The SOW 1.2 (p. 12) states: " Key Personnel identified in Attachment J‐ 23 are a part of the IDIQ contract. All substitutions of key personnel proposed and accepted with the award shall follow the process identified in clause C‐237‐H002 for adjudication of changes." C‐237‐ H002 SUBSTITUTION OF KEY PERSONNEL (p. 35 ) states: "Substitution shall include, but not be limited to, subdividing hours of any key personnel and assigning or allocating those hours to another individual not approved as key personnel." Section L, Key Personnel (p. 128) states: "The Government may elect to identify the requirement for additional key personnel, for any of the identified labor categories, at the order level if determined to be necessary for completion of an order." Section L, Production Manager, last line (p. 130) states: "*Note:

All Production Manager FTEs remain as Key Personnel positions;

however, only 10 resumes for this specific category will be required for evaluation purposes only. Once the contract is awarded, the Government maintains the right to review any and all additional resumes within this Key Personnel category at any given time during contract performance. " Since there are significantly more hours/FTEs required than personnel proposed and the Government seemingly recognizes that additional key personnel will be required and proposed post‐award, would the government delete from its definition of substitution in C‐237‐H002(a) Key Personnel the following? "Substitution shall include, but not be limited to, subdividing hours of any key personnel and assigning or allocating those hours to another individual not approved as key personnel." Alternatively, could the Government clarify that its intent of this definition relates hours for a key personnel and not a key personnel labor categories, that is to say addition is not substitution?

No change to RFP. The Government will not delete or amend the requirements under C‐237‐H002 SUBSTITUTION OF KEY PERSONNEL. All Key Personnel labor categories are identified in Attachment J‐23.

2 Sec. L Past

Performance, Pgs. 134‐135

On page 133, the first paragraph under Staffing Plan (without cost) section, the second sentence says, “Offerors shall, in vendor format, provide a Staffing Plan (excel file – without burdened rate information), which shall include all proposed labor category personnel (by name – both Prime and Subcontractors) known at the time of proposal submission to support the functional areas specified in the SOW.”

On the same page (page 133), the second paragraph under Staffing Plan (without cost) section, the second sentence says, “All Key Personnel shall be identified. The Staffing Plan shall be uploaded as a separate file and include all of the information requested using the provided template.”

Does the government intend for the Staffing Plan to be in “vendor format” or a “provided template?” If a template is supposed to be provided, request the government to provide the Staffing Plan template.

Page 125, #3 & Pg. 134 Past

Performance, 1st paragraph

The definition of "Significant Subcontractor" on page 125 and "major subcontractor" on page 134 are different. Should the two definitions be the same for continuity of requirements?

No change to RFP. Page 125 relates to the technical capability management approach defined as "Significant Subcontractor". On pg. 134, "Major Subcontractor" relates to Past Performance. The Offeror must address each section in the RFP.

4 Section L Pgs. 134‐135, Past Performance

The 1st paragraph on page 134 states "three recent and relevant contracts" and 1st paragraph on page 135 states "minimum of three (3) relevant contracts (including subcontracts)". May an Offeror submit more than three recent and relevant contracts?

Addressed in Amendment 0002. Offeror shall only submit 3 submissions for past performance evaluation.

5 Section L

Pg. 127, Subcontract Management

Plan

Please confirm that this requirement is not applicable to a small business Offeror in accordance with DFARS 252.219‐ 7003 Small Business Subcontracting Plan (DOD Contracts) DEC 2019 is invoked (RFP page 65).

Confirmed, not applicable. However, please note that per Section L, Para. 1.0 Management Approach/ Subcontracting Management Plan, the Offeror shall address subcontracting and teaming by proposing a Subcontract Management Plan in accordance with Section L.

6 Section L Pgs. 117‐118, Table 12, Past Performance

In Table 12 for Volume III, Past Performance, there are two Response Sections: 1.1 Relevance and 1.2 Performance Confidence Assessment. There are no definitive instructions as to what should be included in these two sections in Section L though evaluation tables are provided in Section M.

No change to the RFP. See Section L, Para. 4.3, Pg. 134.

Offeror shall provide three Past Performance evaluations for Government assessment.

7 Section L Pg. 130, Project Manager resume requirements

The requirements for the Project Manager on page 130 include the following which are almost identical.

c. Two (2) years direct experience with auxiliary, electrical, and damage control systems and included steam propulsion plants.

d. Two (2) years direct experience with auxiliary, electrical and damage control systems for U.S. Naval Ships.

Please consider combining these two requirements into one:

"Two (2) years direct experience with auxiliary, electrical, damage control systems, and included steam propulsion plants for U.S. Naval Ships"

Addressed in Amendment 0002. The steam propulsion plant experience is only necessary for and applicable to Surface Ships. The Government believes the requirement should remain as is. Combining or otherwise altering these separate requirements would restrict or prevent the Government's ability to meet the requirements of d).
