SUMMARY OF CHANGES

1. See additonal claification to response issued with amendment 0016 response to RFI# 11.

The only assembly that will be attached to the building will be the new RTU. Please advise if any AT/FP design required for this item.

RESPONSE: There are no AT/FP requirements for the new RTU.

2. See additional clarification to response issued with amendment 0016 to RFI# 46. RFI responses to 25 and 46 are conflicting. Please confirm a licensed Interior Designer is not required for this project.

RESPONSE: Follow the NAVFAC requirements for FF&E on all projects. With the a very small FF&E scope on this project, a qualified Architect per the UFC can also develop the FF&E package.

3. See additional clarification to response issued with amendment 0016 to RFI#44. Since this scope is undefined, please provide an allowance for the contractor to carry as part of their proposal for movable furnishings.

RESPONSE: Movable furnishings are showen on the drawings, room requirements sheets of ESR-E20, these shoud in the bid. Any movable furnishings not identified or shown, these would be added through a contract modification.

4. See additional clarification to response issued with amendment 0016 to RFI#47.

a) Please confirm the RTU is to be included in the base bid to serve the gang bathrooms (124, 126, 212, 214, 216, and 216A).

b) Please provide selective roof demolition requirements for the base bid.

c) Regarding the RTU, please confirm Option 1 only includes routing the supply and exhaust duct from the RTU to the Breakroom 107, restroom 107A, and Office 109.

d) For Option 1 please advise the intent for routing the new duct to the breakroom/ bathroom 107. Is the intent to run it across the roof and then down into the ceiling above the rooms? Please advise how we are to route the ductwork through the second floor to the first-floor breakroom/ bathroom/ office?

Are there any existing cuts/ elevations of the building in this area that are available for review?

RESPONSE:

a) Confirmed

b) The DOR can provide additional information related to selective roof demolition.

Please include in your proposal.

c) Confirmed, the intent of Bid Option 1 is to provide ventilation to these spaces from the new RTU as described in the RFP.

d) Routing of the ductwork to be determined by design/build contractor and must be approved by NAVFAC.

e) Limited as-builts are available and included in Part 6 attachments in the RFP.

5. See additional clarification to response issued with amendment 0016 RFI#75. If the existing sprinkler system does not meet current code requirements, please confirm a contract modification will be issued to address the changes.

RESPONSE: The Design Intent is for a restroom renovation. NAVFAC does not anticipate extensive sprinkler layout modifications beyond what is identified in the drawings and specifications. The sprinkler system for the scope identified in the RFP should meet the code as it pertains to a minor renovation such as this. The design intent was not to update the entire buildings sprinkler system. Your bid should include the cost to make sure the scope identified meets the code. Any work beyond the scope identified would require a contract modification.

6. See additional clarification to response issued with amendment 0016 RFI# 76. Please confirm if any of the walls to be demolished are found to be load bearing a contract modification would be issued to address this issue.

RESPONSE: The design intent is to renovate the restrooms. At this time, we do not believe any load bearing walls will need to be demolished. However, based on the question, if there is work outside what is shown on the drawings or identified in the specifications, this would require a contract modification.

7. See additional clarification to response issued with amendment 0016 RFI# 84. For bidding purposes please advise how we should carry this cost in our bid. Please provide an allowance.

RESPONSE: Every NAVFAC project requires a life safety analysis. Include the costas it pertains the scope identified in the RFP.

8. See additional clarification to response issued with amendment 0016 to RFI# 108. When working on the first-floor restrooms we will need access to the second-floor restrooms to route the ductwork through the second floor to serve the first floor from the new RTU.

Would we be permitted to close off sections of the second-floor restrooms to install the new duct chases? Is the intent for the duct chases to run in the space behind the second-floor showers shown on the concept drawings? Please advise.

RESPONSE: Yes, sections can closed off. Will required coordination with the Customer. Yes, this is the intent.

9. See additional clarication to response issued with amendment 0016 to RFI# 111.

a) Is there a subfloor underneath the plywood (i.e., underlayment)? Or is there just one layer of plywood on the metal grating?

b) Since there will be new showers installed on the second floor, please advise if the existing plywood is marine grade plywood? If not, what is the existing plywood?

c) Please if the alternate plywood subfloor should be price as marine grade plywood to mitigate moisture.

RESPONSE:

a) The subfloor is unknown, as that would require destructive investigation.

b) The grade of the existing plywood is unknown.

c) DOR should determine appropriate materials. If the contractor includes an add/alternate to replace all the plywood subfloor, please indicate in narrative if you included marine grade plywood mitigate moisture.

10. See additional clarification to response issued. For the SF1442 form. Do we need to include all the amendments from phase I or we only required to include amendment 11 forward?

RESPONSE: All amendments are to be acknowledge on the price schedule.

11. See additional clarication to response issued with amendment 0016 to RFI# 23. These responses are conflicting, Amendment 16 RFI 23 response states door and frame for room 124 is not required. Amendment 17 RFI 34 response states that specs overrule drawings meaning the doors would be required. Are the entry doors for bathrooms 124 and 126? To be clear the room requirements for both 124 and 126 call for new door and frame but the concept drawing do not depict new doors.

RESPONSE: After further review, both rooms 124 and 126 will require new entry/exit doors and frames.

12. See additional clarication to response issued with amendment 0017 to RFI# 61. Per the provided site photos in the original RFP, the existing toilets are floor mounted and the toilets called for in the room requirements are also to be floor mounted. Please advise the locations of wall mounted toilets.

RESPONSE: The specifications show the toilets to be floor mounted.

13. See additional clarification to response issued with amendment 0017 RFI# 60. Please clarify if all 3 positions can be performed by 1 individual if they can meet all requirements.

RESPONSE: One person cannot hold 3 positions. As indicated, one person can be dual hat, as long as they can show they are qualified for both roles. Please follow the specifications for each role.
