p. 132, Factor 3 Resource Capability

Instruction; p. 26‐ 27 4.1 Facility Location & 4.2 Facility Function

Factor 3 Reference #1 requires a description of “the total facility resources available to the organization”. Will the Government please confirm that only the facilities required by the SOW are to be described?

Yes. Facility Location requirements are described in Section C, SOW 4.1 of the RFP.

Offerors must address facility requirements listed on pg. 27.

Factor 3 Reference #2 requires a description of “production and administrative facilities”; however, SOW 4.2 identifies only “administrative and supervisory management functions” at these locations.

Additionally, the hours allocated to contractor site performance in Table 17A indicate minimal hours for personnel other than administrative and management personnel at these locations.

3a Will the Government please clarify that there is no requirement for production support at contractor facilities, and adjust Section L Factor 3?

Offerors shall review Sect. C, SOW 4.0, Facility Requirements as addressed in the RFP.

No adjustment to Section L is required.

3b If maintaining this requirement, will the Government please clarify what production support is required for all offerors to respond?

4 Sec. L

p. 132, Factor 3 Resource Capabilities Instruction,

p. 137, CLIN 0001 Labor Mix Discussion

Factor 3 Reference #3 requires manpower charts that includes “the ratio of mechanic/journeymen to unskilled labor/helpers”; however, there are no labor categories provided in Table 17A that align to these two labor classifications. Will the Government remove this requirement from the RFP?

Yes. Reference #3 has been removed and the numbering was updated. See AMEND 0004.

Factor 3 Reference #4 requires availability “manpower charts displaying total shipyard and subcontractor workload [to] provide a plan to accommodate any peaks or valleys in workload.” The SOW provides only a broad description of the work to be performed, and leaves the level of detail necessary to develop availability man‐loading charts to future task orders.

Will the Government remove the requirement to provide these man‐loading charts from Section L Factor 3?

Yes. Reference #4 has been removed and the numbering was updated. See AMEND 0004.

It was briefed by the Government at the CEMAT/SEMAT Industry Day that on the East Coast CEMAT is used primarily in support of Continuous Maintenance Availabilities (CMAVs) which are not included in the availability schedules provided as Attachment J26 and J27, which are used to form the basis of the Overall Resource Plan required in the proposal. Will the Government please clarify what portion of the effort is expected to be in support of CNO Availabilities and Fleet Availabilities respectively, for the purpose of constructing the availability Manpower charts required in the Overall Resource Plan?

Labor Mix Discussion

Factor 3 Reference #5 requires a craft/trade staffing plan, however there is no craft/trade labor in the labor categories provided in Table 17A. Will the Government please remove the requirement for a craft/trade staffing plan?

The word "craft/trade" has been removed per AMEND 0004. Staffing plan is still required. Please note that Ref. #5 is now #3 after the edits referenced above.

9 RFP SF‐33 Block #9

Considering the significant impact of pending information and answers to be provided by the Government for Offerors to respond to the solicitation requirements, would the Government please grant a three week extentsion for proposals to be submitted on October 2, 2020?

The Government is extending the due date for proposals from Sept. 11 to Sept. 21, 2020. See AMEND 0004. The Q&A period is NOT extended.

10 Sec. L p 119 Physical

Format

Will the Government please confirm if Tables submitted in the proposal are to be considered Diagrams and follow the same font criteria as noted in Section L?

Yes, type no smaller than 8‐point font size and 1 inch margins.

Will the Government please confirm if Tables are not considered diagrams, if Offerors may use Times New Roman 10pt font?

Based on the Government’s desire to control contract cost by requesting fixed indirect rates for the contract duration:

12a Will the Government please change CLIN 0001 to a Time and Materials (T&M) by Labor Category type

CLIN?

No.

12b Will the Government please change CLIN 0001 to a Fixed Labor Rate type CLIN by Labor Category? No.

13 RFP

Amendment 3 as posted to beta.SAM.gov

The AUG. 27, 2020 "Description" in the beta.SAM.gov posting of Amendment 3 stated: "Questions and Answers and a corresponding amendment (0003) have been posted. Any questions still pending responses and necessary amendments will be posted as soon as possible." Does NAVEA anticipate issuing further Amendments to the Solicitation?

Yes. See AMEND 0004.

14 Sec. B, Sec. L Pg. 7, Note B and Pg. 137, 4.4.1.5

The government has specified (pg. 137) that a single, composite rate is to be bid for each year, and that, "The composite rate will be used for all orders issued under the IDIQ." The RFP also states that , under Note B (pg. 7), "Each order placed will use the contract composite rate established for that ordering period.", but that, "During Execution, the Contractor shall bill actual costs under CLIN 0001."

Could the government please clarify the use of the composite rate, both during ordering and performance, as well as confirm that actual cost and billing during performance will be CPFF and that the composite rate would not effect accumulation of costs and/or billing under the contract.

This is LOE. Yearly pre‐established composite rate multiplied by estimate of hours will provide final total dollars applicable to the delivery order. Actual cost plus fixed fee are paid.

15 RFP General

Respectfully request a two (2) week extension to the current due date and time of 11 SEP 2020 @ 1600 to 25 SEP 2020 @ 1600. Particularly at this time of the Government fiscal year, the fact that some contractors' Questions have only recently been answered and that the Government has noted that there is additional Q&A to come (both of which could significantly impact proposal development), it will be a challenge to prepare a fully compliant and competitive response by 11 SEP 2020.

An extension is being granted through 21 SEP 2020. See AMEND 0004.

Is the Offeror allowed to propose additional labor categories as long as the Offeror remains within the grand total number of hours provided by the government in the solicitation? If so, would the government please revise Section L of the RFP accordingly?

Due to the impact of the responses and amendments for outstanding questions, there was a previous question submitted requesting a three week extension for proposals to be due October 2, 2020. Since the Government's responses to outstanding questions and the associated amendments may have need for further clarification, will the Government please extend the deadline for receipt of questions by three weeks to 12 PM ET on September 18, 2020?
