N00024-19-R-4455
On page 128 of the RFP the Contractor notes the Governments inclusion of, HQ C-2-0051 SPECIFICATIONS AND
STANDARDS (NAVSEA) (AUG 1994):
(a) Definitions.
(i) A "zero-tier reference" is a specification, standard, or drawing that is cited in the contract (including its attachments).
(ii) A "first-tier reference" is either: (1) a specification, standard, or drawing cited in a zero-tier reference, or (2) a specification cited in a first-tier drawing.
(b) Requirements.
All zero-tier and first-tier references, as defined above, are mandatory for use. All lower tier references shall be used for guidance only.
It is the Contractor's understanding that all required references listed in paragraph 2 of a zero-tier specification (work item) are “first-tier” references. However, when a zero-tier specification directs to use a first-tier reference as “guidance”, bidders should not estimate the reference and only use it to aid in the development of an estimate of references that are to be accomplished.
Please concur or advise on this interpretation.
Bidders are to estimate all requirements to complete the work item. If the second tier reference has work that needs to be estimated to accomplish all aspects of the basic work tem, then they must be estimated and completed.

Work Item 997-11-001, Drydocking and Undocking; accomplish
DDG-63 (USS STETHEM), Paragraph 3.1.7 states, "Drydocking period shall not exceed 180 days unless directed otherwise by the SUPERVISOR at the Docking Conference".
DDG-73 (USS DECATUR), Paragraph 3.1.7 states, "Drydocking period shall not exceed 280 days unless directed otherwise by the SUPERVISOR at the Docking Conference".
Contractor notes that the Maximum docking durations for USS STETHEM and USS DECATUR are 180 days and 280 days respectively.
In accordance with RFP Execution Scenario 2 (USS STETHEM and USS DECATUR utilizing concurrent “double” docking), bidder requests that the Maximum docking durations for both USS STETHEM and USS DECATUR be changed to “Drydocking period shall not exceed 280 days” (Same Duration). RFP Execution Scenario 2 requires the
Docking and Undocking dates to be the same for both USS STETHEM and USS DECATUR.
In addition, the RFP provides the following Availability Start Dates:
USS STETHEM: 16 September 2019
USS DECATUR: 03 September 2019
In accordance with RFP Execution Scenario 2 (USS STETHEM and USS DECATUR utilizing concurrent “double” docking), bidder requests that the USS STETHEM and USS DECATUR Availability start dates be changed to 03
September 2019 (Same Date). RFP Execution Scenario 2 requires the Availability start dates to be the same to facilitate
Docking both vessels at the same time.
The Navy’s responses to these bidder’s questions are required as soon as possible to facilitate required proposal preparation/estimating efforts, subcontractor/vendor solicitations and facility planning efforts.
Please advise soonest!
DECATUR docking duration is not correct and should not exceed 180 days. WI is revised. 280 days does not support the availabity schedule.
Due to ship schedules, the start of availabity dates cannot be adjusted.

Paragraph 1.1 states, "Category I NAVSEA FY19 Standard Items through CHG 3 identified under Attachments J-1 and J-
11 are applicable to all items without further reference. Category II NAVSEA FY19 Standard Items through CHG 2 are applicable when invoked and/or referenced in individual work items specified in Attachments J-1 and J-11".
Contractor notes that utilizing NAVSEA FY19 Standard Items CHG 3 for Category and envoking NAVSEA FY19
Standard Items CHG 2 for Category II requirements appears to conflict with the with the typical application of NAVSEA
FY19 Standard Items
Contractor believes that the Category II NAVSEA FY19 Standard Items through CHG 2 is a typo and should state CHG
3.
Please provide the correct NAVSEA FY19 Standard Items Change applicable for this proposal?
All references to standard items need to be FY 19 Change 3.

Attachment J-14
DDG63 STETHEM
Pricing_Spreadsheet
Contractor notes that both the J-4 & J-14 Pricing Spreadsheets Tab labeled “Labor&Material Rates” the total line for
Column I, totaling # of Small Dollar Value Changes (SDVC) reads N/A and the sum of Price/Changes and Total SDVC
Price does not total and creating an erroneous, understated “New Work Evaluated Price” by not including the SDVC dollars.
Can the Customer provide revised J-4 DDG73 DECATUR & J-14 DDG63 STETHEM Pricing_Spreadsheets that correct the disparities identified above?
J-4 and J-14 Clarifications:
New Work is identified in row 34 (A34-L34). Cell I34 pertains to New Work and is not a total sum for SDVG. Cell L-34 is the total proposed price for new work only. SDVG is not applicale to new work and is not included in the total.
Cell D37, Proposed Labor and Material Burden Rate Price, sums cells L8-L34 and is the total price for Growth and New Work. This value carries forward to the Total Proposed_Evaluated Price tab.
Cell A39-D43 are for SEA 02 use only and are not used in the total proposed price for growth and new work.
However, the term SDVC is incorrect and is updated to reflect SDVG (Small
Dollar Value Growth)
