MASA IDIQ Solicitation No.: N00174-19-R-0107 Questions and Answers July 10, 2019
1. Question: Under paragraph 2 on page 7 of Amendment 3, offerors are asked to provide “company attributes” that would make them successful at producing the items referenced in Table 2. Table 2 contains items relating to Tasks 1, 2 and 4
Since we are providing end-to-end production plans for Table 1, Task 1 and Table 1, Task 2 items. Along with facilities and equipment information via Sub-Factor 2, isn’t providing “company attributes” for the Table 2, Task 1 and 2 items repetitive/redundant? Please refer to solicitation amendment #3 highlight in red. Offerors are expected to provide information as
Answer: The government is asking a vendor to identify things that they believe would make them suitable for these items rather than a full production plan. In some cases it might not be a facility or equipment on your list but rather the expertise or the partnering capability for a particular attribute of those extra items. Since this is a broad contract we want to see the breath of the company and what they can provide for a wider scope of items.
2. Question if an offeror is not bidding on a specific Task, is it required to provide “company attributes” for the items under Table 2 that relate to those tasks. For example, we’re bidding on Task 1 and 2 items only; as such do we need to provide “company attributes” for the Table 2, Task 4 items?
Answer: You are only required to provide information for the task in which you are proposing.
3. Question: Under paragraph 3 on page 11, end-to-end inspection plans with equipment and calibration requirements are requested for all the items under Table 3, Task 3. o If an Offeror is not bidding on Task 3 items, do they need to provide this information?
Answer: No, you do not need to provide any information for a task that you are not proposing on.
