About this file
This document contains questions and responses related to a solicitation for multiple award contracts to provide sustainment services for Littoral Combat Ships on the east coast. The Naval Sea Systems Command will award indefinite delivery, indefinite quantity contracts for services including drydocking selected restricted availabilities, selected restricted availabilities, continuous maintenance availabilities, and unscheduled and emergent maintenance within and outside the continental United States. Three multiple award contract structures are outlined for full scope services as well as a potential small business set aside for preventative maintenance, facility maintenance, and corrosion control within the continental United States. The period of performance for all contracts is five years with one-year ordering periods. Attachments to the solicitation will be updated through amendment to correct formulas and ensure labor and material costs are captured accurately by year. Offerors should monitor the beta SAM website for amendments and submit any requests for restricted attachments to points of contact provided by September 8, 2020. Award of these multiple award contracts is targeted for March 2021 to be performed at locations including the South East Regional Maintenance Center in Mayport, Florida and other continental and overseas sites.

Question Date Question Area Para. # Contractor Question Government Response
91 9-Oct-20 Section L Does the Government intend to issue delivery orders on an annual basis or for some shorter period of time? Delivery orders will be solicited on an as-needed basis.
92 9-Oct-20 Section L Does the Government anticipate that Delivery Orders will be issued for multiple Ships or individually by Ship? Will be determined on a delivery order level.
93 9-Oct-20 Section L Does the Government intend to award Delivery Orders by CLIN or by groups of CLINs? Depending on requirement, delivery orders can be issued across CLINs.
94 12-Oct-20 Section J
Attachment J-20
Certain cells in Attachment J-20 do not contain formulas to indicate the source values. For example, Cell F26, F28, F30, F32, F34, F36, F38, F40. Similar comment for each Ordering Period. Will Government provide an updated Attachment J-20?
Attachment J-20 will be updated with Amendment 0003
95 15-Oct-20 Section J
Attachment J-20
When completing the J-20, the summary tab formulas have placed all the labor hour costs in the base year. For example, under CLIN 0003 (SRA) FFP, the formula in column F is adding the SRA hours for Base, OY1, OY2, OY3, and OY4.
This calculation is continued for all of the CLINs in the base year resulting in all of the labor costs in the base year and only material costs in the out years.
Will a revised J-20 be provided or should the contractor fix the equations so that labor is summarized in the appropriate year?
Attachment J-20 will be updated with Amendment 0003
96 15-Oct-20 Section J
Attachment J-20
When completing the J-20, the summary tab formulas for material are incorrect. For example, under CLIN 0003 (SRA) FFP, the formula in column G captures both the labor and material costs for the base year.
This calculation is continued for all of the CLINs in all years, causing the overall value of the evaluated contract to be incorrect.
Will a revised J-20 be provided or should the contractor fix the equations so that material is summarized in the appropriate year?
Attachment J-20 will be updated with Amendment 0003
