Attachment J-5, Milestones, CMAV/EM/CM/UNSCHCM, Lists the “100% P&E (D-Level) at A-85. Please clarify how this will be achieved when, by definition, 100% is achieved when WIs (reach Approval) are approved at A-
80? Recommend that the Government consider moving the
100% P&E (D-Level) to A-80.
No. The Government will not move 100% P & E (D-
Level) from A-85 to A-80. The 100% P & E (D-Level) represents when the Contractor has written the work specifications and has turned them over to the
Government. A-80 (Final Work Item Review And
Approval) milestone is the actual approval by the
Government.

How can you have Work Package Integration Conference
(WPIC) without the work package complete (in a Packaged
Status) which, according to Attachment J-5, Milestones, CNO is at A-138?
The 100% P & E represents when the Contractor has written the work specifications and has turned them over to the Government; and for CNO Availabilities, it is A-
155. The WPIC is held at A-145 where the submitted package is discussed, in detail, prior to Government approval. A-140 (Final Work Item Review/Approval) milestone is the actual approval by the Government.

Based on the milestone attachment, it is unclear whether final approval (of) the CNO availability occurs at A-155 or
A-140 for contractor to achieve 100% P&E milestone.
Please clarify.
The Contractor submits all completed work items by 100%
P&E (A-155). The Government conducts final review and approval at A-140.

Will there be an approval process for WIs after WPIC? It is unclear how the WPIC can be conducted without final approval. Please clarify.
Prior approval of 100% of work items is not necessary to conduct WPIC. Final work item review and approval, for those work items not already approved, will occur at A-
140 (after WPIC has been conducted).

Does the Government expect to have “scoping sessions” with the Contractor personnel to discuss the WIs? And, if so, at what status of WI do they want the scoping session to occur?
Yes – the Government intends to have scoping sessions with the Contractor personnel to discuss the WIs once the
WIs are pushed to verify in NMD.
