Paragraph 3.5 states, "Accomplish the requirements of 009-26 of 2.1 including Attachment C for removal of existing deck and installation of new PRC deck covering in location listed in 1.2.2".

*Contractor notes that the vessel has been forward deployed and Homeported in Yokosuka, Japan for a number of years and may have recieved deck cover replacement and/or repairs that may contain a non-standard Rubber Based underlayment of verying thinkness that is not typical when accomplishing the requirements of NSI 009-26 Attachement "C" requirements.

*Contractor notes that this non-standard Rubber Based underlayment has been encountered on other vessels that have been forward deployed to Yokosuka, Japan for example USS Cowpens (CG-

63) during its SSRA / MODPRD avails and requires signifcantly more effort during the removal and preperation process that increases the cost than that typicaly encountered to accomplish NSI 009- 26 Attachement "C" requirements.

*Contractor notes that the following listed (14) specification found in the J-11 Specification Package also have requirements to accomplish NSI 009-26 Attachement "C" and are affected by the response to this PPI, WI's 438-90-003, 472-90-002, 512-90-002, 634-11-001, 634-11-006, 634-11- 012, 634-11-019, 634-11-023, 634-11-024, 634-11-025, 634-11-035, 640-11-002, 641-11-003 and 643-11-002.

Can the Customer confirm by listing the affected specification and locations any decks that may have recieved this non-standard Rubber Based underlayment during the vessel forward deployed to Yokosuka, Japan?

Information noted; however, JRMC, Yokosuka homeports a number of US Forward Deployed Naval Forces (FDNF) ships; it is known, that they use the same standards used stateside to repair and maintain our FDNF ships, unless, a departure from those standards have been authorized by delegated technical authority.

In this case, we cannot confirm if there was a departure authorizing the install of the mentioned non-standard rubber base underlayment. The work item (WI) provides the scope of work and the requirements that need to be met, therefore, perspective bidders are to submit proposal in accordance with the requirements of the WI.

SWRMC19-

CN01 and Attachment J- Specification Package No.

TPPC-DDG63-

SWRMC19-

CN01

Work Item 997-11-001, Drydocking and Undocking; accomplish

DDG-63 (USS STETHEM), Paragraph 3.1.7 states, "Drydocking period shall not exceed 180 days unless directed otherwise by the SUPERVISOR at the Docking Conference".

DDG-73 (USS DECATUR), Paragraph 3.1.7 states, "Drydocking period shall not exceed 280 days unless directed otherwise by the SUPERVISOR at the Docking Conference".

Contractor notes that the Maximum docking durations for USS STETHEM and USS DECATUR are 180 days and 280 days respectively.

In accordance with RFP Execution Scenario 2 (USS STETHEM and USS DECATUR utilizing concurrent “double” docking), bidder requests that the Maximum docking durations for both USS STETHEM and USS DECATUR be changed to “Drydocking period shall not exceed 280 days” (Same Duration). RFP Execution Scenario 2 requires the Docking and Undocking dates to be the same for both USS STETHEM and USS DECATUR.

In addition, the RFP provides the following Availability Start Dates:

USS STETHEM: 16 September 2019 USS DECATUR: 03 September 2019

In accordance with RFP Execution Scenario 2 (USS STETHEM and USS DECATUR utilizing concurrent “double” docking), bidder requests that the USS STETHEM and USS DECATUR Availability start dates be changed to 03 September 2019 (Same Date). RFP Execution Scenario 2 requires the Availability start dates to be the same to facilitate Docking both vessels at the same time.

The Navy’s responses to these bidder’s questions are required as soon as possible to facilitate required proposal preparation/estimating efforts, subcontractor/vendor solicitations and facility planning efforts.

Please advise soonest!

DECATUR docking work item was corrected to not exceed 180 days. 280 days does not support the availabity schedule.

Due to ship schedules, the start of availabity dates cannot be adjusted.

43 997-11-001 n/a Work Item 997-11-001, paragraph 3.7 requires that the vessel be drydocked within the first 10% of the contractual period. This unusually early constraint minimizes contractor scheduling flexibility and could result in limiting competition for the Government due to other dockings that may encroach on this time fence. Recommend that the language in paragraph 3.7 be removed to allow maximum flexibility for Offerors and increase the probability of the Government receiving multiple competitive bids.

Work Item is revised to reflect a dry-docking date within the first 25% of the availability.

File details come from the government source that posted it.
