About this file
This document is an Amendment of Solicitation/Modification of Contract for a Navy procurement opportunity. The solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide retail store operation services at the Norfolk Super SERVMART, with a total estimated material amount of $96 million over a 5.5-year period. The contract will be awarded using a best value with trade-offs source selection process, evaluating proposals across four factors: Technical (Performance and Staffing/Management Approaches), Past Performance, Small Business Participation, and Price.
Key requirements include operating a retail store and mobile store, managing inventory, providing customer service, and complying with various procurement regulations including Buy American and country of origin requirements. Proposals must be submitted electronically by the solicitation closing date, with detailed requirements for a five-volume submission including technical approach, past performance, small business participation, pricing, and a small business subcontracting plan. The technical factors are significantly more important than past performance, which is more important than small business participation, and the non-price proposal is significantly more important than the price proposal. Offerors must complete a Test Market Basket pricing exercise and provide discounts and service charges for various commodity groups.

* Page limits represent the maximum pages the Government will evaluate and are not construed as de facto standards for the amount of material expected in the proposal.
Non-Price Proposal: The Non-Price Proposal factors are listed below.
Factor I-Technical Subfactor I: Performance Approach The offeror shall provide a performance approach that details how the offeror intends to provide the specific supplies/services and requirements identified in the PWS, including comprehensive inventory management and store operation plans. Offerors shall describe the methods for meeting the Government’s stock levels, inventory/product lines/mandatory items listing, methods to ensure item availability and surge capability, delivery requirements, mobile store operation, and customer service (PWS paragraphs 2.0, 3.0, 5.0, 7.0, 8.0, 10.0 and 11.0).
Subfactor II: Staffing & Management Approach The offeror shall provide a detailed staffing and management approach that will successfully accomplish the requirements of the solicitation by describing the management controls, techniques and procedures that will be used to ensure the objectives of the PWS are performed in a timely, responsive, professional and efficient manner. The contractor shall staff a minimum number of personnel to provide retail store operation services, to include inventorying, logistical distribution support, operating a mobile store to provide retail services and providing general sales assistance/customer service to authorized patrons of the Servmart retail store (PWS paragraphs 2.0, 3.0, 4.0, 5.0, 6.0 7.0, 8.0,10.0 and 11.0).
The staffing and management approach shall also address how the offeror will comply with country of origin (COO) requirements identified in PWS paragraph 3.2.1 and in Addendum FAR 52.212-1 of the solicitation and resultant contract. Compliance with COO requirements for each item in the Test Market Basket will be evaluated within this Staffing & Management Approach subfactor.
The staffing and management approach shall address the Transition Plan for phase-in required in paragraph 12.0 of the PWS. The plan shall demonstrate a clear and feasible approach to obtaining all resources required (i.e., manpower, equipment, finances, inventory, etc.) while conducting phase-in actions. Offerors shall identify any risks or issues anticipated to arise during the transition and methods to mitigate those risks and overcome transition issues.
The staffing and management approach shall address furnishing the required data reports in the fashion/format and frequency outlined in section 11.0 of the PWS.
The offeror shall describe any risks associated with the implementation of the offeror’s overall staffing and management approach to meeting all requirements of the solicitation and PWS; describe techniques and actions to mitigate such risks; and explain how the techniques and actions identified for risk mitigation have been successfully used by the offeror.
NOTE: Offerors’ proposals that simply provide general statements or paraphrase/parrot the PWS in whole or in part may result in a rating of unacceptable.
NOTE: The above bullets provide guidance for what should be addressed in the approach and are not considered to be subfactors nor should this be considered an all-inclusive list.
Factor II - Past Performance The offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past (5) five years prior to the solicitation closing date that is the same as or similar to, the scope and magnitude of the work described by this solicitation.
To demonstrate its past performance, the offeror shall identify up to three (3) of its most relevant contracts within the past (5) five years from the solicitation closing date. In addition, performance data will only be assessed for those references demonstrating at least one year of completed performance within the five (5) years prior to the closing date of this solicitation. Offerors shall provide a detailed explanation demonstrating the relevance of the contracts to the requirements of the solicitation. For purposes of this solicitation, a contract is defined as a single contract or a single task order placed under an ID/IQ contract, a Blanket Purchase Agreement (BPA), or a Federal Supply Schedule. If an offeror submits the IDIQ contract, FSS contract, or BPA itself as a reference, then the offeror must identify: a) the total number of orders actually awarded to the offeror during the ordering period in the past five
(5) years from the solicitation closing date; and b) the total dollar amount of those orders. The total dollar amount shall be the sum of the orders actually awarded, not the contract maximum or ceiling. Orders is defined as either delivery orders (DOs), task orders (TOs), technical direction letters (TDLs), and/or technical area tasks (TATs) placed under an ID/IQ or BPA or Federal Supply Schedule contract. Orders must also meet the recency requirements stated above: each order must have been performed within five (5) years of the solicitation closing date. If an offeror submits an IDIQ contract, FSS contract, or BPA itself as a reference, the ordering period must be at least one (1) year in length and any ordering period prior to the five-years before the solicitation date will not be considered. If an IDIQ contract, FSS contract, or BPA itself is submitted as a reference, the offeror shall state the specific experience claimed from the orders (i.e. the offeror shall identify what work was actually completed on the orders and the relevance to this solicitation, as opposed to generically stating that orders were merely awarded). A Past Performance example that does not provide the level of detail required may not be evaluated.
If the offeror includes delivery orders/task orders as past performance, the offeror shall state specifically what work was performed by the offeror under the delivery order/task order and the dates during which work was performed.
Subcontractor performance (either the offeror's own subcontractor experience or proposed subcontractors experience) of major or critical aspects of this requirement will be considered as highly as prime contractor past performance information for the offeror.
a. If proposed subcontractor past performance is provided as part of the three (3) of its most relevant contracts or efforts, the percentage and type of work to be done by the subcontractor on the solicitation requirement must be stated. The offeror’s proposal shall detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. A Past Performance example which does not detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform will not be evaluated.
b. If the prime offeror or intended subcontractor/partner submits a past performance example in which it served as a subcontractor, the prime/sub/partner shall detail clearly the work that it performed and the magnitude (dollar value) of that subcontracted work only. A Past Performance example that does not differentiate between the overall contract effort and the subcontractor effort will not be evaluated.
The offeror should complete a Past Performance Information Form for each reference submitted. For additional information regarding a particular reference beyond that which will fit on the form, the offeror may continue onto another sheet of paper. The forms and any such continuation sheet(s) for submitted references will count toward the Volume II page limit described at the end of this section.
In addition to the information requested above, offerors shall contact their past performance references and request that each reference complete the Past Performance Report Form attached to the solicitation and e-mail the completed survey form directly to John Hill at john.c.hill36.civ@us.navy.mil and Samantha Miller at samantha.a.miller77.civ@us.navy.mil by the closing date of the solicitation. The Government reserves the right to consider past performance report forms received after the due date of the solicitation and to contact references for verification or additional information.
Factor III - Small Business Participation Approach All offerors, both large and small businesses, are required to provide a Small Business Participation Approach responding to the elements below:
o The extent to which small business concerns are specifically identified;
o The extent of commitment to use small business concerns (for example, enforceable commitments will be weighted more heavily than non-enforceable ones);
o The complexity and variety of the work small firms are to perform;
o Past performance of the offeror in complying with requirements of the clauses at FAR 52.219-8, Utilization of Small Business Concerns, and FAR 52.219-9, Small Business Subcontracting Plan;
When subcontracting possibilities existed on the contracts submitted by the offeror in the Past
Performance volume, address whether or not the offeror awarded subcontracts to small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns to the fullest extent consistent with efficient contract performance.
If utilizing small businesses in current or prior contracts was not practicable, the offeror shall explain why.
Provide any information substantiating the offeror’s track record of utilizing small business on past contracts in detail. Include, at a minimum, two most recent Summary Subcontract Reports (SSR) from eSRS.
o The extent of participation of small business concerns in terms of the value of the total acquisition.
Factor IV - Price Price shall include the completed solicitation documents, acknowledgement of solicitation amendments (if any), completed material price submission worksheet, and a complete and detailed price breakdown with all supporting documentation. The price information shall be completed in accordance with the following:
o A completed and signed Standard Form 1449, Solicitation/Contract/Order for Commercial Items, and executed copies of any amendments.
o Unless completed in the System for Award Management, the offeror shall complete the solicitation’s representations, certifications and other statements of offerors.
o For the purpose of preparing a price proposal, the offeror shall assume that the period of performance consists of a five-year base ordering period established in the Schedule.
o This volume shall also include the Test Market Basket and Total Material Price pricing documentation, submitted in accordance with the Material Price Submission Worksheet, included as an attachment to this solicitation.
o Any and all subcontracts identified in the non-price proposal shall be identified and priced in the price proposal. Subcontracts (regardless of dollar value) shall be adequately documented to facilitate a determination of price reasonableness. Offerors shall identify the type of subcontract anticipated (e.g., firm-fixed-price, cost-reimbursement, time-and-material, etc.).
o For the Test Market Basket items that are labeled as AbilityOne or Government, the offeror shall propose AbilityOne/Government sourced items. Failure to propose an AbilityOne or Government-sourced item that is labeled as such will make the offeror’s proposal nonresponsive and will be eliminated from consideration for contract award.
Material Amount The estimated materials consist of all the supplies to be provided under this contract and are shown in the solicitation as a Not to Exceed (NTE) CLINs. No price information is required for CLIN(s) 1001 or 2001. This amount will be incorporated into the resultant contract as the ceiling. The Government has estimated materials as specified below:
CLIN Performance Dates Material 1001 01 May 2026 through 30 April 2031 $87,272,727.30 2001 01 May 2031 through 31 October 2031 $8,727,272.70
Test Market Basket Pricing The offeror shall complete a Test Market Basket of items available at the Norfolk Super SERVMART, as they would be offered for sale to customers. The prices specified in the Test Market Basket shall include all applicable shipping/handling fees of material, Government purchase card fees, etc. Provide unit and extended prices for each item for each year of service. The offeror shall provide the following support for its pricing:
o Provide discounts offered off the catalog price (e.g., commercial catalogs, GSA, and/or DLA contract(s)).
Discounts shall be offered at the commodity, subcommodity, and/or catalog level as listed below.
o Office supplies/equipment o Janitorial and sanitation items o Industrial hardware o Galley supplies/equipment o Safety supplies/equipment o Tactical supplies/equipment o The offeror shall identify and address any service charges to items available only from Government sources of supply, including AbilityOne, Federal Prison Industries, DLA and GSA. Service charges shall be offered at the minimum mark-up practicable.
o Identify the catalog, date, and page numbers for items offered.
o Identify the country of origin for each item.
o Offerors shall include any pass-through rates on subcontractor items.
The Test Market Basket shall be representative of the offeror’s pricing methodology throughout the term of the contract. The proposed discount rate(s), Government-sourced item service charge rate, and catalogs identified with the proposal will be incorporated into the contract upon award.
The offeror shall include one copy of any current catalogs proposed to be used during the first year of the resulting contract.
All items in the Test Market Basket shall be in compliance with the following clauses of the solicitation and resultant contract:
252.225-7001-Buy American & Balance of Payments Program (Feb 2024) 252.225-7002-Qualifying County Sources As Subcontractors (Mar 2022) 252.225-7006-Acquisition of the American Flag DEVIATION 2024-O00008) (Mar 2024) 252.225-7008-Restriction on Acquisition of Specialty Metals (Mar 2013) 252.225-7009-Restriction on Acquisition of Certain Articles Containing Specialty Metals (Jan 2023) 252.225-7012-Preference for Certain Domestic Commodities (Apr 2022) 252.225-7015-Restriction on Acquisition of Hand or Measuring Tools (Jun 2005) 252.225-7016-Restriction on Acquisition of Ball and Roller Bearings (Jan 2023)

252.225-7048-Export-Controlled Items (Jun 2013)
Compliance with country of origin requirements for each in the Test Market Basket will be evaluated within the Technical Factor’s Staffing & Management Approach subfactor.
Total Material Price The Total Material Price worksheet contains the estimated sales for each commodity and sub-commodity group.
Offerors shall apply its proposed discounts and Government-sourced item service charges to the estimated sales in the Total Material Price worksheet. Offerors who fail to provide a discount percentage will be assigned a value of 0% for the proposed discount. Offerors shall input the totals from the Test Market Basket for each year into the applicable cell in column B of the Total Material Price worksheet.
Small Business Subcontracting Plan (for other-than-small business offerors only) Each offeror that is not a small business shall provide a Small Business Subcontracting Plan that contains all elements required by FAR clause 52.219-9 and as supplemented by DFARS clause 252.219-7003, by the closing date and time of this solicitation. The small business subcontracting plan is not an evaluation factor and will not be evaluated as part of the formal source selection process. The Small Business Subcontracting Plan must be determined to be acceptable by the contracting officer in order for the offeror to be eligible for contract award in accordance with FAR 19.702(a)(1). If the apparently successful offeror fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award. If the contracting officer accepts the Small Business Subcontracting Plan, it will become part of the contract. Offerors are permitted to submit a master subcontracting plan as long as it is created in accordance with FAR 19.701 and FAR 19.704(b). Small Business Subcontracting Plans are not required from offerors that qualify as small business concerns under NAICS code 322230 with a size standard of 750 employees.
It is the goal of this solicitation that prime contractors subcontract with small businesses to the maximum extent practicable. For other-than-small prime contractors, the Small Business Subcontracting Plan goals shall be expressed in terms of whole dollars and percentages based on total planned subcontracting dollars. Of the total planned subcontracting dollars, the Small Business Subcontracting Plan shall include goals for small businesses, small disadvantaged businesses, woman-owned small businesses, HUBZone small businesses, veteran-owned small businesses, and service-disabled veteran-owned small businesses. The Government will consider prior achievement of small business subcontracting plan goals as well as the proposed dollar values and percentages related to this solicitation.
The completion and submission of the above items will constitute an offer (proposal) and will indicate the offeror’s unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits hereto.
Alternate proposals are not authorized. Objections to any of the terms and conditions of the solicitation will constitute a deficiency (see FAR 15.001), which will make the offer unacceptable.
