Manufacturing & Services Acquisition (MASA) Manufacturing Support IDIQ N00174-19-R-0107 Questions & Answers May 14, 2019
1. Question: Is it acceptable to submit a proposal for individual task items under different task areas? For example, can a proposal be submitted for individual parts/assemblies as opposed to a task area as a whole.
Answer: No it is not acceptable to submit a proposal for individual task items under different task areas. These parts are only sample parts, these are not the actual parts being bought. A vendor must submit a proposal to be able to make all parts under a particular task area in order to be able to win that task. Partial proposals for a task area are not permitted/allowed/wanted.
2. Question: We request an extension to the June 10th response date to allow for the intended amount of time to review all drawings and for Past Performance Questionnaires to be sent out, completed, and received back by you.
Answer: Because there are still 28 days left till solicitation close (June 10, 2019) the Government feels an extension at this time is pre-mature. The Government is willing to reconsider at a later date.
3. Question: Can you provide clarity in detail to how we submit response for the “upper” lever assembly SK-IH-12110 A which is not listed in the table1 task 4 on page 125 nor table 2 task 4 on page 128. We may be missing an assembly drawing and source of supply for each of these items.
To confirm we will issue a 1-unit price for each assembly, not separating out materials from labor cost.
Answer: It looks like there was a duplicate line in the ECAPS listing so we had missing drawings, a solicitation amendment will be issued. Yes, one price per assembly not separating out labor from material is correct.
4. Question: When is a good time I can call you with a few questions?
Answer: In order to ensure we meet your needs and provide a complete response, please send all questions via email to Tracy.R.Scott@Navy.mil or designated representative. Questions will only be responded to in writing in accordance with the terms of the solicitation.
5. Question: In preparation and review of the RFP attachments we received, I am graciously requesting an extension to provide a full pricing review analysis and market survey. A 2-week extension will allow for our team to accurately analyze each tasking.
Response proposed due date: Monday, June 24, 2019.
Answer: Please refer to question #2 answer.
