishes on the other side of the walls.
NAVFAC does not believe any wood framed walls support the floor above but this would need to be verified in the field.
77. The 2nd floor men’s and women’s room currently have plywood under the VCT tile. The plywood is unknown if it is fire rated. Are we to leave the plywood substate in place to support the new flooring even if it is not fire rated? The plywood is rotting near the floor drain.
GOVERNMENT RESPONSE: The design intent did not include replacing the plywood subfloor.
NAVFAC realizes that the plywood subfloor could be rotted in various locations. Please include 10% of the plywood subfloor to be replaced in each restroom on the second floor. We can review further once the floor is opened up. If further repairs are required, this would be an unforeseen condition.
78. Are we to replace the old original thermostats?
79. Are the existing gas heater & Piping in room 126 to stay?
GOVERNMENT RESPONSE: The heater in Room 126 is steam. Section 3.2 Demolition on Page 5 indicates that these are part of the demolition. Include any associated piping that will not be used for the new unit.
80. Is the existing cooling units and piping in room 214 & 216 to stay?
GOVERNMENT RESPONSE: These fan coil units are shown in Section 3.2 Demolition as being removed and part of the demolition. Include associated piping that will not be used for the new units.
81. The existing walls receive Ceramic Tile. Will we need to remove the existing drywall and install a better substrate?
82. Does the user remove the existing lockers prior to our commencing work?
GOVERNMENT RESPONSE: No, this is part of demolition.
83. ( Solicitation page 2) Does the design cost of $1,384,263 include Bid Option No. 1?
GOVERNMENT RESPONSE: Yes. However, please provide a break-out cost for Bid Option 1 as shown on the Price Proposal Form.
84. (Engineering Systems Requirements PART 3 – CHAPTER 6/ESR D40-PAGES 1-2) Is the DOR responsible for completing a life safety analysis of existing building conditions and systems including egress, fire-rated assemblies, fire detection and notification, and fire suppression?
85. (Engineering Systems Requirements PART 3 – CHAPTER 6/ESR D40-PAGES 1-2) If the DOR is responsible for completing a life safety analysis of existing conditions, does this extend beyond the prescribed work limits (i.e., the 7 spaces)? For example, if the existing fire pump is incapable of providing the design demand flow rate for any of the in-scope spaces, would this be considered an unknown field condition warranting increased design and construction fee and schedule extension by contract modification?
GOVERNMENT RESPONSE: The Life Safety Analysis should pertain to the work limits as shown in the RFP. If there is an unforeseen condition, we can address at a later date and issue a contract mod if warranted. The capacity should not change. The design does not add or decrease space. Life Safety should meet code for this minor renovation.
86. (Engineering Systems Requirements PART 3 – CHAPTER 6/ESR D40-PAGES 1-2) Is the DOR (QFPE) required to develop a hydraulic analysis/model of the pre and post-construction conditions of the entire building fire suppression system to verify capacity and design demand flow rates for the in-scope spaces?
GOVERNMENT RESPONSE: The capacity should not change. The design does not add or decrease space.
87. (Engineering Systems Requirements PART 3 – CHAPTER 6/ESR D40-PAGES 1-2) Can NAVFAC provide accurate and complete as-built plans of the fire suppression systems including pumps, piping and fittings, valves, backflow preventors, and heads?
GOVERNMENT RESPONSE: Any existing drawings were provided to the A/E and included in the
RFP.
88. (PART 3 – CHAPTER 2 – Page 2, 2.3.5 Accessibility Requirements) (PART 3 – CHAPTER 4 – Page 1,
4.2 Space Relationships) Is the DOR responsible for completing an ADA/ABA compliance analysis of the entire facility including egress travel ways that extend beyond the prescribed work limits to the building exit?
GOVERNMENT RESPONSE: The DOR does not need to provide a complete building ADA/ABA analysis. The DOR should include the work areas as indicated in the RFP as well as a review of the life safety/egress path of travel to the building exits.
89. (PART 3 – CHAPTER 4 – Page 1, 4.2 Space Relationships) If the DOR is required to complete an
ADA/ABA of egress travel routes and deficiencies are identified beyond the prescribed work areas, would this be considered an unknown field condition warranting increased design and construction fee and schedule extension by contract modification?
GOVERNMENT RESPONSE: Providing a life safety and ADA/ABA analysis is standard on every project. Again, these spaces already exist and this is a minor renovation. However, if there is an unforeseen condition beyond the scope, a design/construction contract modification may be warranted.
90. (PART 3 – CHAPTER 1 – Page 4, 1.3 Additional Project Scope) (PART 3 – CHAPTER – 5, 5.0 ROOM REQUIREMENTS) (Engineering Systems Requirements, PART 3 – CHAPTER 6/ESR D50) Has NRL or NAVFAC completed a power study for all new electrical equipment, or is the DOR required to complete a 30-day power study of existing electrical distribution systems to verify service capacity?
GOVERNMENT RESPONSE: NAVFAC does not believe a power study is required at this time.
Service capacity can be further studied through the contractors design process.

93. (PART 3 – CHAPTER 2 – Pages 2-3, 2.4 Appropriate Design) Excluding the information provided in the solicitation (room schedules and specifications), are there any specific NRL standards for finishes, fixtures, or equipment including flooring, lighting, or plumbing?

94. (PART 3 – CHAPTER 6/ESR D30 – Pages 1-4) Does NRL have a preferred HVAC equipment manufacturer for large equipment (e.g., packaged RTU)?

(PART 3 – CHAPTER 2 – PAGE 2, SUBSECTION 2.3.7) Part 2.3.7 of the scope of work (Cybersecurity) indicates that all Industrial Controls Systems (ICS) (including DDC for HVAC, domestic water, fire/smoke alarms, and electrical) must comply with UFC/NIST/UFGS standards. Please verify that NRL’s existing ICS vendor (Siemens) is responsible for providing a system that complies with all cybersecurity standards.

98. (SECTION 01 35 26.05 20 PAGE 24, SUBSECTION 3.1.4) Based on the building age, it is likely that hazardous building materials exist unless they have been previously surveyed and abated. The scope of work does not identify any hazardous building materials (HAZMAT) including lead-based paint, asbestos containing materials (ACMs), mercury containing devices, polychlorinated biphenyls (PCBs) containing materials or equipment, biohazards (mold), or other HAZMAT. Has NAVFAC completed a HAZMAT survey of all work areas and materials to be demolished or disturbed during construction, or is the Contractor required to complete this within the base scope of work?
GOVERNMENT RESPONSE: The last Hazmat Report the Customer has is from 2015. We will include this report as part of the response. However, NAVFAC recommends adding HAZMAT testing to the scope. Any abatement that would be required would be an unforeseen condition. See attachment Bldg 57 Data.
99. (SECTION 01 35 26.05 20 PAGE 24, SUBSECTION 3.1.4) If the Contractor is required to complete a HAZMAT survey following contract award and HAZMAT are identified, would this be considered an unknown field condition warranting increased design and construction fee and schedule extension by contract modification?
100. (As-Built drawing P3.01, RFP page 849 of 877) Are there any in-scope requirements for integration or alteration to the existing rainwater collection and distribution system (as-built drawings provided in solicitation)?
101. (Section 5.0, RFP page 252) (Pal SKA-101) The Section 5.0 Room Requirements for Room No. 107A
(Option 1) specifies one (1) door to be replaced. However, two (2) doors are identified on the conceptual plans (demolition and renovation) including a swing door and a pocket-door. Please clarify if both doors require removal and replacement.
GOVERNMENT RESPONSE: The pocket door currently runs from an office to the breakroom. With the new design, the breakroom will become the new restroom. Therefore, the location of the existing pocket door should be closed off with a new wall. Include finishes on the Office side of this new wall as well. The swing door to the existing restroom will be part of the demo. There will be a new swing door for the new restroom location.
102. (PART 3 – CHAPTER 6/ESR D30 – Page 1) A ceiling-mounted steam-coil fan-heater was observed in
Room 126 however it is not identified on the conceptual plans. This unit will interfere with the proposed shower units. Please clarify if the unit will be removed, relocated, and/or replaced.
GOVERNMENT RESPONSE: Include the ceiling mounted steam coil fan heater and associated piping as part of the demolition.
103. (PART 3 – CHAPTER 6/ESR D30 – Page 1) Section D30 references ceiling-mounted fan-coil units (FCUs) in Rooms 214 and 216 however they are not identified on the conceptual demolition plans. Please verify that these will be removed and identify the extent of steam supply and condensate return piping to be demolished and capped.
GOVERNMENT RESPONSE: The fan coil units are listed in the Basis of Design document under Section 3.2 Demolition and Section 6.2 Demolition. The extent of steam supply and condensate return piping to be demolished and capped will be part of the contractors design.
104. (5.0. Room Requirements for 214 & 216, RFP pages 262-269) The Section 5.0 Room Requirements for
Rooms No. 214 and 216 specify thin-set porcelain tile. Observed conditions include a wood-framed floor system (joists and plywood). Replacement of the existing plywood subfloor and installation of a new subfloor system (e.g., subfloor rated plywood, cementitious leveling compound, decoupling membrane, and cement-board) is recommended to mitigate deflection and cracking of the new tile floor. This will create a floor transition issue (elevation delta) from the corridor to the lavatories. Measures to resolve this issue include ramping (complying with ADA/ABA) or raising the entire corridor floor (assuming that this does not create a code issue with the stair risers). Please clarify if NAVFAC has a preferred approach.

105. (PART 3 – CHAPTER 6/ESR D30 – Page 2) The scope of work specifies a new packaged roof-top mounted unit (RTU) and energy recovery unit (ERV) for Room 107 (Option 1). Considering the first-floor location and size of the conditioned space, would NAVFAC permit an alternate design such as variable refrigerant-flow (VRF) system with exterior wall-mounted DX condenser and ceiling mounted cassettes.
GOVERNMENT RESPONSE: The intent of Bid Option 1 is to route a supply and exhaust duct from the new RTU/ERV serving the bathroom group to provide ventilation to Office – 109, Breakroom – 107, and 107A – Restroom. Heating and cooling of this area will be performed by the existing FCU.
106. (PART 3 – CHAPTER 6/ESR D30 – Pages 1-2, RFP pages 297-298) Option 1 of the scope of work includes new roof top mounted packaged RTU and ERV units. Has NAVFAC verified the structural capacity and integrity to support this additional load, or is the DOR required to complete a structural analysis during design?
GOVERNMENT RESPONSE: The DOR will need to verify structural capacity and provide a design that can support the new load.
107. (PART 3 – CHAPTER 6/ESR D30 – Pages 1-2, RFP pages 297-298) If the structural analysis of the wood-framed roof determines that reinforcement is required to support the new HVAC equipment (Option 1), would this be considered an unknown field condition warranting increased design and construction fee and schedule extension by contract modification?
108. (SECTION 01 91 00.15 Page 2) Does NRL have a preferred sequencing plan for construction activities within the 7 spaces?

109. (SECTION 01 14 00 Page 3 paragraph 1.3.3 Wok Outside Regular Hours, RFP page 8) Are there any restrictions affecting construction work periods (dates, days, and/or times) in any of the 7 spaces?
GOVERNMENT RESPONSE: Work shall be done during normal business hours.
110. The nursing mother’s facility is being proposed for the second floor of the facility and is proposed by sketch SK-101 to be ADA compliant. It is our understanding that that a freight elevator provides the only means for a someone in a wheelchair to access the second floor. Please confirm if it is known whether the freight elevator is ADA accessible, and, if not, that the intent is to provide the accessible nursing mother’s room on a non-accessible building floor.
GOVERNMENT RESPONSE: The freight elevator can be reviewed during the design phase to verify ADA compliance.
111. Based on observations made during the site visit the subfloor for the second floor is plywood and is exhibiting signs of water damage. Please confirm if an add/alternate for replacing the subfloors may be included in the proposal.

112. The second floor Men’s Room includes a fan coil unit mounted below the ceiling. Please confirm if/that this unit is to be removed and replaced with a new mechanical unit for the space.
113. It does not appear that the Solicitation has any phasing requirements. Please confirm that all the restrooms within the scope of work can have construction work occurring simultaneously. If all restrooms can’t be taken out of service concurrently, please provide the sequencing NAVFAC requires to keep certain restrooms operational while renovation work is occurring.

114. Electrical Concept Drawing E-601 shows existing Panelboards “Q” and “D” to be located in rooms 105A and 105B respectively. These two rooms were not viewed during the site visit and the rooms are not reflected on any of the as-built drawings. Can NAVFAC confirm if Rooms 105A and 105B are located toward the front of Building 57 near the Bid Option Break Room #107?

115. The first-floor bathroom renovation work will require some saw cutting and removal of concrete slab for the revised plumbing fixture layout. Please advise if there are existing utilities buried within the concrete slab such as electrical conduit/cabling, fire alarm conduit/cabling, etc.
GOVERNMETN RESPONSE: NAVFAC has limited as-built drawings which have been provided.
We can review this further during the design phase.
116. Can 11 x 17 pages be used for schedule and drawings (if option for drawings is exercised)?
GOVERNMENT RESPONSE: All design review submittals will be submitted electronically for review by the Customer and NAVFAC using Dr. Checks. Only the final, 100% Issued for Construction Set will require hard copies at half-size. NAVFAC will require 3 sets and NRL will require 2 sets. This will include disks that include everything plus the AutoCad and/or Revit files.
For the proposal, the contractor can provide 11”x17” pages if required.
