Question Date Question Area Para. # Contractor Question Government Response
75 16-Sep-20 Section C
2.0
Heavy Weather Plan and Fire Prevention Plan are shipyard required Standard Items. Successful Lot III bidders will be executing PMAVs in shipyards
(where the shipyard plans would be in effect) or pier side (where Navy plans would be in effect). Furthermore, PMAV execution does not require hot work, thus a Fire Protection plan would not be necessary. Can the requirement for these plans be modified to exclude Lot III offerors?
No. MAC III offerors are not exempt from submitting Heavy Weather and Fire Prevention Plans.
76 21-Sep-20 Section C 14.2 Does OARS require the Prime Contractor to obtain access annually or is the access provided for the lifecycle of the Prime Contract?
Details regarding access to OARS are determined by the Contracting Officer Representative
(COR) after contract award in conjunction with SERMC C400.
77 21-Sep-20 Section C 14.2 Will NSNs be required for all materials entered into the system? If yes, will the Government apply NSNs to all applicable materials required to be procured?
NSN should be used when available. If not available, it is possible to use part numbers and
CAGE (Commercial and Government Entity) Codes.
78 21-Sep-20 Section C 14.2 Are Customer accomplishing the reporting requirements within OARs currently for the materials? If yes, how many full time employees are required to accomplish this task per availability?
Because this is a new requirement, the Government cannot predict the demand signal by avail type.
79 21-Sep-20 Section C 6
During execution of PMAVs an impact of four (4) hours is a significant disruption of planned work. Will the Government define delays for PLANNED
MAINTENANCE (PM)/FACILITY MAINTENANCE (FM)/CORROSION CONTROL (CC) that are five days or shorter in duration to two (2) business hours or less?
No. Section C, Paragraph 6 states "A minor delay is defined as four (4) business hours or less in duration for all types of availabilities."
80 21-Sep-20 Section C 1.2 Will the government please specify the data requested via histogram and specify the term “descriptive statistics”?
Yes. The Contractors will submit and maintain a detailed Integrated Master Schedule (IMS) to monitor all maintenance/modernization. Within that requirement (Section C, Paragraph 1.2) and
A011 Key Events CDRL submittal, the Contractor shall determine the critical path. To determine the critical path, the Contractor can use historical data or other statics data provided to them by other activities such the Planning Yard or the Execution Planner (3PP).

Attachment S-4
The required Attachment S-4 contains a distribution statement that is different than what’s required for the proposal. “DISTRIBUTION STATEMENT D.
Distribution authorized to the Department of Defense and U.S. DoD contractors only (Administrative or Operational Use) (29 APRIL 2020). Other requests shall be referred to PMS 505.” Can the completed Attachment S-4 be delivered as an Attachment to Volume II? If it’s an Attachment, is it exempt from the 90-page limit for Volume II?
Acknowledgement of a different Distribution D statement on Attachment S-4. No, it is not treated seperately and therefore, is included in the 90 page count limit.
83 22-Sep-20 Section C 1.2.3.2
Proposal Reference: Within twelve (12) hours of ship check, MAC holders shall provide the Government a proposal. At a minimum, the proposal shall be of a class C estimate standard and shall be supplemented with a brief explanation of proposed costs/price.
Question: A class C estimate is assumed to be within +/- 15%. Within 12 hours of a ship check will not allow most vendors/suppliers to provide budgetary quotes in response to the emergent needs. Are historic costs without quotes acceptable to meet this timeline?
Yes. Historic costs are acceptable when timely quotes are not. The historical costs should be a part of the proposal submitted to the Government with a brief explanation.
84 22-Sep-20 Section C 1.2.3.4
In 1.2.3.1 it states that we have to accomplish a ship check OCONUS within 72 hours, and in 1.2.3.2 we must provide a proposal within 12 hours of the ship check. Is the 72 hours to commence shipboard work of discovery and original notification from the acceptance of the proposal provided in 1.2.3.2?
Without first accomplishing the ship check and developing the proposal, how would the Contractor know whom to send to the OCONUS location?
Yes – it is 72 hours after shipcheck and proposals submitted.
85 22-Sep-20 Section C C-244-H002
Notwithstanding FAR 52.244-2(d) and in addition to the information required by FAR 52.244-2(e) of the contract, the contractor shall include the following information in requests to add subcontractors or consultants during performance, regardless of subcontract type or pricing arrangement:
(1) Impact on subcontracting goals,
(2) Impact on providing support at the contracted value,
(3) IF SEAPORT TASK ORDER - The results of negotiations to incorporate fee rate caps no higher than the lower of (i) SeaPort-e fee rate caps for the prime contractor, or in the case where the proposed subcontractor is also a SeaPort-e prime, (ii) fee rate caps that are no higher than the subcontractor's prime SeaPort-e contract.
Question: Our interpretation of the referenced FAR clauses would make this contract clause only come into effect on Cost-type contracts, please confirm or elaborate.
No - the Government does not concur. This FAR clause is invoked on FFP Delivery Orders - If the Contractor does not have an approved purchasing system, consent to subcontract is required for any subcontract that- (2) Is fixed-price and exceeds and is the greater of the simplified acquisition threshold, as defined in FAR 2.101 on the date of subcontract award, or 5 percent of the total estimated cost of the contract.
86 22-Sep-20 Section B
Note J
There is an allowance to have direct production support employees (i.e. QA, Safety, or Scheduling) to be incorporated into the rate 'indirectly'. This allowance will inflate the CEILING RATE and not be in accordance with our current Forward Pricing Rate aligned with our disclosure statement. This level of 'production support' functions will grow exponentially with the complexity of the availability and further escalate the rate. For large business MAC holders, there is a 30% small business requirement and many of the functions required of the prime to manage subcontractors & AITs (QA, Scheduling, Project Management/Coordination, Testing) are now allocated as 'production support' and effectively become overhead for the purposes of the CEILING
RATE. Does the government concur with these interpretations and effects to the CEILING RATE?
No. The Government price analysis will be conducted in accordance with FAR 15.404-1(b).
Prices for fixed-price work items, fully burdened ship repair labor rates, and material burden rates will be analyzed to ensure fair and reasonable pricing. However, the Offerors should proposed their labor rates based on direct and indirect rates - regardless of any FPRA.
87 22-Sep-20 Volume 1
Volume 1
Section C, subparagraph 1, page 226, provides the total projected hours for two concurrent PMAVs. This subparagraph provides a number of concurrent
PMAVs and the assumed hours for the combination. Attachment S-5 is a limited work package that does not cover all potential preventative maintenance activities including required material. In order to provide a more accurate burdened rate, a full assessment of the hours per labor category that also includes subcontractors would be required. Could the Government provide a full notional work package(s) so that the overall all labor mix and hours can be assessed?
No. The notional PMAV work package is meant to determine the knowledge level of the Offerors and two concurrent PMAVs to determine the resources available. However, for Planned
Maintenance (PM) and Facilities Maintenance (FM) and Corrosion Control (CC), Offerors shall propose fully burdened labor and material burden rates necessary to accomplish the requirements, in accordance with Attachment J-3 (Force Revision).

Section C
Attachment S-5
Subparagraph 1
This subparagraph provides a number of concurrent PMAVs and the assumed hours for the combination. Attachment S-5 is a limited work package and that does not cover all potential preventative maintenance activities. Could the Government provide a full notional work package(s) and a projected PMAV schedule in order to better understand the overall staffing required?
89 30-Sep-20 Section C RFP para 1.3.1.17 Will government provide access to SKED 3.2 and assign awardee a workcenter within SKED 3.2 upon award? No. SKED 3.2 is onboard ship application. LCSRON Two will control all SKED 3.2 entry.
90 30-Sep-20 Section C RFP para 1.3.1.17 Will awardee be required to use Maximo if SKED 3.2 is not provided to awardee? No. The Government does not intend to use MAXIMO.
