MASA Question and Answers May 28, 2019
1. Question: Are Offerors supposed to quote for all 6 tasks or are quotations for some but not all tasks acceptable?
Response: Offerors do not have to quote on all 6 task areas. An Offeror may submit proposals for one, all or multiple task areas. However, for any particular task area you must provide info per the solicitation on all the parts contained within that task. The government expects that there will be the need for the prime vendor to use subcontractors for certain parts or processes even within a task area you are proposing on. Subcontracting plans should be noted in the proposal.
1. Question: Are Offerors expected to supply all items listed under a designated task if an Offeror intends to quote that specific task?
Response: Yes, proposals must include all items listed under the task that the Offeror intends to propose on. However the government expects that there will be the need for the prime vendor to use subcontractors for certain parts or processes. The prime does not have to manufacture all the items themselves, but they should have a plan to subcontract or otherwise provide those parts to the government. The goal for this contract is to find vendors who have a wide variety of skill sets or who can partner with others to support the needs of the government as a whole.
1. Question: When an Offeror is awarded the contract, is the Offeror expected to supply if the Navy requests production of a different item not mentioned in this current solicitation?
Response: Yes, the items listed in the solicitation are sample parts only. They will not be bought under this contract. The Offeror is expected to be able to quote on different parts that will be requested under the task area that they win. The government expects that there will be the need for the prime vendor to use subcontractors for certain parts or processes. It is also expected that the prime will not bid on certain parts as they cannot support a particular technology or scale, in some delivery orders. However, the goal for this contract is to find vendors who have a wide variety of skill sets or who can partner with others to support the needs of the government.
1. Question: Will there be further Solicitations for individual items or is this solicitation the only Solicitation the Navy will be releasing for these items?
Response: Once the base contract is awarded, there will be delivery orders sent to only the wining companies in each task area. They will then provide a cost quote and the delivery order will be awarded based on a LPTA criteria. No other public solicitations will be sent for the additional items bought under this contract.
1. Question: Will there be further Solicitations for other individual items other than items mentioned in the current Solicitation?
Response: The items listed in the solicitation are sample parts only. They will not be bought under this contract. Once the base contract is awarded, there will be delivery orders sent to only the wining companies in each task area. They will then provide a cost quote and the delivery order will be awarded based on a LPTA criteria. No other public solicitations will be sent for the additional items bought under this contract. The government may have a need for other parts that cannot be covered by this contract, if that is the case then separate solicitations will be issued as needed. The goal of this contract is to try and cover the majority of the metal parts manufacturing needed by NSWC Indian Head.
1. Question: I see in the Solicitation there are two different validities mentioned. Do you require 60 days or 270 days quote validity **Response: 270 day validity is required, the solicitation will be amended to include 270 days in block 12 of the solicitation.
1. Question: There is a drawing (SK-IH-12110) included in the package. We do not see what assembly this drawing is associated with.
**Response: There was an error in the drawing list for the solicitation, that has since been corrected and a new revisions of the solicitation was posted. See amendment 2 posted May 15, 2019.
1. Question: Drawing SK-IH-16037 which is a requirement on the SK-IH-12019-2 Assembly was not included in the data package.
**Response: The answer is forthcoming.
1. Question: Can we substitute CRCW04023K00FKEDC for the original callout of CRCW04023K00FKED on drawing SK-IH-12019 FIN29 REF DES R109. This is the non -automotive version of the part.
**Response: No, that is not an allowable substitution.
1. Question: In a previous Q&A you stated, “A vendor must submit a proposal to be able to make all parts under a particular task area in order to be able to win that task.” Can some of the items be procured or do prospective Offerors need to be able to make all parts in the particular task in order to win that task?
Response: The government expects that there will be the need for the prime vendor to use subcontractors for certain parts or processes. The prime does not have to manufacture all the items themselves, but they should have a plan to subcontract or otherwise provide those parts to the government. The goal for this contract is to find vendors who have a wide variety of skill sets or who can partner with others to support the needs of the government as a whole. Subcontracting plans should be noted in the proposal.
1. Question: In the MASA solicitation, under L. Instructions to Offerors, the language in italic font below is used to instruct offerors in submitting proposals. Under Task 1 Production Hardware, product CKU-5 has 20 drawings in it – does this instruction mean that complete information as described below must be provided for all 20 parts or can a representative sample of the parts be provided with a complete process plan and risk discussion, etc. For the second Table 1 item in Task 1 - Stand Mk 14 Mod 2, I ask the same question.
SUB-FACTOR 1: Technical Approach/Production Plan…. The Offeror shall provide the technical details of the end to end production plan for the program drawing packages listed in Table 1 below. Quantities for each part are provided in the table as well. This plan should address elements such as the manufacturing plan, assembly, heat treating/coating and quality inspection plans for the items and address any use of subcontractors if applicable. The inspection plan should include descriptions of inspection styles and type of equipment that will be used. The plan shall include the identification of the work performer for each step. In addition, the Offeror shall address the nature, difficulties, uncertainties, and risks associated with performing the kind of work that will be required with producing these parts.
Response: The Offeror shall provide the technical details of the end to end production plan for the program drawing packages listed in Table 1 for the task area they are proposing on. However, to lessen the burden on the Offerors, the drawings in Table 2, are provided as additional samples of the types of parts that could be procured under this contract. For these parts the Offeror shall provide a description of their company attributes that would make them successful in producing those items, including any risk areas and how they would be mitigated. Offerors shall NOT provide a detailed production plan for these items, as that information will not be evaluated.
1. Question: Can we get a drawing for the “thin bracket” in the Task 5 folder? The screen shot of the part is below. We cannot quote the part based on the information provided.
Response: There will not be a drawing provided for the “thin bracket”. Vendors are required to be able to manufacture parts from a .stl file or a drawing. Material for this part should be a ABS plastic, to be designated in the proposal. Tolerances should be specified according to the print method suggested and noted in the proposal.
