About this file
This is a Questions and Answers document addressing procurement procedures for a Naval supply contract in the Hampton Roads area.
The question addresses purchase methods specified in the Performance Work Statement (PWS), which requires that supplies and equipment be procured using the U.S. Government purchase card, NAVSUP FLC Norfolk-issued delivery orders, or foreign country official purchase or credit cards. The PWS further stipulates that fleet and shore activities must utilize the Government purchase card for orders up to the micro-purchase threshold and as payment method for orders up to the simplified acquisition threshold. The questioner requests that contract language be amended to allow MILSTRIP or similar payment methods directly from commands, citing precedent from other base supply centers administered by NAVSUP FLC in the Hampton Roads area. The Government's response indicates that MILSTRIP usability is anticipated during follow-on contract performance and that the Government is actively working to enable this capability, but cannot provide specifics or definitive approval during the solicitation phase.

37. Purchase Methods. Per PWS 2.2, the purpose of the contract is to provide material to all U.S. Naval activities in the Hampton Roads area, as well as other U.S. Government agency personnel and visiting foreign country naval vessels. Further, “the purchase of supplies and equipment will only be made using the U.S. Government purchase card as method of payment, NAVSUP FLC Norfolk-issued delivery orders, or foreign country official purchase or credit cards.” Per PWS 3.0, “All fleet and shore activities will utilize the Government purchase card as a method of purchase and payment for all orders up to the micro-purchase threshold and method of payment for all orders up the simplified acquisition threshold.” To better serve the contract intent, we request that the language in the contract be amended like other base supply centers administered by NAVSUP FLC in the Hampton Roads area that allow for MILSTRIP or similar payment methods directly from commands.
A: The Government anticipates the usability of MILSTRIP during the performance of the follow-on and is actively working the process to ensure that is possible. However, we are unable to give the specifics and the definite go ahead during the solicitation phase.”
