Design meetings can be electronic or telephonic.

310 Page 1 & 17, Sec 01 14 00.05 20 & Part 3, 1.3 & Scheduling

There appears to be a phasing discrepency for the number of bulk tanks that can be brought out of service at any given time.

Section 01 14 00.05 20 implies that only the ready fuel tanks have a restriction that only one can be out of service at any given time, and that up to two bulk fuel tanks can be out of service at any given time. However, Part 3 Page 17 explicitly states that only one bulk tank can be out of service at a time.

Please clarify.

See Part 2, 01 14 00.05 20, 1.3a

No more than one bulk tank can be out of service at any given time.

311 Page 20, Sec 099713.15, 3.9.7.2

Does the owner have "as built" information containing the pre-test readings for 099713.15, Pg. 20,3.9.7.2 on tanks involved with this SOW? Other Base fuel tank interiors recently recoated with this spec.?

"As builts" information is not available.

312 Page 15, Sec 01 35 26.05 20, Para 1.8

The specification requires an NFPA certified marine chemist for all hot work around flammable material and confined spaces.

Does this mean that the marine chemist is required to be on site for the duration of these activities, or only for the initial assessment of the hot work permit for these activities?

Marine chemist is required for the initial assessment of the hot work permit for each hot work activity.

“Removal of remaining fuel from fuel tanks: ”…Would it be possible to execute a tank-to-tank transfer utilizing a portable pumping system in order to avoid the expense of a vacuum tanker on-site?

It is permissable, but up to contractor to execute and only with governement approval.

314 Page 1, Sec Part 2, 01 14 00.05 20 Part 2, 01 14

00.05 20 , 1.3.b(1)

“(tank truck minimum size 8,000 gallon)”…Is it allowable to use smaller tank trucks and/or a contained FRAC tank in lieu of the 8,000 gallon tank truck?

Smaller tank truck is also acceptable. Fuel cannot be transferred until testing is complete and acceptable. Assume up to a 2 hour standby for test results.

315 Page 10, Part 3, Chapter 6, ESR D4090

What are the limits of the demolition? Are the existing lines inside the dikes to be capped and left in-place?

The fire suppression system shall be capped at both ends of the system.

Existing piping shall be left in place, but marked "inoperable". Assume piping will not require slurry at this time.

316 Page 10, Part 3, Chapter 6, ESR D4090

This statement is unclear: “For portions of fire suppression system not attached to tank, leave in service and restore system functionality with regard to piping which is removed.” What portion of this system will be functional?

The fire suppression system shall be capped at both ends of the system.

Existing piping shall be left in place, but marked "inoperable". Assume piping will not require slurry at this time.

317 Page 12, Part 3, Chapter 6, ESR G20 and G2030

This section seems to require site improvements with a design to “…containment, liner repair, fuel receipt and issue, parking and pedestrian circulation…”. Please provide details regarding what this work will include (complete dike replacement, crack repair, etc.)

No repairs to cracked, damaged, and deteriorated curbs, walls, and dikes are part of this project at this time.

318 Page 12, Part 3, Chapter 6,ESR G2010 and G2030

These sections seem to require repairs to “…cracked, damaged, and deteriorated curbs, walls, and dikes on Tanks 2, 3, 4, 5, and 6…”.

Please provide details regarding what this work will include (complete dike replacement, crack repair, etc.) for each tank area.

No repairs to cracked, damaged, and deteriorated curbs, walls, and dikes are part of this project at this time.

319 Page 6, Part 5, SECTION 33 56

13.13, 2.2.2.9

This Section requires two or more 3/16-inch diameter ground cables on the floating pan. Is a 1/8-inch cable permissible? A 1/8-inch diameter stainless steel cable that has a preset cast and helix. This causes the cable to spool on the top of the roof as it rises on the product. A larger diameter cable would cause a much larger spool to form on top of the roof. The larger spool increases the possibility that the cables can become tangled with the floating roof support legs and cause damage to the roof when the product level is lowered.

No, follow applicable specification.

320 Page 17, POL RFP SOW Part 3, Ch. 6, Scheduling

The tank SOW sequencing has changed from two bulk tanks & one ready tank; to one of each out of service at a time. Our initial assessment of the tasks & SOW indicates that completion of the project within 365 days from award of contract will be almost impossible to perform safely under the current working hours and tank availability. Can the working hours be adjusted to a six ten-hour day work week? Can more than one bulk tank be available at one time? Can the period of performance be extended to longer than 365 days to allow safe performance of the work?

See Part 2, Specification 01 14 00.05 20 1.4.4 Work Outside Regular Hours.

No more than one bulk tank can be out of service at any given time.

321 POL RFP SOW

Part 3, Ch. 6 Tank 1: 5)

The SOW requires an 8” stilling well to be installed in an 8” roof nozzle. The normal configuration for an 8” aluminum stilling well is to slide in a 10”carbon steel roof nozzle with a flange on the end of the stilling well that stacks on the nozzle flange with identical bolt holes. Because the stilling well is aluminum, it should not be welded directly to the roof nozzle, which is carbon steel. Should the proposal use an 8” aluminum stilling well and replace the existing 8” carbon steel roof nozzle with a new 10” roof nozzle, or should the proposal use a 6” aluminum stilling well to fit inside the existing 8” carbon steel roof nozzle?

Proposal shall included an 8" stilling well installed in a new 10" steel nozzle. Exact locations and other details will need to be figured during the tank inspections.

322 POL RFP SOW

Part 3, Ch. 6 Tank 2: 9)

The SOW calls for new “bearing plates” to be installed under the internal pipe supports in each tank. On a true “bearing plate”, the pipe supports would rest on top of the bearing plate, but not be welded to the bearing plate. Clips would have to be provided to hold the pipe supports in place. Is the intent of the SOW to provide reinforcing pads under the pipe supports?

Yes, reinforcing plates shall be installed as sited in RFP and should be completed seal welded and be in accordance to API 653.

323 POL RFP SOW

Part 3, Ch. 6 Tank 2: 14)

Per observations made during the site walk, it appears that the pilot to the control valve on each tank is attached to the shell of the tank with threaded fittings. Are those threaded fittings flush with the inner surface of the tank shell, or do they extend into the tank?

Unknown.

324 POL RFP SOW

Part 3, Ch. 6 Tank 2: 15)

Are the tanks internally coated all the way up the shell and extending to the underside of the cone roofs? What type of coating is in each tank? Are all of the tanks coated with lead free paint?

Yes.

Unknown.

Existing coatings are not known to contain hazardous materials.

329 During the site walk there were discussions and the contractors were told that the previous inspection reports would be provided. The information is needed to determine specific requirements to complete the repairs and have cost impacts.

When will we receive this information?

Past inspection reports will not be provided at this time, however they will be available to the winning contractor after project award.

330 There is an significant amount of information still needed to complete a proper and thorough proposal. We request a time extension of a minimum of two weeks after receiving all of the information needed to communicate with subcontractors and vendors to ensure compliance with the requirements?

The Proposal Due Date has been extended from 26 mar 2014 to 09 April 2013 no later than 2:00 PM PST.

331 Seed Project Please confirm that for the purposes of personnel that are required to be on “each project site” or to be on the “work site” at all times (e.g., SSHO and QC Manager), each tank is considered a different site?

Refer to Part 2 01 30 00.05 20 1.5 Supervision

Refer to Part 2 01 45 00.05 20 1.4 QC Organization

The term "work site" shall mean Bulk Storage or Ready Issue and includes associated piping, fire suppression system, and secondary containment.

There are two work sites. If work is occuring at both sites, it would be necesary to have two seperate SSHOs, one at each site.

Without as-built drawings and API Inspection reports, offerors will need to make several assumptions that impact pricing. How will the government evaluate differences in contractors’ pricing and technical approaches that result from different assumptions that may limit cost impacts at the proposal stage, but likely will result in change orders in the future?

See Drawings incorporated into the Solicitation via Amendment 0005.

333 Seed Project

RFP 00100, II.5

The Statement of Work for the seed project at NAS Pensacola indicates a Period of Performance of 365 days. Part 3 – Chapter 5 / ESR G30 – Page 17 - Scheduling indicates that “No more than one bulk storage tank shall be removed from service at any time (Tank 1, 2, 3, or 4).” Our analysis of the schedule indicates the project cannot be completed within the 365 calendar day POP requirement while meeting all other RFP requirements with regard to Government review times of documents, periods of expected inclement weather, 60 day notifications to the Navy prior to bringing a tank out-of-service, and limited number of work hours. Would the Navy consider extending the POP? If not, will proposers be disqualified from the procurement if one or more of the RFP requirements regarding the schedule issues identified above are not met? In addition to API Inspection Reports and as-builts, can the government please provide elevations of the alarm / HLSOV set points and maximum fill rates.

The Seed Project Period of Performance has been extended from (365 days) 12 months to 22 months.

334 Page 10, Seed Project Part 3 – Project Program, Chapter 6, D4090 – Other Fire Protection Systems

Please confirm contractor requirement to remove existing foam fire suppression system from applicable tanks?

The fire suppression system shall be capped at both ends of the system.

Existing piping shall be left in place, but marked "inoperable". Assume piping will not require slurry at this time.

Please confirm contractor requirement to perform repairs. If required, please supply quantity of cracked, damaged and deteriorated curbs, walls and dikes needing repair.

No repairs to cracked, damaged, and deteriorated curbs, walls, and dikes are part of this project at this time.

336 00010, 00100, Price Schedule, D.2

Section 00100, Instructions to Offers, item D.2 – calls for completing attachment 7.1 NAVAFAC Form 4330-43. Volume 2 – Price Proposal, item III Price Evaluation Factor, (b) Basis of evaluation – last bullet states “Analysis of data other than certified cost or pricing data provided by the offeror”. If we provide sufficient detail that the government can clearly evaluate our pricing, can the requirement for the 4330-43 be removed? If not, will the government allow us to lump all of our subcontractors together on the 4330-43 and remove the requirement for a separate 4330-43 for each subcontractor?

Refer to revised NAVFAC FORM 4330-43, Direct Subcontractor Totals (L64) changed FROM "The Subcontractor Items of Work schedule, above, should be completed for each separate subcontractor and included in the offeror's price proposal" TO "The final awardee will be requred to complete and submit the Subcontractor schedule, above, for each separate subcontractor included in the awardee's price proposal".

337 Seed Project Part 3 – Project Program, Chapter 6, Para 4

External coating repairs include removal of existing coating and recoat of entire exterior to include tank shell, roof, appurtenances and stairways. Observation: Existing stairways have galvanized stair treads and hardware that appear in good condition. Given this, removal of the galvanized surface in lieu of the specified coating may diminish corrosion protection over the existing galvanized application (when applied to stair tread grating with extensive corner and edge area). Question: Is the contractor to sandblast remove existing galvanized surfaces, to include tread grating, and recoat per the specification?

Galvanized, alumium, and stainless steel surfaces shall NOT be blasted and/or coated.

338 Seed Project Part 3 – Project Program, Chapter 6, Para

Newly applied internal coatings will require uninterrupted dehumidification 24 hours a day for four (4) days as part of the curing process. Since site access work hours are 0600-1430, will contractor personnel be allowed 24 hour site access to provide oversight and equipment monitoring / refueling during the dehumidification and curing process? Is the contractor required to be on site to monitor generators /DH equipment during non-working hours? Or will facility personnel monitor equipment overnight/non-working hours?

See Part 2 Specification 01 14 00.05 20 1.4.4 Work Outside Regular Hours.

Government will not monitor Contractor equipment.

339 Seed Project, General Question

Is it a contract requirement to have a full time SSHO/Safety Officer at both tank sites (bulk and ready ) locations during all construction activities, (total of two SSHO)?

Refer to Part 2 01 30 00.05 20 1.5 Supervision

Refer to Part 2 01 45 00.05 20 1.4 QC Organization

The term "work site" shall mean Bulk Storage or Ready Issue and includes associated piping, fire suppression system, and secondary containment.

There are two work sites. If work is occuring at both sites, it would be necesary to have two seperate SSHOs, one at each site.

No more than one bulk tank can be out of service at any given time.

353 Page 22, Sec 00210, Factor 5 Safety EMR DART Rate

The RFP requests EMR and DART data for complete calendar years (2010, 2011, 2012). Considering this data is available for calendar year 2013, will the government change the requirement to reflect calendar years 2011, 2013, and 2013?

EMR and DART Rates should be submitted for the previous completed calendar years of 2010, 2011, 2012.

354 Page 17, Sec 00210, Factor 4, Key Personnel, Submittal Requirements

The RFP states “Resume shall include professional licenses and certifications, number of years of experience, firms they worked for, a list of relevant POL projects (in accordance with the definition of relevant projects provided above that they have completed, and their role on these projects. Does the reference to “definition of relevant projects provided above…” refer to the definition of Relevant on page 14 under Factor 1, Corporate Experience?

Correct, definition of Relevant Project provided on page 14 of the Solicitation.

355 Page 17, Sec 00210, Factor 4, Key Personnel, Submittal Requirements

The requirements makes reference to the definition of relevant under Factor 1, which states projects must have been completed within the last five (5) years of the date of the issuance of this RFP. Since multiple Key Personnel requirements state experience more than 5 years is required such as: 10 years in POL Experience (Program Manager); 7 years of experience in POL facilities (Project Engineer); or 10 years of combined experience (QC Manager) will the government allow key personnel resumes to include project experience that dates beyond the 5 year limit imposed under Factor 1, Corporate Experience so that Offerors can fully document a candidates experience?

Resumes should be submitted in accordance with the definition of Relevant Projects however, relevant experience is allowed for experience dated beyond the 5 year limitation.

356 Page 17, Sec 00210, Factor 4, Key Personnel, Submittal Requirements

This section makes reference to the definition of “Relevant” used for Corporate Experience which states projects must be completed. Can an Offeror include projects on a resume that are substantially completed and that they will be weighted the same as a completed project?

Resumes should be submitted in accordance with the definition of Relevant Projects however, relevant experience is allowed for experience dated beyond the 5 year limitation.

357 Factor 3, Key Personnel, Basis for Evaluation

The Basis for Evaluation makes reference to functional areas specified in the PWS. Is this referring to the SOW_Combined_Part 2_thru_6.pdf? If so, this document does not reference functional areas of key personnel. Please clarify what the intention of functional areas relates to for this Factor.

Refer to GPOL SOW Combined Parts 2-6.

358 Part 4, Section G.1040 Hazardous Waste RemediationG10 40 1.5, Disposal, states that all waste materials will become the property of the Contractor

1) Does this statement mean that the Government expects that the Contractor take ownership of waste materials that the Contractor brings onto the site? 2) Does the term “waste materials” as used in this statement include hazardous material? 3) Does the term “waste materials” as used in this statement include hazardous waste? 4) Does this statement mean that the Government expects that the Contractor take ownership of the hazardous waste that was not previously identified as being on the site and may be found during work performed at the site? 5) If hazardous waste that was not previously identified is found during work performed at the site, will the Contractor be considered the owner of such waste because the Contractor has the responsibility for the proper transportation and disposal of the hazardous material, although the Government will be listed as the generator on the hazardous waste manifests?

Only RFP Part 4 requirements which apply to the project and further define RFP Part 3 project specific requirements are required. Part 3 G10 Site Preparation is not used.

57 19.00 20, 3.12.2 Hazardous Waste/Debris Management

Hazardous Waste/Debris Management states that the Government’s Station Environmental Office must sign all hazardous waste manifests prior to any hazardous waste being removed from Government property. Is the Government signing the manifest as the generator of the hazardous waste? The tank cleaning process will generate a substantial volume of contaminated liquid. Will the Government sign the manifest as the Generator of this waste?

Refer to Part 2 01 57 19.00 20 3.12 in its entirety. Identify all construction activities which will generate hazardous waste/debris. Provide a documented waste determination for all resultant waste streams.
