MASA IDIQ Solicitation No.: N00174-19-R-0107 Questions and Answers July 29, 2019
1. Question: We have responded to Task 2 only, but are reviewing Task 3, 4, 5, and 6 again to determine what it would take for us to fully respond. We have re-evaluated these tasks and have some general questions. Given the complexity and small quantity being requested suppliers are unable or unwilling to quote the parts needed to fully reproduce the entire assemblies. Has the government considered allowing the contractor to quote on a larger quantity or to use alternative production/manufacturing methods or to reverse engineer components that may not be readily available?
Answer: The items being priced under this solicitation are not the actual parts being procured. Each delivery order will contain the actual parts to be manufactured. The delivery orders will be awarded on a LPTA basis. Delivery orders could have smaller or larger quantities, and be either more or less complex than the sample set of parts. At the time of the delivery order you may choose to bid or not to bid on a set of parts.
