About this file
This document contains questions and answers regarding a Request for Proposals for Carrier Engineering Maintenance Assist Team and Surface Engineering Maintenance Assist Team services. The Naval Sea Systems Command seeks proposals for a cost plus fixed fee, indefinite delivery/indefinite quantity contract to provide professional systems and equipment maintenance support to aircraft carriers and surface vessels. The contract would have a five year ordering period and require labor to perform onboard U.S. Navy vessels located around the world, including in Norfolk, Newport News, Portsmouth, San Diego, Bremerton, Everett, and Yokosuka. Two attachments, J26 and J27, contain information designated for official use only, and offerors must request these attachments by email from the specified Navy contact along with verification of facility security clearance.

Question: Answer:
1 Section L Page 118, para. 1.6, Table 12
On page 118 of the RFP, item 1.6 of Table 12 in 3rd column, says “Limited to a total of 14 resumes. Key resume page count is in addition to this section’s 30 page maximum.” This indicates that there are 14 key personnel resumes. On page 129, Table 15 indicates there are 17 key personnel resumes.
Would the Government please clarify?
Pages 129‐130 asked for resumes from 2 Program Managers, 5 Project Managers, and 10 Production Managers, which is correct. Table 12, para. 1.6 has been updated to ask for 17 key personnel resumes.
See Amendment 0001.
2 Sec. L P. 129, para. 2
On page 129, second paragraph, second sentence says: “A description of the minimum educational and experience levels personnel categories can be found under section 4.3.2.1.” And on page 137, first paragraph, second sentence says: “The government minimum requirements for each key personnel labor category are identified in paragraph 4.3.2.1 of this section, and the minimum requirements for each non‐key labor category are as noted below.” There is no paragraph labeled “4.3.2.1” in the RFP. Would the Government please provide this section?
References to 4.3.2.1 have been removed and replaced with references to Attachment J‐23. See Amendment 0001.
3 Sec. L P. 129, Table
On page 129, Table 15 requires a total of 10 Production Manager key personnel resumes. In Attachment J‐23, there is a “62” in parenthesis beside Production Managers seeming to indicate that 62 Production Manager key personnel resumes may be required. Would the Government revise Table 15 on page 129 to 62 Production Managers to match Attachment J‐23, and to be consistent with the Labor Mix hours provided in Table 17A on page 137?
Table 15 should remain as is. The "62" Production Managers in J‐23 refers to full time positions needed upon contract award. Only 10 resumes are required for proposal evaluation purposes.
