3) Additional RFI questions:
A) Does your company have adequate financial resources to perform the contract, or the ability to obtain them? As part of your answer to this question, please answer the following sub-questions.
i) Provide a quantitative cash flow statement that sufficiently demonstrates that your company has the necessary funds to meet financial obligations of performing the contract. A contractor will need a sufficient amount of cash on hand to cover obligations during the period between when the contractor would incur costs and when those costs are reimbursed by the Government through a paid invoice.
ii) Explain where the sources of cash flow will come from (be it from Government invoice payments, internal cash reserves, or external financing such as issuing new debt or selling equity). Please demonstrate the extent of your company's current access to credit and your company’s capacity for future credit in terms of unencumbered physical assets.
Please tell us the amount of cash and other liquid assets your company has on hand to use as working capital to meet the contract’s cash flow requirements. Please describe how your sources of cash and credit will sufficiently meet your cash flow requirements in concert with other sources.
iii) Discuss your current and future expected financial obligations (in terms of outstanding and future expected liabilities) and your company’s ability to meet them. Please discuss any risks that might inhibit your company’s ability to meet these requirements and how your company is working to mitigate those risks.
B) Describe how your company could quickly react to emergent maintenance requirement when the ship is OCONUS.
C) Does your company currently use an Enterprise Asset Management (EAM) database or equivalent system for a standard template and Process Control repository such as MAXIMO.
If so, explain.
D) Strategic Planning/Program Management plays a critical role in sustainment of LCS contracts due to the overlap of planning events for inter-availabilities (both CM/EM) and CNO Selected Restricted Availabilities (both SRA and DSRA), and for homeported, visiting, and deployed LCS Class ships that could require repair/maintenance at a moment’s notice.
The contractor is expected to become a subject matter expert on the applicable ships. What is your company’s experience/strategy in managing/planning for several comprehensive/technically challenging maintenance and repair activities simultaneously?
E) Describe your company’s ability to provide or obtain skilled workforce to support 4E Work Specification development and warehousing facilities in Fleet Concentration Areas such as San Diego and Mayport.
i) How will your company retain and/or increase your organic workforce, at contract award and through the end of the contract period of performance to meet the increasing workload?
ii) Provide current and forecasted staffing numbers by geographic location.
iii) If your current workload is adequate to support this effort, describe the current workload and expended resources being utilized to support the current workload.
iv) What is your future projected workload, including any necessary resources to support those efforts?
F) If subcontracting is anticipated, demonstrate your company’s experience in successfully managing subcontracts, and provide a detailed description of how your company (as prime contractor) will guarantee the performance and participation of any potential subcontractor(s).
What are the expected levels of subcontracting, and what specific efforts will be subcontracted?
Submission of additional RFI questions shall be no more than fifteen (15) single-sided pages, in Microsoft Word or Adobe Acrobat (5MB limit) and shall be sent electronically to: Enrico Tan, Contract Specialist, at enrico.tan@navy.mil. An email acknowledging receipt will be sent within one business day to each individual submission. The deadline to submit responses is 1400 (EST) on 05 May 2017. Those that wish to submit or re-submit Capabilities and Capacity statement shall do so in accordance with the instructions contained within the original Sources Sought, as amended by the information contained in Sections 1 and 2 of this document, and shall be due no later than 1400 (EST) on 05 May 2017.
