Reference Question Answer 1 Factor 4, Page 21 (4) Factor 4, PROJECT EXECUTION

APPROACH (SEED TASK ORDER): Note:

The actual seed project will be incorporated into the solicitation via an amendment at a later date. The attached project titled: Clean, Inspect, Repair (CIR) POL Facilities at Marine Corps Air Station (MCAS) Beaufort SC (Attachment 7) is provided ONLY as a representation of the POL task order seed task that will be added to the solicitation at a later date.

This placeholder seed task illustrates the submittal requirements for the seed project. There is no site visit or submittal requirements associated with the Place holder task order titled CIR POL Facilities MCAS Beaufort SC.The solicitation submittal requirements below pertain to the actual Seed Task Order that will be released on a later date via an amendment. The confusion is that the RFP provides a full package with specifications and drawings for the Beaufort project.

Should we just ignore all of this and wait for another task order set of plans and specifications or should we price the Beaufort project, and write our project execution approach for the Beaufort project?I hope my question was clear and I certainly appreciate any help you can provide.

Correct. The project provided titled - Clean, Inspect and Repair POL Facilities, MCAS, Beaufort, SC is only for representation as to what the Seed Project and future task orders will entail. The Seed Project required for submission of Factor 4 will be incorporated at a later time via an amendment 0002.

SB firms aren’t required to provide performance evaluation ratings on implementation of SB Subcontracting Plans (also not required for SB firms)…is this section excluded for SB firms? Subfactor b. Very few SB firms have earned awards for outstanding support of SB concerns…is this section excluded for SB firms? Subfactor d. Very few SB firms have used Community Rehabilitation Program organizations certified under AbilityOne…is this section excluded for SB firms? Subfactor e. This indicates large businesses…assuming therefore, that this section is excluded for SB firms?

Yes. Factor 6, including both subfactor 6(A) and 6(B) applies to all offerors regardless of size. Please refer to Factor 6(A) (i) Solicitation Submittal Requirements Note: Proposals that do not include responses addressing ALL elements of the requirements stated below (a. through g.)

must include an explanation why that element is not addressed. A response to Subparagraphs (a) through (g) of Subfactor 6(A) is expected from all offerors. For example, subparagraph (e) is requesting information from large business offerors. If a small business, an acceptable response to subparagraph (e) could state, Not applicable, offeror is a small business.

19 Factor 6A The Factor 6A, item f requires Small Business proposers to provide a

Subcontracting Targets do not apply to small business offerors subcontracting history on Attachment 4, Small Business Past Performance. The basis of evaluation for Factor 6A, page 26 of 107 states "The following will be evaluated on proposals submitted by Large Business firms:" and continues to describe subcontracting goals and provides a table of 2013 - 2017 Actual/Projected NAVFAC Subcontracting Targets. RFP Attachment 5, Small Business Subcontracting Plan template (pgs 39-47) also has text less than Times New Roman 12 point size. We want to comply with the requirement that states Times New Roman, size 12. Given several RFP required attachments are already in a font size less than 12 will the government allow these specific attachments/government forms to be submitted in their native font size (less than font size 12) as published in the RFP?

Attachment 2, Construction Experience Project Data Sheet (Attachment 2) includes a Block 7 for Construction Projects and a Block 8 for Design Projects. Can either Block 7 or 8 be removed from the form if not applicable to the actual project

Construction Experience Project Data Sheet can be altered and should not exceed two pages.

39 Page 14, 00201, IV.

Non-Price Evaluation Factors, Factor 1, Corporate Experience

The solicitation requirements allow an Offeror to use experience of a “key subcontractor” under this factor. However the basis for evaluation for this same factor uses the term, “proposed team members” and not key subcontractors. Are these terms interchangeable? These terms appear to be mixed in usage throughout the entire RFP. Is there a difference and if so please define?

Proposing team members includes a joint venture or key subcontractor (per definition of JV, page 16). A Key Subcontractor is define as a subcontractor that has performed major and/or critical aspects of work submitted as a project. Subcontracts performing 20% or more of the prime contract value (per definion on page 16 of the Solicitation).

40 Page 15, 00201, IV.

Non-Price Evaluation Factors, Factor 2, Management Approach

Requirement 1) organizational chart states no more than 3 pages, with related narrative. Does the Government intend that the 3-page limit pertains to the chart itself or both the chart and the related narrative? If the latter, and since the narrative requirements (a-h) are lengthy and easily more than a 3-page limit, we ask the government to eliminate the 3-page limit since Offerors have an overall page limitation of 200 pages for both volumes. We believe items a-h cannot be adequately addressed in 3 pages.

The three (3) pages limitation note applies to the organizational chart only. The three pages organization chart is hereby changed to five (5) pages. In accordance with II Submittal Requirements, Non Price Proposal, Vol 1: Tables and charts can be ladscape format, font size 12. 11 by 17 can be use and will cont as one (1) page.

Tables and Charts can be formated using size font 10.

41 Page 16-17, 00201, IV.

Non-Price Evaluation Factors, Factor 2, Management Approach, Joint Venture and Team Arrangements

If we submit teaming agreements that meet the 2 requirements of identifying expected relationship, roles and responsibilities and signed by appropriate individuals of each firm, do we still have to submit letters of commitment or can the letters be omitted?

Per definition of JV on page 16 of the Solicitation, "Submit a copy of the JV agreement, other Teaming Arranges agreements or signed letter of commitments.

42 Page 16-17, 00201, IV.

Non-Price Evaluation Factors, Factor 2, Management Approach, Basis for Evaluation

The basis for evaluation for the Management Approach includes line item (2), provides personnel with experience to manage the contract. This requirement appears to be redundant with the requirements of the Key Personnel section which include several management positions. We suggest the Government delete this item under Basis of Evaluation to eliminate this redundancy or better explain what is expected so this redundancy doesn’t exist..

Refer to Section IV.,Factor 2 - Management Approach, para 2).

43 Page 27, 00201, IV.

Non-Price Evaluation Factors, Factor 7 Past Performance

Offerors may also include performance recognition documents received with the last seven (7) years. Are such documents to include company awards not specifically connected to the five (5) past performance projects?

Performance recognition documents shall be related to the project submitted for Past Performance/Corporate Experience.

Page 67, 0600

45 Page 21, 00201, IV.(4)

Note When do you anticipate the amendment incorporating the Seed Project to be released, and will a site visit to the project location be available?

The Seed Project will be incorporated via Amendment 0002.

46 Page 21, 00201, IV.(4).i.a

Is a second copy of the Project Engineer’s resume required here if the same resume is also submitted for the Project Engineer under Factor 3? Also, if other key personnel (Site Mgr, SHSO, etc.) are also represented in the seed project will the government allow a reference to these individuals and eliminate the need to reproduce resumes already presented in the submittal?

Yes, offerors are allowed to cross-reference Key Personnel Resumes, however Offerors must specify everytime a cross-reference is used.

47 Page 1, DF 1442, 13.A Please clarify the time and date the proposal is due. Per SF 1442, the due date is 12:00 AM on 26 February 2014. 50 Page 12, 00201, III.(a)(v) and (vi)

Are actual copies of the SAM registration/annual representations required to be included in our proposal, or should we just confirm that we comply with the requirement? If they are to be included, please consider excluding them from the page limitation.

Offerors must complete the annual representation and certificitation electronically via the online System for Award Management (SAM) at www.sam.gov. See FAR Clause 52.404-7 Sysemt for Award Management (2013), page 79 of the Solicitaiton.
