MASA IDIQ No.: N00174-19-R-0107 Questions & Answers June 12, 2019
1. Question: Is the SF-33 strict in the submission of one (1) original and six (6) copies of our response or can the respondent’s RFP response be submitted via email directly to you?
Answer: Please follow the guidelines specified in section L - INSTRUCTIONS FOR SUBMISSION OF OFFERS of the solicitation.
2. Question: If paper responses are mandated would, you prefer hand delivery or mailed?
Answer: Please follow the guidelines specified in section L - INSTRUCTIONS FOR SUBMISSION OF OFFERS of the solicitation.
3. Question: in the pricing proposal sections, it states the volume will include “the complete RFP document” as well as later stating that it will include any reps and certs. What is the completed RFP document?
Answer: The completed RFP document is the SF33 in its entirety where the Offeror has reviewed, signed and completed any information required of them in accordance with section L - INSTRUCTIONS FOR SUBMISSION OF OFFERS of the SF33.
4. Question: Do you want the SAMS reps and certs for XXXX or was there a specific document for completion?
Answer: Please provide the SAMS reps and certs for the company who is submitting the proposal following the guidelines set forth in section L - INSTRUCTIONS FOR SUBMISSION OF OFFERS of the solicitation.
5. Question: I am unsure how to sign and provide SF 33 in any format other than PDF. Can you confirm that PDF is indeed not an acceptable format?
Answer: I cannot confirm, please advise where it indicates on the SF33 that PDF is not an acceptable format for submission.
6. Question: DL8718067 for the MK 14 is listed at rev. A – the last time we quoted the DL under our current BPA it was at rev. B. Do you want us to quote at the latest rev (Rev B)?
Answer: Please comply with the TDP requested by your company and provided to your company for the subject solicitation.
7. Statement: In section L of the solicitation, technical sub-factor 1 asks that the offeror to provide end-to-end production plans for the items listed in Table 1; there are multiple portions of this table, which cover components relating to Tasks 1, 2, 4, 5 and 6. Based on the language in Sub-Factor 1 it is evident that the offeror must provide production plans for all the items in Table 1 versus only a subset. However, the Q&A document from May 24 states that the offeror may pick and choose the tasks they would like to submit offers against; we believe there are conflicting requirements between Section L and the Q&A document and would like clarification from the Government in the form of revised Section L language. Below are more specifics:
Question: Are offerors allowed to only bid on a subset of the Tasks?
Answer: Please refer back to the Q&A of May 24th 2019 you referenced. The answer has not changed.
Question: Are there a minimum amount of Tasks that an offeror must bid on?
Answer: Please refer to sections C – STATEMENT OF WORK , L - INSTRUCTIONS FOR SUBMISSION OF OFFERS and M - EVALUATION FACTORS FOR AWARD of the SF33 for a response to this question.
Question: Will offerors that bid on multiple tasks be rated higher than those that only bid on 1 task?
Answer: Please refer to section M, EVALUATION FACTORS FOR AWARD of the SF33 for a complete response to this question.
Question: Is it assumed that if an offeror bids on a task that pricing, technical and past performance information be included for that task?
Answer: Please refer to section L, INSTRUCTIONS FOR SUBMISSION OF OFFERS of the SF33 for a complete response to this question.
