About this file
This document is a Questions and Answers (Q&A) file for Norfolk Super Servmart Solicitation N0018925R0043, a federal contract opportunity for a retail store located at Naval Station Norfolk. The document contains 215 questions and answers addressing various aspects of the solicitation, including Market Basket item specifications, contract requirements, facility conditions, and submission guidelines. Key points include clarifications on Market Basket items, with approximately 30% of items lacking sufficient salient characteristics, and multiple amendments (up to Amendment 0014) have been issued to update the Market Basket and address vendor inquiries.
Significant topics covered include Trade Agreements Act (TAA) and Buy American compliance, facility maintenance responsibilities, mobile store operations, and contract performance expectations. The solicitation involves an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with no guaranteed sales, and requires vendors to provide detailed pricing and product information. Vendors must navigate complex requirements around product origins, maintenance standards, and facility conditions, with the Government planning roof repairs by December 2026. The question deadline was revised to September 22, 2025, with proposal submissions expected shortly thereafter, and the contract involves a retail store serving Naval Station Norfolk.

Norfolk Super Servmart N0018925R0043 Questions and Answers
1. Question: We would like to attend the site visit on 21 August, and I was looking for some help with the requirements to get on base. In the RFP on Page 97, it states Vendors must obtain self sponsorship and send confirmation to you. Can you clarify what self sponsorship is, and what it is the procedure to acquire it?
A: The Government no longer requires self-sponsorship and the site visit information was updated via Amendment 0003.
2. Does the quantity listed in Quantity - Column E of the Market Basket represent a quarterly, annual, or contract-term total?
A: This is an estimate over the life of the contract.
3. Are vendors permitted to apply a reasonable mathematical conversion to align the requested Unit of Measure (UOM) and
Unit of Issue (UOI) specified in the Market Basket? Example: each to dozen.
A: Yes as long as the overall quantity in Column E remains unchanged.
4. Can you clarify why the deadline for submitting questions is set before the site visit?
A: Per Amendment 0006, the question deadline was revised to 22 September 2025.
5. Are vendors required to follow the same procedures for Market Basket items as specified in RFP N0018925R0043, Page 8, Section 3.2.1, Mandatory Items Listing, given that 175 of the 308 Market Basket items do not include a National Stock Number or Manufacturer’s Part Number?
A: Yes. The PWS states: “For any items that do not have a National Stock Number or manufacturer’s part number listed in Attachment #2, items provided must meet the minimum salient characteristics shown in the description.”
6. Is Norfolk Super Servmart required to adhere to ETS compliance requirements?
A: See Amendment 0008.
7. If the Market Basket part number provided is no longer TAA compliant, may the vendor submit a quote for a comparable item?
A: Yes, but please advise within the price proposal which item(s) has been substituted, and provide sufficient information on comparability (i.e.salient characteristics, manufacturer, etc.).
8. If the Market Basket part number provided is no longer manufactured, may the vendor submit a quote for a comparable item?
A: Yes, but please advise within the price proposal which item(s) has been substituted, and provide sufficient information
9. If a Market Basket part number provided is invalid, may the vendor submit a quote for a comparable item?
A: Yes, but please advise within the price proposal which item(s) has been substituted, and provide sufficient information
10. What is the procedure if the NSN or part number provided has reached end-of-life or been discontinued? May the vendor propose a comparable item?
A: Yes, but please advise within the price proposal which item(s) has been substituted, and provide sufficient information
11. How can vendors ensure competitive pricing when there is a significant variance in products that share the same salient characteristics, as illustrated in the examples below?
Examples MB 106 Galley_Awning Serving Line
It is assumed that is a serving line with a sneeze guard, what are the dimensions? Is this for Hot or Cold pans? Power 220V, 110V? There are literally 1000 different configs that can fit that description.
MB 221 Jan/San_LARGE JAN SAN EQUIP
Walk behind floor scrubber Price Change New can run ~$1,500 to ~$18,000 MB 229 Jan/San_WASTE RECEPTACLE
Low-end indoor or light-use units: $80–$200.
Standard durable outdoor or site-specific units: $400–$700.
High-end, heavy-duty, designer or signage-integrated models: $800–$4,000+.
A: Please see updated Test Market Basket via Amendment 0007.
12. If items appear duplicated with different descriptions, which line governs?
Example
MB 9 ABILITYONE_BINDER,3RG,1.5" W/PKT,LTR,WE
NSN 7510015194381
MB 10 ABILITYONE_BINDER,3RING,WHITE,2
NSN 7510015194381
A: See updated Test Market Basket which removes item 10 and combines quantities of 9 and 10.
13. If an item is unavailable, will leaving it blank disqualify the quote, or will the proposal be evaluated of just the comparable market basket items submitted by the proposers?
A: If item is left blank with no further explanation as to why it was left blank, then yes, that may disqualify the quote.
Instead of just leaving it blank, state that the item is unavailable, and quote a substitute- when doing so, please advise within the price proposal which item(s) has been substituted, and provide sufficient information on comparability (i.e.salient characteristics, manufacturer, etc.).
14. In the Market Basket, I noticed the abbreviation RO. Can you confirm what it stands for?
A: Roll
15. In the Market Basket, I noticed the abbreviation SE. Can you confirm what it stands for?
A: Set
16. How can the unit of issue be ‘DZ’ while the issue quantity is less than 12?
MB 29 AbilityOne_UOI DZ & Amount in Unit of Issue of 1
A: See updated Test Market Basket via Amendment 0007.
17. How can the unit of issue be ‘EA’ while the issue quantity is greater than 1?
MB 46 AbilityOne_UOI EA & Amount in Unit of Issue of 12
A: See updated Test Market Basket via Amendment 0007.
18. If a Contractor complies with TAA, but not BAA for each item, may it still participate in the RFQ?
A: In accordance with FAR 25.402, Buy American is waived for certain items provided they are compliant with the TAA, come from a country that there is an applicable free trade agreement with, and meet all the DFARS 225.401-70 requirements. The Government is unable to provide further analysis for a specific item that you may be wondering about, and is also unable to provide any further general advice as to complying with the statutes and the Foreign Acquisition rules in FAR part 25 and DFARS 225. The contractor is responsible for understanding and complying with those rules, and you should consult your own legal counsel if you have questions in that regard.
19. It is generally understood that when the Government requests a country of origin ("COO"), it is because there had been a representation that the item is not BAA compliant. If the item were represented as BAA compliant, there would be no need for the COO as the assumption is that it is America.
A: The COO is required for all Test Market Basket Items without exception.
20. That said, why is Norfolk asking for the COO for each product? Isn't it assumed that the COO for each product is
America? If that is not Norfolk' assumption, is it because TAA compliance will suffice?
A: See answer to question 19. The Government has decided it will not be making that assumption in this case and the COO for each product will be looked at.
21. Many MRO products are made of iron or steel thereby classifying them as Commercially Available off the Shelf
("COTS"). COTS items are not bound by BAA. May the Contractor designate those items it believes are classified as COTS on the RFQ? In such instances, would Norfolk waive the BAA requirement?
A: The Government cannot provide a pre-evaluation or advice as to how a hypothetical item will be analyzed and evaluated. The Contractor must state the COO for each product. If there is an applicable exception or waiver, the Government will make that determination.
22. Can the question date be extended to allow for any questions that occur during and after the mandatory walk through that is tentatively scheduled for September 17th.
A: Per Amendment 0006, the question deadline was revised to 22 September 2025.
23. During the 4-day transition period for moving in our equipment and supplies, will the previous contractor be moving out their equipment at the same time? Or, will they have two days to remove their equipment and supplies from the location before we move in?
A: It is the Government’s preference that the current contractor would have completely transitioned out/removed all their equipment and supplies prior to the new contractor moving in their equipment and supplies. In accordance with the PWS, the current contractor has “The contractor shall remove from the premises all equipment and supplies that belong to the contractor within two business days of the expiration of the contract.”
24. During the 4-day move-in period, will our team be allowed to park in the parking lot, or will we be required to use the bus to access the store location?
A: The parking lots is first come, first serve. The contractor would be allowed in the lot but it cannot be guaranteed that any spots are available. The spots labeled “SERVMART CUS” need to remain open for Servmart customers.
25. Is the mobile vehicle to be supplied by the contractor? If so, what are the minimum specs for this vehicle.
A: The mobile vehicle is the property of the contractor. The mobile vehicle must maintain a state inspection, and current license plates. The mobile vehicle must be able to communicate sales to the store manager’s accounting system. The mobile vehicle must go through the truck/gate inspection before accessing the pier or the base on each occurrence.
26. What are the requirements of the security plan?
A: Contractor badges will be manage by the store manager for employees. The COR will provide a yearly badge for employees and two year time periods for management, (depending on the store manager or the Contracting Officer).
27. How far away is the satellite parking lot from the store? How long is the bus ride to the store?
A: Parking is available in front of bldg. W-135 and pier 6 (by Wendy’s). Space available will depend on how many ships in in port. According to base security, parking is first come first served. The base shuttle is Monday-Friday from 0600- 1800. Every 30 minutes around the base.
28. Are products made available for sale required to be TAA compliant?
A: See answer to question 18. The contractor has to comply with all Foreign Acquisition rules, to include BAA, and the relevant/applicable FAR clauses will be put into the contract. The Government cannot provide advice as to how the TAA interacts with the BAA or any other legal statutes or regulations, to include the DFARS rules. You should consult your own legal counsel if you need assistance in that regard.
29. For item delivery tracking, would an email confirmation of delivery be adequate to fulfill this requirement?
A: An email can be adequate. “The contractor shall have an automated tracking system to provide verification to the COR that the supplies are being delivered within the timeframes.”
30. In the Requirements for Content section it states graphics (including tables) in the proposal must use a font with 8-pont size or greater. Please confirm this requirement includes Att 7 Past Performance Information Form.
A: In accordance with the solicitation, “Graphics (including tables) in the proposal must use a font with 8-point size type or greater.” Size 8pt font does not have to be used but the font size does have to be at least this size or larger. This does include the Past Performance Information Form.
31. Requirements for proposal style states all submission and attachments shall be in Microsoft Office Word or Excel. Will the government consider the submission of pdf files in lieu of Microsoft Word since pdf can capture signatures required in Volume IV Price Proposal.
A: PDFs may be used to the signing of the Solicitation and any amendments; however, the Pricing Spreadsheet shall remain in Microsoft Excel and all other proposal documents shall be in accordance with the Solicitation Addendum FAR 52.212-1.

33. PENDING
34. Contract Type. Per PWS 2.2, “By entering this contract, the U.S. Navy does not acquire, nor is it required to acquire, any item from the contractor.”, and “Sales are neither guaranteed nor promised under this Contract”. Further, under PWS 3.0, “All purchases made… are individual delivery orders under this underlying indefinite-delivery, indefinite quantity (IDIQ) contract.” Page 27 of the RFP states that the minimum order quantity is 1.0 and minimum order value is $1. Given the lack of financial commitment by the Government evidenced by the terms of the PWS and the nominal minimums, we request that contract be considered similar to other base supply centers administered by NAVSUP FLC in the Hampton Roads area as a “no-cost” contract, with each purchase or delivery order treated as a standalone sale and as an individual contract between the contractor and the U.S. Government activity making the purchase.
A: The Government does not anticipate changing the structure of the anticipated contract at this time.
35. Attachment 3 – Prohibited Items. Attachment 3 lists Norfolk Super Servmart Prohibited Items to include, “Televisions, video recorders/players (such as DVD players), and any related accessories, such as television mounts and cables”. Given the ubiquitous use of televisions as monitors for public information displays (electronic menu boards, scrolling notifications, etc.), we request that televisions be removed from the prohibited item list.
A: The Government does not anticipate removing the subject item from the list.

37. PENDING
38. Spreadsheet Formulas. Attachment 5 spreadsheet under the Tab 3 – Test Market Basket worksheet has an error in the formula in the Extended Price cells (Column O). The formula is incorrect in that it calculates the Service Charge or Discount, not the Extended Price. Please correct the formula for Extended Price in Tab 3 – Test Market Basket.
Additionally, Tab 4 – Total Evaluated Price Cell D5 has an incorrect link, please correct the link to Tab 3 – Test Market Basket Cell O310.
A: See Amendment 0014.
39. Does the base have any intentions on addressing the building maintenance issues such as roof, falling and missing insulation, and mold issues which were present, to bring the building into a safe state for employees to work?
A: NAVSUP FLC Norfolk does not hold the MUIC to W135, DLA does. Regardless, since DLA stated they would not fund the roof/window replacement, NAVSUP FLC Norfolk did fund this project late last FY. The project will replace the roof, windows up in the upper warehouse areas, and missing insulation. Project is anticipated to conclude 17 December 2026.
40. Would we be able to stage containers for storage in the open vacant lot next to the facility for transitioning purposes?
A: Yes.
41. Can more clarification please be given for lines 149 & 150, Reception items, on the market basket?
42. Can you please supply a list of the suppliers that attended the walk through that will be eligible for RFP Response?
A: A list of suppliers that are eligible for RFP response is not publicly releasable information.
43. Market Basket (Data) – The market basket is lacking Manufacturer Name and Part # to accurately cross reference items and provide pricing. In many cases, it’s almost impossible to identify what an item is. This vagueness in market basket item detail will create an unfair advantage to the incumbent that better understands the items and winning price points. Can you please update the Market Basket and Mandatory Item files to include Manufacturer Name and Part # information for fair evaluation of the items that does not favor the incumbent?
A: Please see Amendment 0014 which updates the Test Market Basket with more salient characteristics.
44. Market Basket (Pricing) – How is MSRP being determined if one isn’t available? Many of the items will not have a
Manufacturer Suggested Retail Price, which creates a lack of list price uniformity across responses, and a final landed price after applying the Proposed Commercial Benchmark Discount (Attachment 5 Test Market Basket). Would a “Uniform Commercially Available List Price” be acceptable to determine an items List Price on the pricing evaluation?
A: The MSRP is established within the Contractor’s catalog. The Government is evaluating the discounted price for non- Government-sourced items, and the surcharged price for the Government-sourced items.
45. Will the response date be extended based on the question deadline of September 22nd, 2025 and a response submission date of October 1st, 2025? After questions are answered and posted, this will not leave enough time for a fair evaluation and final response.
A: Please see Amendment 0009.
46. What is the reason NAVSUP is not considering an already available store model like a GSA Servmart, and not accepting alternative proposal structures?
A: The Government is not considering other structures at this time.
47. PENDING
48. Preference for Certain Domestic Commodities: The RFP includes DFARS Clause 252.225-7012, Preference for Certain
Domestic Commodities, which require Contractors to “… deliver under this contract only such of the following items, either as end products or components, that have been grown, reprocessed, reused, or produced in the United States…”.
This Clause is applicable to all orders above the Simplified Acquisition Threshold.
Can the Contractor apply the Simplified Acquisition Threshold trigger associated with this Clause at the order level?
A: All clauses within the solicitation and anticipated contract are applicable to all orders as it is applicable to the contract.
49. Restriction on Acquisition of Hand and Measuring Tools: The RFP includes DFARS Clause 252.225-7015, Restriction on Acquisition of Hand and Measuring Tools, which require Contractors to deliver Hand and Measure Tools “… produced in the United States or its outlying areas.“ This Clause is applicable to all orders above the Simplified Acquisition Threshold.
Can the Contractor apply the Simplified Acquisition Threshold trigger associated with this Clause at the order level?
A: All clauses within the solicitation and anticipated contract are applicable to all orders as it is applicable to the
50. Commercially available off-the-shelf (COTS) items exception. RFP Amendment 0006 provides a list of DFARS on page 7 of 8, with guidance that “All items in the Test Market Basket shall be in compliance with the following clauses of the solicitation and resultant contract:” Several DFARS listed in this section are subject to Commercial Off The Shelf product and/or Contracting Officer issued exceptions. These DFARS include: 252.225-7008-Restriction on Acquisition of Specialty Metals (Mar 2013), 252.225-7009-Restriction on Acquisition of Certain Articles Containing Specialty
Metals (Jan 2023), 252.225-7015-Restriction on Acquisition of Hand or Measuring Tools (Jun 2005), and 252.225-7016- Restriction on Acquisition of Ball and Roller Bearings (Jan 2023).
Can you confirm that the list of DFARS presented here are not applicable to all Contractor offered RFP products?
A: No, all clauses within the solicitation and anticipated contract are applicable to all orders as it is applicable to the
51. Buy America and Balance of Payments and Trade Agreements Act. The RFP includes Buy America and Balance of
Payments and Trade Agreements Act compliance requirements. These two Clauses provide conflicting compliance requirements. The estimated value of this resulting contract is estimated at $87M. Additionally, RFP Amendment 0006, in the Test Market Basket Pricing section, states that Contractors shall provide the Trade Agreement Act Country of Origin for all Test Market Basket items.
Can the Contractor focus its compliance efforts on satisfying TAA requirements and not Buy America requirements for all Contractor products offered?
A: In accordance with FAR 25.402, Buy American is waived for certain items provided they are compliant with the TAA, come from a country that there is an applicable free trade agreement with, and meet all the DFARS 225.401-70 requirements. The Government is unable to provide further analysis for a specific item that you may be wondering about and is also unable to provide any further general advice as to complying with the statutes and the Foreign Acquisition rules in FAR part 25 and DFARS 225. The contractor is responsible for understanding and complying with those rules, and you should consult your own legal counsel if you have questions in that regard. A country of origin is required for all Test Market Basket items.
52. DFARS Compliance Requirements. The RFP at Section 2.3, states that “All items provided under this contract shall be in compliance with the following clauses of the solicitation and resultant contract:”, followed by a list of DFARS. RFP Amendment 0006, however, states on page 7 of 8, that “All items in the Test Market Basket shall be in compliance with the following clauses of the solicitation and resultant contract:”
Are DFARS listed in this section applicable to Test Market Basket items only?
A: No, all clauses within the solicitation and anticipated contract are applicable to all orders as it is applicable to the
53. RFP Amendment 0006 provides a list of DFARS on page 7 of 8, with guidance that “All items in the Test Market Basket shall be in compliance with the following clauses of the solicitation and resultant contract:” Regarding DFARS in this list that only apply to orders greater than the Simplified Acquisition Threshold, can Contractor apply the Simplified Acquisition Threshold trigger for respective Clauses at the order level?
A: No, all clauses within the solicitation and anticipated contract are applicable to all orders as it is applicable to the
54. Government-sourced item service charges. The RFP and Amendment 0006 refer to “Government-sourced item service charges”. What is the definition of “Government-sourced item service charges”?
A: The increased cost of procuring and selling items labeled as AbilityOne or Government-sourced vs. the discounted cost of commercially sourced items.
55. Small Business Subcontracting Plan. The RFP includes, at the Small Business Subcontracting Plan section, guidance that, “Offerors are permitted to submit a master subcontracting plan as long as it is created in accordance with FAR
19.701 and FAR 19.704(b).” FAR Language: FAR 19.701 and FAR 19.704(b): Contractors may establish, on a plant or division-wide basis, a master plan (see 19.701) that contains all the elements required by the clause at 52.219-9, Small Business Subcontracting Plan, except goals. Master plans shall be effective for a 3-year period after approval by the contracting officer; however, it is incumbent upon contractors to maintain and update master plans. Changes required to update master plans are not effective until approved by the contracting officer. A master plan, when incorporated in an individual plan, shall apply to that contract throughout the life of the contract.
Can Contractor submit its current GSA approved Small Business Subcontracting Plan?
A: If the GSA approved plan is a master subcontracting plan created in accordance with FAR 19.701 and 19.704(b), then yes, but if not, then no.
56. [Vendor] is committed to operating a state-of-the-art retail store, as envisioned in the Performance Work Statement
(PWS). However, the current condition of Building W-135 does not support this objective. What is the Navy’s commitment to bringing the facility to a fully functional and effective condition? This includes, but is not limited to, addressing roof integrity, plumbing systems, HVAC capacity to Sailors, support staff, merchandise, pedestrian access points, and pest control.
A: The building monitor (COR Keith Durham) is in charge of putting in tickets and tracking them with NAVFAC for all necessary repairs, and working with the contract’s Project Manager to identify any larger facility projects for future SRM funding requests to HQs. NAVSUP FLC Norfolk can only fund projects if approval/funding has been received, and if NAVFAC is able to support them. Also see answers to questions 39 and 47.
57. PENDING
58. Given the current condition of the building, are there any health and welfare inspection reports from the current contract period that can be shared with us?
A: The Government is not aware of any reports. As previously mentioned, the roof leaks, and falling insulation, which are being remedied in the next year. The current contractor holds most inspection reports. Also see answers to questions 39 and 47.
59. Does the Government or the contractor bear liability for injuries to customers and staff resulting from unsafe infrastructure conditions (e.g., a roof collapse, an overhead door failure)?
A: The government cannot provide you legal advice as to how a hypothetical future scenario would be resolved. If you have legal questions or concerns, you are encouraged to consult your own attorney.
60. PENDING
61. Will the Contracting Office provide a blueprint for the facility to allow for proper space planning and investment assessments prior to the submission of proposals?
A: NAVSUP FLC Norfolk facilities office does not have blueprints for W135.
62. PENDING
63. In its desire to create a world-class retail store, the contractor envisions new technology. The PWS states that the Government provides one DSN-line to the facility. What is the current technology backbone and who is the ISP provider? Further, what is the capacity of the provider and the Navy process for increasing that capacity to fully leverage technology for staff and Sailors? Is there Wi-Fi in the building now and are there any restrictions to using it for inventory control, customer quotes, and sales?
A: The current contractor has its own Wi-Fi/ISP provider for communication purposes. The only restrictions are that the Wi-Fi and internet services SHALL not interfere with the Government networks or communication operations or security policies.
64. PENDING
65. Upon award, will an authorized Government representative be available to visit the facility with the contractor and advise on permissible renovations?
A: At the time of Award, the COR would coordinate a visit with the NAVFAC Facilities Maintenance Specialist to initiate work permits to see if the renovations would be permissible for the contactor to perform, or if they would need to go through NAVFAC to design, then award the projects, and manage them.
66. For situational awareness, what contractor improvements were implemented during the current contract period? What contractor improvements were requested by the incumbent and denied by the Navy?
A: Within the current contract period, various stream leaks were repaired and exit doors were repaired/upgraded.
67. Has the Navy performed an analysis of the ~33% sales decrease over the past five years? If so, will the Government share the findings and drivers (e.g., migration to alternate sources, reduced demand, assortment gaps)?
A: Although a formal analysis was not done, it is believed that it was, in part, a result of the increase to the Micro- Purchase Threshold.
68. For context, what historic time period underlies the sales category percentages presented in the PWS? Have those category percentages shifted materially year-over-year?
A: The Government utilized a 3-year period.
69. Does the Government track the volume of deliveries to NAVSTA Norfolk by other vendors offering items within the Servmart’s scope (i.e., number of trucks/visits annually)? If available, please share.
A: The Vendor is responsible for keeping track of deliveries and this data will be available when requested by the COR.
70. Can the Government provide spend history for ships homeported at NAVSTA Norfolk listed by commodity category from sources other than the Servmart?
A: The Government does not have that data.
71. Does the Government have any customer feedback or voice-of-the-customer data—such as service experience, purchasing behavior, or unmet needs—from the current contract period that can be shared? Additionally, is the Government open to the contractor implementing enhanced methods for gathering and analyzing customer feedback to support continuous improvement?
A: No information is currently available. If the awardee wishes to implement their own enhanced methods for gathering and analyzing customer feedback to support continuous improvement, this could be potentially accomplished; however, the awardee will need to work with the COR for approval of the methods that would be utilized, and approval cannot be guaranteed at this time. The government also cannot speculate at this time as to which contractor ideas might be permissible.
72. Please provide minutes from the 3PL meetings for the period of the current contract period. May the contractor host periodic listening sessions inviting tenant commands and ships to hear direct feedback from end-customers? If so, will the Contracting Office be willing to promote and participate in those sessions?
A: 3PL minutes will not be shared. The contractor can potentially coordinate periodic listening sessions inviting tenant commands and ships to hear direct feedback from end-customers if permissible and approved. The government cannot advise as to whether approval is possible at this time. Please note that there are other metrics that can be established such as enhanced customer surveys; the COR will be the Contracting Officer’s support in promoting and participating in these enhanced surveys.
73. PENDING
74. For the Test Market Basket, should the contractor include two comparable competing products per line (except where AbilityOne applies), or is a single representative item sufficient?
A: A single representative item is sufficient.
75. On the Test Market Basket, is a cross-reference list with manufacturer part numbers available (and preferred) to ensure product equivalency and accurate pricing?
A: Please see Question 44.
76. Please confirm whether pallets used for inbound/outbound handling must be fire retardant; if required, please provide the applicable standard or base directive.
A: There is no requirement for the pallets that are being used to be fire retardant; however, the pallets must be in good condition and must be stacked or disposed of when not in use.
77. Is G-Invoicing an acceptable option for orders and intergovernmental payments under this contract? If so, are there any Navy-specific parameters we should follow?
A: No navy-specific parameters, G-Invoicing is an acceptable option for orders and intergovernmental payments under this contract.
78. Regarding the mobile store, please provide sales history, inventory assortment, and stocking levels for the current
A: The Government does not collect sales data separately between in-store sales, mobile store sales, and/or online orders, etc.
79. For planning purposes, will the Government share the number of annual inventory turns by high-level commodity category from the current contract period?
A: The Government does not have this data.
80. The PWS, solicitation, and reporting contain a wealth of information on SWaM/VOSB data and also include significant work on developing a market basket. Does the Government prioritize SWaM/VOSB vendor participation or price in this contract? Does the end-customer get credit for SWaM/VOSB purchases made from subcontracted vendors located in the Servmart outside of AbilityOne? Would that ‘credit’ for buying from SWaM/VOSB change if the contractor is an AbilityOne affiliate?
A: The Government does not prioritize the use of any socioeconomic vendors as that is at the discretion of the prime contractor. No “credit” is received on a customer basis for subcontractor vendors is received.
81. There is mention of staff being able to read, write, and speak English. For clarification, please confirm that using assistive technology to, in effect read, write, and speak English is acceptable since some employees may have physical disabilities which prevent traditional ways of communicating.
A: Assistive technology is acceptable for employees that understand English but require an accommodation due to a physical disability, the contractor should provide the needed equipment.
82. Is the Navy prepared to make accommodations for staff with physical disabilities to access the workplace efficiently during their daily commute? How are staff with disabilities, primarily blindness, allowed to reach/depart the facility on their daily commute? Employees that are blind depend on public transportation or non-contracted persons to travel to and from the work location.
A: The Navy will comply with all federal laws and regulations that it is required to with regards to accommodating physical disabilities. The government cannot provide further speculation as to how a hypothetical future scenario would be resolved, as it would be dependent on the specific circumstances.
83. Based on Attachment #5, the revised Market Basket sent back to vendors on September 8, 2025, shows that approximately 30% of the Norfolk Market Basket line items still lack sufficient salient characteristics or model numbers.
This lack of detail restricts vendors’ ability to provide competitive and accurate quotes.
A: Please see Amendment 0014.
84. To ensure a fair and open competition, it is essential that all vendors are provided with a Market Basket containing adequate product descriptions, salient characteristics, and part numbers. This is consistent with federal procurement best practices and GSA’s responsibility to facilitate a transparent and competitive bidding process. Will GSA consider re-reviewing these items and providing the necessary additional information so that all vendors have an equal opportunity to participate and submit responsive bids?
A: The Government does not anticipate involving GSA at this time.
85. If additional information cannot be provided for the 30% of Market Basket items, will GSA consider granting an extension to the submission deadline? Without sufficient salient characteristics or model numbers, vendors will need additional time to research, identify, and price comparable products accurately. This is especially important given the wide range of potential price points and the need to ensure proposals are both competitive and compliant. An extension would help promote fair competition and ensure that GSA receives the most accurate and comprehensive pricing possible.
