STATEMENT OF WORK

The Government intends to award three types of IDIQ MACs:

MAC Type of Work

MAC I DSRA, SRA, CM, EM, PM, FM, CC, SHIP ASSESSMENTS

CONUS/OCONUS

MAC II SRA, CM, EM, PM, FM, CC, SHIP ASSESSMENTS

CONUS/OCONUS

MAC III PM, FM, CC, SHIP ASSESSMENTS

CONUS/OCONUS

1.0 PURPOSE

The U.S. Navy must maintain and modernize its ships to meet current and future operational requirements. To that end, the Government intends to utilize this supply contract for the repair, maintenance and modernization requirements of Littoral Combat Ships homeported in the Mayport, FL homeport. Accordingly, the primary place of performance is the Mayport, FL port where the Southeast Regional Maintenance Center (SERMC) will administer the contract. However, work may be accomplished in other continental United States CONUS and outside continental United States (OCONUS) locations to be specified on individual delivery orders (DO). OCONUS delivery orders may be administered by different Ordering Activities per Section H: Special Contract Requirements

Fair Opportunity Process (Ordering Procedures).

1.1 DESCRIPTION

This Indefinite Delivery Indefinite Quantity Multiple Award Contract (IDIQ-MAC) vehicle for Littoral Combat

Ships (LCS) 1 VARIANT ships shall encompass scheduled and continuous maintenance, repair efforts, planned maintenance and facilities maintenance/corrosion control, and emergent Chief of Naval Operation (CNO) availabilities or Window of Opportunity (WOO).

A larger percentage of preventative and corrective maintenance when compared to other surface ships is performed by ashore fly-away teams and/or through distance support. The LCS sustainment strategy calls for frequent maintenance periods as part of the ship's operational schedule - normally five days per month for standard preventive maintenance and quarterly for more significant corrective maintenance. The work to be accomplished during planned maintenance availabilities (PMAVs) and continuous maintenance availabilities (CMAVs), including emergent maintenance, will be conducted by the Contractor’s U.S. based maintenance team. Support for deployed hulls will be accomplished with tailored fly-away teams.

Modernization efforts are not restricted exclusively to availability types. All efforts will be made to perform the modernization during availabilities; a WOO or CMAV can be utilized in careful coordination with PMS 505 and the

Planning Yard (PY).. The Contractor shall coordinate with the Planning Yard (PY) for class design, specifications, material identification, Long Lead Time Material (LLTM) and material ordering. This coordination shall include all material management issues such as obsolescence; and Command, Control, Communications, Computer, Combat

Systems and Intelligence (C5I)/Software Support Activities’ installations. The Contractor shall also coordinate with the Execution Planning (EP) Contractor for coordination of Long Lead Time Material (LLTM) and for any issues arising out of the work package development. LLTM is defined as greater than A-30.

The Contractor shall submit CDRLs as directed in the individual delivery orders.

1.2 GENERAL SCOPE OF SHIP REPAIR AND OVERHAUL (CLIN 0X01– 0X12)

The Contractor, under the direction of SERMC but as an independent Contractor and not as an agent of the

Government, shall furnish the labor, material, equipment, support and facilities necessary for the accomplishment of the work identified in each DO. Typical ship repair efforts include management, planning, engineering, quality control, shipboard/off ship production and component/system testing and trials.

The successful IDIQ-MAC holder will be responsible for all work required under a DO, regardless of whether specific work items are performed with in-house resources or are subcontracted. The Prime Contractor(s) are responsible for all contracted and subcontracted labor, management, supervision, coordination, quality control, quality assurance, quality management, safety management, environmental management, material, equipment, and transportation necessary to perform the requirements of each ship maintenance, modernization and repair DOs issued to deliver the mission-ready vessel(s). The Prime Contractor(s) shall ensure adequate resources are dedicated to comply with the standards, guidelines and procedures as stated to satisfy the requirements of DOs.

The Contractor shall submit and maintain a detailed Integrated Master Schedule (IMS) to monitor all maintenance/modernization to ensure maximum space utilization, completion of critical path repairs, prevention of maintenance work overlap/conflicts and identification of HAZMAT/ Environment, Safety and Occupational Health

(ESOH) maintenance tasking in accordance with (IAW) CDRL A011 (OT-20-20035). The IMS shall include repairs being made, repair time, work overlap and workspace requirement. The IMS shall provide Critical Path Analysis for work to be performed, weekly, monthly, quarterly and annual reports using histograms and descriptive statistics.

1.2.1 In performing this contract, as tasked in individual DOs, the Prime Contractor(s) shall:

(9) Identification of related changes, if any, to the internal milestones and production and contract completion dates.

16.3 GOVERNMENT REVIEW AND RESPONSE TO CFR

The Maintenance Team shall review the CFR. If the CFR is inadequate or incomplete, it will be rejected with time continuing to accrue (relative to 2-day requirement). As appropriate, the Government and contractor will need to meet, conduct ship checks and/or discuss the recommendation for corrective action further to determine the full scope of work required prior to final approval of the CFR. The contractor's accuracy reflected in the CFRs submitted may be evaluated in CPARS and utilized for past performance ratings on future DOs.

16.4 REQUEST FOR CONTRACT CHANGE

When the requirement is validated and fully scoped, the Government will generate a Request for Contract Change

(RCC) and the ACO will request a proposal from the contractor.

The contractor shall provide all Change Order Price Analysis (COPA) proposals to the contracting officer in response to RCCs within three (3) business days. A COPA addressing a change to a FFP delivery order shall include at a minimum:

b. Subcontractor Quote* (If applicable) $__________

c. Material Quote* (If applicable) $__________

d. Mark-up (If applicable) $__________

*Documentation must accompany the COPA for the COPA to be considered submitted to the ACO.

If circumstances arise where the contractor is unable to submit a COPA within three (3) business days, the contractor shall notify the Government in writing of the specific circumstances and provide a date in which a COPA proposal will be submitted. Notification of late submission of a COPA proposal does not exempt the contractor from meeting the three (3) business day requirement, but will be considered by the Government when conducting a

CPARS evaluation. The contractor’s timeliness in submitting COPAs in response to RCCs may be evaluated in

CPARS and utilized for past performance ratings on future DOs.

16.5 MODIFICATION NEGOTIATION

Once the Government receives the contractor’s proposal, it will evaluate and negotiate it in accordance with applicable Agency regulations and policies. If necessary, the Government may issue unilateral modifications in accordance with DFARS 252.217-7003 to accomplish required work using the pre-priced labor and material rates, outlined in Section B of this contract or as specified in individual DOs.
