Manufacturing & Services Acquisition (MASA) Manufacturing Support Questions and Answers May 16, 2019 (Rev 1) Questions:

1. 8421138 is on the Table 1 Task 4. There are no drawings or gerber files associated with this in the package. There is however a complete package for 8395287 which is not listed on either Table 1 Task 4 or Table 2 Task 4.

1. 8395288 & 8395289 are missing PWB and assembly drawing.

1. SK-IH-12019/12018 confirming the requirement is for the -1 version of the assembly for quantities of 849 & 1191.

1. 716336-1 is missing the PWB drawing.

Answers:

1. 8421138 is on the Table 1 Task 4. There are no drawings or gerber files associated with this in the package. There is however a complete package for 8395287 which is not listed on either Table 1 Task 4 or Table 2 Task 4.

** 8421138 looks to be a typo. Should be 8395287

2. 8395288 & 8395289 are missing PWB and assembly drawing.

** I am working this one, not sure. Stay tuned….

3. SK-IH-12019/12018 confirming the requirement is for the -1 version of the assembly for quantities of 849 & 1191.

** That is correct the 849 and 1191 qty are dash -1 versions.

4. 716336-1 is missing the PWB drawing.

The intent of the drawing package is that the SOW and the questionnaire provided will suffice to provide all the information needed, and so a PWB will not be provided.

Questions:

1. To start, in task 5 I’d like to quote items 6914678 and 6914677; however, we cannot quote these from only 2D PDFs. We also need 3D .stp or .stl files.

2. Secondly, do you want us to quote to deliver as an assembly with the hardware called out in the PDF called 6914676_77_78 LPRT?

3. Lastly, how many of each of these two PNs do you need us to quote to make?

4. For the PN called 12977199_main_body – McGuire, also in Task 5, how many do you need quoted?

5. Which process are you interested in quoting to produce this part?

6. What are the tolerances needed? The drawing doesn’t call them out.

7. And for Tasks 1, 2, 3 and 6 do you have 3D .stp files for any of these PNs?

8. Are you open to us quoting only one of the PNs in any of these tasks even if there are three or four other PNs?

Answers:

1. No there are no other. stp files available other than what was provided in task 5.

2. The second question is no, you cannot only quote one part out of a task. You must quote all parts in a task to be considered for that task. The parts could be subcontracted, if the proposing vendor cannot make them. This contract is not to make just these parts; these parts are a sample of parts you would be expected to make.

3. Vendors in task 5 must be able to quote and make parts from either a drawing or from a 3D model. 6914676_77_78 LPRT Should be delivered as a piece parts it does not need to be assembled.

4. Part qty of each is defined on page 126 of the solicitation.

5. You can quote any additive manufacturing process that meets the drawing specifications. Such as powder bed fusion, directed energy deposition, material extrusion, or any other process you develop.

6. Tolerances shall be to the process quoted and should be specified in proposal, using the drawing dimensions as a guide. Expectation is this part will be finish machined after being additive manufactured.

Question:

Microsoft Office 2016 or earlier (Word, Excel, PowerPoint) is specified as the format required for the electronic copy. Typically, when we have submitted proposals in the past they are in Adobe PDF format because this format is easier to compress, retains its integrity and is more secure. Would Adobe PDF format be acceptable for the electronic copy?

Answer:

Please submit the electronic package as specified in the solicitation.

Questions:

1. Could the Government please provide ATTACHMENT X as referenced on page 132 of the Solicitation for the Cost Proposal?

1. In Sub-Factor 2: Facilities and Equipment, the RFP states “If any of the listed facilities is contingent on this contract award, the Offeror shall so indicate that. The Offeror shall demonstrate their plan to ensure the facility(ies) are available at time of award and note any risks or perceived risks associated with the facility.” Could the Government please confirm whether the plan to ensure facilities are available and risks associated with the facility in the second sentence are only required if any of the offeror’s facilities are contingent on this contract award?

1. Could the Government please confirm that Volume II Past Performance shall only be comprised of the Past Performance Matrix (in addition to a Cover Page, Table of Contents, and Glossary of Abbreviations and Acronyms)?

1. Would the Government please confirm whether this requirement from Sub-Factor 4 of proposal instructions: “demonstrate certification or equivalency of a machine level 1 of the National Institute of Metalworking Skills (NIMS)” only applies to Machine Shop tasks and not Task 4, which is for PCBs?

Answers:

1. Attachment X as referenced on page 132 of the solicitation is actually Attachment 1 in section J of the proposal.

2. Correct, the NIMS requirement does not apply to PCB tasks.

3. Please refer to page 96, List of Documents, page 130 section L and page 141 of the solicitation for the answer to your question.

4. Please clarify your question.
