57 N/A RFP

On page 106 of 198 the RFP states, NOTE F: SPECIAL AGREEMENT FOR CHANGES WITH A PRICE OF $25,000 OR LESS

To make administration of small dollar value changes more efficient and less costly, both parties (Government and Contractor) agree to a pre-priced value for individual growth items with an estimated price of $25,000 or less. The Contract will include a firm fixed price for growth valued at $25,000.00 or less. Zero-dollar changes and administrative contract changes (for example, drawing revision change where no additional work is required) shall not be executed using the Small Dollar Value Growth procedures, but will follow the change process.

Question:

In NOTE F, will the Government clearly identify changes in drawings when they have determined that "no additional work is required"?

Yes, the Govt. will clearly identify when changes are deemed administrative and zero-dollar.

*Contractor notes the Attachment J-3 Flex Milestones does not include the "15 days prior to the start of availability" timeframe listed within the funded Period of Performance. The Government has the J-3 "Avail Start at KTR Facility" as September 3, 2019.

Will the Government revise the current Attachment J-3 to include the additional 15 days (At the NAVSTA?) or revise the delivery of Conex Boxes to the Start of Avail?

The availability start date is correctly stated in the J-3 as September 3, 2019.

Contract award is anticipated for July 2019 and contractor proposals should plan to execute the paragraph 3.19 requirement 15 days prior to the start of the availability.

Solicitation states, "Execution Scenario 2: Both the USS DECATUR (DDG 73) and USS STETHEM (DDG 63) availabilities together, utilizing concurrent “double” docking, if supported by the offerors’ available pier & dock facilities..."

*Contractor assumes that under Scenario 2, that a single Berthing Barge will be utilized to accommodate both crews for the duration of the avails in the Port of San Diego CA.

Question: Can the Customer confirm that in the Port of San Diego CA. a single Berthing Barge of adequate size and configuration to accommodate both vessels Ships Force duty sections will be provided for execution of Scenario 2?

A single barge will not be big enough for both crews. The local barge code is tracking for both ships to have a barge to themselves if the avails remain in homeport.

Type Question Government Response

65 N/A Attachment J-3 & J-13 Execution Milestones and Key Event Dates

IAW Section C - Descriptions and Specifications, SCOPE OF WORK, 2. LOCATION: which states, "Government facilities are not available for this requirement. All work shall be completed at the contractor’s facilities." Additionally, attachments J-3 and J-13 Execution Milestones and Key Event Date documents also identify the first milestone as, "Avail Start at KTR Facility." These appear to be generalized statements prepared for a coastwide bid for out of homeport (San Diego) bidders.

The contractor has reviewed previously awarded contracts, both Coastwide and SDMAC, and notes that availabilities accomplished in the Port of San Diego start pierside at NAVSTA 32nd Street for the first 14 Calendar days. This allows the customer and ship's force time to prepare the ship to enter contractors facility. Activities listed are not all inclusive: Ship's Force movement to Berthing Barge and Ship's Force off-load of stores, material, and portable equipment. This also allows the contractor an opportunity to set-up temporary services; installation of staging, drain, disposal, and dewatering of specific water systems;

installation of the AN/SPY-1D Antenna Protective Covers and installation of deck protection prior to arrival in the contractors facility.

Question: Can bidder's assume that if the contract is awarded to a bidder for accomplishment in the Port of San Diego, than the first 14 Calendar days will be accomplished pierside at NAVSTA 32nd Street prior to movement of the ship and berthing barge to the contractors facility?

Yes, if awarded in homeport San Diego, the first 14 days is to allow for crew move ashore and preparation of the ship transit to the contractor facility.

66 N/A Attachment J-3 Please provide Ref-2.39, (RLAR 71605/DDG73/1182084), for USS Decatur (DDG-73) work item 651-90- 001 (E6). RLAR 71605/DDG73/1182084 provided with Errata 6.

67 992-31-002 Defuel Ship; accomplish

Paragraph 3.1 states, "Coordinate the off-loading or transferring of fluid from each tank through the Ship's Damage Control Assistant (DCA), via the SUPERVISOR, to maintain Ship's stability and prevent flooding".

*Contractor notes that this is not an Option specification, however apears to be for those Bidders outside the vessels home Port of San Diego CA.

Can the Customer confirm that this should be an Option Work Item and applicable only for those Bidders outside the vessels home Port of San Diego CA?

Yes, The option item is there in case the ship goes out of home port as the ship will need to have fuel to make the transit. Therefore there will be fuel that needs to removed prior to decomping the ship in preparation for docking.

68 N/A RFP - Proposal Scenarios

Contractor acknowledges that we are to provide multiple proposals to comply with the three scenarios in the RFP. The Contractor believes that proposals should be provided in the following manner:

Scenario 1 - Decatur Proposal (award Dectur not Stethem) Scenario 1 - Sthethem Proposal (award Stethem not Decatur) Scenario 2 - Decatur/Stethem Tandem Proposal (single award both ships) Scenario 3 - Decatur/Stethem Seperate Docks Proposal (single award both ships)

Question:

Does the Government concur that bidders are to provide a total of four seperate proposals for the three scenarios? Please advise soonest.

The Government clarifies that since each scenario results in separate contracts for each ship, up to six proposals should be submitted depending on an offeror's facilities:

Scenario 1 - Decatur Proposal (award Dectur not Stethem) Scenario 1 - Sthethem Proposal (award Stethem not Decatur)

Scenario 2 - Decatur/Stethem Tandem Proposal (award Decatur) Scenario 2 - Stethem/Decatur Tandem Proposal (award Stethem)

Scenario 3 - Decatur/Stethem Seperate Docks Proposal (award Decatur) Scenario 3 - Decatur/Stethem Seperate Docks Proposal (award Stethem)

File details come from the government source that posted it.
