MASA IDIQ Questions/Answers May 24, 2019
1. Question: Does the government intent to buy the specific parts listed in the sample drawings/files provided?
Response: No the government will not buy the exact parts listed in the sample files/drawings. The intent of the sample parts is to be able to provide a general skill set needed in each task area that a vendor should be capable of either handling in house or being able to subcontract out to a suitable subcontractor. It is not the intention that every part as part of this contract be made by the prime Offeror. It is expected that the prime be able to locate and team with other vendors as appropriate to fulfil the requirements of the task are under which they are proposing. Each individual task order let under this contract will contain the exact part to be manufactured, they will be different than the sample parts provided.
2. Question: Does the government expect one single vendor to be able to produce every part in a given task area?
Response: No the government expects that there will be the need for the prime vendor to use subcontractors for certain parts or processes. It is also expected that the prime will not bid on certain parts as they cannot support a particular technology or scale. However, the goal for this contract is to find vendors who have a wide variety of skill sets or who can partner with others to support the needs of the government.

Question: Does the Government intend on updating the Pricing Sheet to include a place to price the First Article Testing CLINs, CDRL CLINs, and the Option CLINs listed in Section B of the Solicitation?
Response: No the government will not update the pricing to include first articles. The items provided are sample drawings only, the actual purchased parts may or may not require a first article.

Question: Should CLIN 0042 (Task 4: Base Year, Electronics Assembly) be the total sum of the Pricing Sheet’s “Task 4” and “Task 4 Continued”?
Response: CLIN pricing is not the same as Task example parts pricing. CLIN prices will be requested when a delivery order requirement is issued and awarded on a LPTA basis.

Question: How many First Article Sample Units should the offeror use when pricing the First Article Testing CLINs (0001, 0004, 0007, 0010, 0013, 0016, 0019, 0022, 0025, 0028, 0041, 0044, 0047, 0050, 0053, 0056, 0059, 0062, 0065, 0068, 0071, 0074, 0077, 0080, 0083)?
Response: The contractor is not expected to price out the individual CLINs at this time. The provided drawings are samples only, parts bought under each CLIN will be different than the samples provided. Items will be priced out at the time of DO, and will be awarded on a LPTA basis.

Question: Please confirm the offeror is required to fill out Section B CDRL CLINs in addition to each individual CDRL document.
Response: The contractor is not expected to price out the individual CLINs at this time. The provided drawings are samples only, parts bought under each CLIN will be different than the samples provided. Items will be priced out at the time of DO, and will be awarded on a LPTA basis.

Question: Does the Government intend for Task 1: Production Hardware to be limited to mechanical production only, or does the Government intend to issue delivery orders for production, assembly, and test of electro-mechanical assemblies?
Response: The production hardware task will be limited to mechanical parts production only. However, the electronics sub task may include some mechanical components if they are integral to the electronics assembly. Quantities in the electronics task area may be of a production quality and quantity or a R&D quality and quantity.

Question: Does the Government anticipate combining scope from multiple task areas under a single delivery/task order?
Response: No the government does not intent to combine scope across multiple task areas.
9. Question: In drawing No. 5184352 the material callout states “material shall meet the requirements specified on drawing 7263605” Reference drawing is not located in drawing package, please advise.
Response: In error that drawing was left out of the package. Please request the updated file (MASA Task 1 Rev B.zip) for drawing 7263605 if you plan to submit for task 1.
10. Question: In the latest Q&A, it was noted that the Government was still working to provide complete drawing packages. Does the Government intend to extend the delivery date of the proposal to 30 days from receipt of the complete drawing packages?
Response: The government is not choosing to extend the delivery date for proposals at this time, however it many consider doing so in the future.
11. Question: 8395288 & 8395289 are missing PWB and assembly drawings.
Response: The revisions of the drawings posted do not have PWB or assembly drawings. However, we are posting the PWB and assembly drawings for a new revision for reference for quoting purposes. Please request this updated drawing if you plan to submit for task 4. (MASA Task 4 Rev B.zip)
12. Question: Are Offerors supposed to quote for all 6 tasks or are quotations for some but not all tasks are acceptable?
Response: Offerors may pick and choose the tasks they would like to submit offers on. There is no requirement to propose on all six (6) task areas.
13. Question: Will there be further solicitations for individual items or is this solicitation the only solicitation the Navy will be releasing for these items?
Response: This is the only solicitation the Navy intends to release. Individual items will be competed at the task order level once the contract has been awarded.
14. Question: Are the hard copies of the proposal to be received by solicitation close (10 June 2019), or postmarked by solicitation close date (10 June 2019)? Want to ensure the proposal is not considered late due to time of postal transit.
Response: Proposals must be received at the place and time designated in the solicitation. Proposals not received at the place and time may be considered late and not accepted. Proposals postmarked but not received at the place and time of solicitation close may not be accepted.
15. Question: Can the government elaborate on the delivery or task order process and format? IE Is it anticipated the LPTA DO/TOs will be just a quote for the items needed or is it anticipated that the vendors will need to prepare a technical approach and past performance along with a cost for each DO/TO?
Response: It is expected that the vast majority of the LPTA DO/TOs will be just a quote for the items needed. There may be a rare instance of a very unique part that may require a technical approach to be submitted with the cost.
