Area Para. # Contractor Question Government Response
9 16-Sep-20
Section L
Note 4
Note 4 states: “Each Volume shall be formatted with separate files submitted for each Factor and Sub-Factors Areas.” Please confirm that it is the
Government’s intent that each proposal volume be separated out into individual files by factor/sub-factor. For example, for MAC III, Volume II –
Technical Capability would comprise 5 different .pdf files:
1) Front matter (title page, table of contents)
2) Sub-Factor 1: Management Approach
3) Sub-Factor 2: Technical Approach
4) Sub-Factor 3: Resource Capabilities
5) Key Personnel Resumes
Yes.
10 16-Sep-20 Section L
A(3)
A.(3) states: “The Technical volume shall consist of no more than 90 pages when printed out.” Given that page 220, Note 4, instructed that each proposal sub-factor be submitted as its own file, how should offerors page number the various files/documents (e.g., continuous numbering, or begin at page 1 for each file)?
Each file should start with Page 1
11 16-Sep-20 Section L
A(4)
A.(4) states: “The proposals must be prepared using the Times New Roman typeface at a font size no smaller than 12-points.” Would the Government allow the use of smaller (i.e., 10 point) font in tables and graphics, with the understanding that this allowance will not be used to subvert proposal page limitations?
No, all parts of proposal shall not be smaller than 12 pt. font.
12 16-Sep-20 Section L
A(4)
A.(4) states: “The proposals must be prepared using the Times New Roman typeface at a font size no smaller than 12-points.” Would the Government allow the use of smaller font in proposal headers and footers?
No, all parts of proposal shall not be smaller than 12 pt. font.
13 16-Sep-20 Section L
The first paragraph on page 224 states:…and the technical proposal should be enclosed in a sealed envelope marked “TECHNICAL INFORMATION –
NOT TO BE PUBLICLY DISCLOSED.” COVID-19 pandemic restrictions dictate that offerors will only submit electronic proposals – not hard copies.
Will the Government please remove this requirement?
Yes. Amendment 0001 removes the following statement: "...and the technical proposal should be enclosed in a sealed envelope marked “TECHNICAL INFORMATION – NOT TO BE
PUBLICLY DISCLOSED”.
14 16-Sep-20
Section L
On page 228, in the instructions for Volume III – PAST PERFORMANCE, it states: “Parts I, II, and III of the past performance questionnaire shall not exceed three (3) pages.” However, on page 221, under item (3) it states: “There is no limit on the number of pages that can be submitted for the Price and
Past Performance and Pre-Award Information Volumes.” Please clarify.
There are no page limits on past performance. "Parts I, II, and III of the past performance questionnaire shall not exceed three (3) pages." to be removed in Amendment 0001.
15 16-Sep-20 Section J
Attachment S-3
In the instructions for Attachment S-3, the government requires the submission of a Cost Performance Report (CPR) for every contract cited as a past performance. Does the government have a specific format or official form for this report? Cost reporting on prime contracts is agency/command specific, and on subcontracts is determined by the prime, resulting in different formats and different methods for displaying the data. Will the government accept the reports in the format they are currently submitted in, to the applicable authority?
The Government will accept reports in the format they are currently submitted to SERMC.

Section M
2.0
3.0
Page 238 states that MAC III proposal evaluations will consider whether offerors meet the following criteria: “4) Be determined responsible under FAR
Part 9.104.” However, page 242 states that Pre-Award Information “is NOT an evaluation factor.” Please clarify if and how the Government intends to evaluate Volume IV.
Government reviews Volume IV and ensures the data provided aligns with Government database systems found in FAR 9.104-6.
17 16-Sep-20 Section C
12(a)
The SOW states: “The Contractor shall not charge, and the Government shall not pay, as an allowable cost under this contract, any man-hour costs
(whether straight-time or overtime) for Contractor personnel or subcontractor personnel traveling to or from worksites, including travel to worksites other than the Contractor’s facility for performance of contract work.” Does this prohibition apply to travel time for OCONUS work?
Government will pay for travel time going from CONUS location to OCONUS location.
Government will not pay for travel from OCONUS Lodging to OCONUS Worksite.
18 16-Sep-20 Section C
The RFP states: “The Contractor and its subcontractors shall use Department of Defense (DoD) Supply systems as the first source(s) to identify and procure material.” In executing PMAV support in San Diego, we have found that the DoD Supply System does not usually have the specialty items called for by select MRC cards, and thus we have developed relationships with OEMs to get the required parts faster, and usually at or below the price quoted in the stock system. Is it the government’s intent that contractors must use the supply system first, and then get permission to purchase items from OEMs from the government, or will contractors be given the flexibility to purchase items in the most expeditious and efficient manner available to support individual PMAVs?
DoD Supply systems shall be the first source(s) to identify and procure material.
19 16-Sep-20 Section C
12(d)
The SOW states: “Additionally, the Contractor shall not charge, and the Government shall not pay, any transportation costs under this contract associated with transporting Contractor or subcontractor personnel between the Contractor's facility (or subcontractor's facility), and any other worksite to perform
(SRA/DSRA). Transportation costs include, but are not limited to, bus fare, car fare, train fare, or boat fare, paid by the work force, or paid by the
Contractor on behalf of the work force.” Does this apply for SRA/DSRA that are performed outside of Mayport, FL?
No.
20 16-Sep-20 Section H
The RFP States: “An email will usually contain the RFP/Solicitation and will include the DO selection criteria, proposal due date and any other instructions necessary for proposal submission.” However, in Section G page 134, paragraph C-1 states “Pre solicitation and solicitation. All IDIQ holders will receive notification of the posting at the time a proposed Order is posted to the SeaPort portal.” Could the Government please clarify the references to the Seaport portal?
Clause requiring use of SEAPort, G-216-H003 Ordering Process for Multiple Award Contracts
(MACS) (NAVSEA) (JAN 2020) will be removed in Amendment 0001. Therefore, the requirement for subcontractors to sign the proposal will be removed.

Clarification; Is the LCS SEC Attachment S-5 is to serve only as a MAC III capabilities qualifier under Section B. Technical Approach for MAC III contractors? Or is it to be costed in labor and materials?
Clarification; MAC I capable contractors are required to include PM, FM and CC types of work within their scope, per SECTION M- FACTORS FOR
AWARD 1. General. Should MAC I contractors include the S-5 capabilities qualification under their Volume II Technical Capability, or will the
Attachments S-2 and S-4 be the only submittals required for MAC I contractors per the SUBMISSION OF PROPOSALS ?
S-5 is for MAC III only to determine their Technical Approach and overall knowledge about
Maintenance Requirement Card (MRCs) through a small sample size.

54 22-Sep-20 Section L
A(1)(a) If offeror is submitting a proposal for both MAC I and MAC II awards, are these to be submitted as one combined proposal or two separate proposals? Offerors shall submit one proposal.
55 22-Sep-20 Section L
A(1)(a) If offeror is submitting a proposal for MAC I are they automatically eligible for a MAC II award.? Or is a separate MAC II proposal required?

56 22-Sep-20 Section J
Attachment S-4 Are teaming agreements exempt from the 90-page limit for Volume II?
No, Teaming Arrangement proposals must be submitted by one Prime Contractor in accordance with stated page limitations.
57 22-Sep-20 Section G (a) General Question: Is this to mean that exceptions cannot be made at the delivery order level for the benefit of the government?
Delivery orders will include delivery order specific terms and conditions. It is not intended for these to be in conflict with the overarching MAC-IDIQ contract.
58 22-Sep-20 Section G (c)(1)(b)
Reference: (b) For each solicitation for which the Contractor chooses to submit a proposal, before the closing date and time specified in the solicitation, the Contractor and its subcontractors shall sign their proposal and submit it through the SeaPort portal.
Question: Why are subcontractors required to sign the proposal? Prime contractors would not share all the details of the proposal as that is sensitive information and subcontractors would not be inclined to sign a document that they could not review. Is this requirement intended solely for cost plus work?
Clause requiring use of SEAPort, G-216-H003 Ordering Process for Multiple Award Contracts
(MACS) (NAVSEA) (JAN 2020) will be removed in Amendment 0001. Therefore, the requirement for subcontractors to sign the proposal will be removed.
59 22-Sep-20 Section C C(3) How would the government award more than one order on a single competitive order? Would the government give partial awards, this would invalidate pricing? We recommend deleting “more than one” award for a single order.
RFP Section C(3) refers to SECURITY REQUIREMENTS. It is unclear to the Government what section is referred to in this question as it seems to be unrelated to Security Requirements.
60 22-Sep-20 Section L The TRAVEL CLINS are 'Cost Type', are they limited to MAC holders with a DCAA-approved/certified CAS?
Cost reimbursable Travel CLINs may be included on FFP orders, and would not require DCAA-approved/certified CAS systems. However, all expenditure receipts and cost data shall be provided to the Administering Contracting Officer.
61 22-Sep-20 Section L L-215-H004
Reference: (a) The Offeror shall complete the “Price Group” (Block 17) and “Estimated Total Price” (Block 18) of each data item on the Contract Data
Requirements List (CDRL) of this solicitation using the following instructions:
Question: Are the CDRLs to be priced with this RFP or will they be priced based on each DO? There is a significant difference in effort based on the
CLIN that the CDRL would apply and there is no direction for price/cost beyond the first year.
CDRL's are not seperately priced. Poposed MAC-IDIQ Delivery Order level pricing shall consider CDRL's.
62 22-Sep-20 Section M 3.0 Factor 1
Since the hours are set in the J-20, and the Ceiling rate composition is directed in Section B, Note J, how is fair and reasonableness going to be determined? There is no allowance for efficiency from a more effective labor mix of direct employees that are disallowed by Note J in the "FULLY
BURDENED SHIP REPAIR LABOR RATE".
Price will be evaluated in accordance with Section M, Evaluation Factors, Volume 1 Price
Proposal, Factor 1-Price.
63 22-Sep-20 Section B Note J
Reference: The fully burdened ship repair labor rates (straight time) represent the respective ceilings for the blended labor rates of the offeror, including labor transferred between divisions, subsidiaries, or affiliates of the offeror under a common control.
Question: Does this mean that authorized overtime can be charged at above the ceiling rates?
Overtime rates are only allowable under cost type orders. FFP orders shall not include pricing above the ceiling rates.
64 22-Sep-20 Section B Note J Can the Government clarify if SRAs should be priced with consideration of being accomplished at the contractor's facility (effects security, energy, water considerations)?
Specific availabilities will be priced at the delivery order level in accordance with delivery order requirements.
65 22-Sep-20 Section B Does the Government intend to conduct horizontal groupings of planned maintenance activities to allow the potential for greater efficiencies and better workload planning?
Specific availability requirements, like grouping strategies, will be determined at the delivery order level.
66 22-Sep-20 Section B What is the extent of the MAC 3 type of work for OCONUS operations? Will it be limited to ship assessments or will there also be execution of PM,FM, and CC work activities?
Reference Section B, NOTE M: IDIQ MAC III HOLDERS that have the capability of performing all work for PM, FM, CC, Ship Assessment CONUS and OCONUS. MAC III will include CLINs: 0X09-0X18.
67 22-Sep-20 Section B
Due to production support functions being dependent on the size, complexity, and length of a work package, will the Government provide worst case scenarios for each ot the CLINs? (I.e., Security will be based on longest availability, Material Handling and Purchasing will depend on largest quantity of
GFM and CFM required for maintenance or alterations, Scheduling may depend upon the number of direct AIT’s needing to be coordinated.)
No, specific delivery order requirements will be detailed at the delivery order level.
68 22-Sep-20 Section G (c)(1)(b) Is the intent to issue and award all delivery orders through the Seaport portal?
Clause requiring use of SEAPort, G-216-H003 Ordering Process for Multiple Award Contracts
(MACS) (NAVSEA) (JAN 2020) will be removed in Amendment 0001
69 22-Sep-20
Section L
Attachment S-1
The RFP states “S1 Questions and Comments” submissions shall clearly note questions that are considered to be proprietary or business sensitive.” Please confirm that it is the Government’s intention to answer all questions submitted by Offerors. Also, please explain how the Government intends to answer questions of a business sensitive or proprietary nature so that all Offerors have the benefit of that information while protecting a company’s business sensitive or proprietary information.
Questions labeled as "business sensitive" or "proprietary" will be sanitized, and answered via a beta.SAM posting. It is the Government's intent to answer all questions received prior to the deadline.
70 22-Sep-20 Section L
The RFP “The source selections will be conducted as a Lowest Price Technically Acceptable (LPTA). Based on market research, MAC I and MAC II will be selected via a full and open competition and some of the MAC III efforts (specifically CLIN 0X09 and 0X10) are being set-aside for Small Business concerns. The Navy reserves the right to not award any MACs. However, the Navy anticipates awarding at least two (2) MAC I contracts, six (6) MAC II contracts, and four (4) MAC III contracts as a result of this RFP. Awards will be made to those responsible Offerors whose proposals represent the Best
