Document Description

Section/ Paragraph

& Page Question/ Comment Answer

8 Solicitation Sec. L, Para. 4.1.1 Page 134/159

In paragraph 4.1.1, the solicitation directs the contractor “to submit a Work Package, Turnover Book and Planning Conditions Found Report(s) (PCFRs), and a list of the personnel who prepared each item, based on Attachment S-1”. Attachment S-1 states that “Offerors shall submit the following:

Work Package that addresses all 13 Work Notification (WN) based on the references provided as a part of this practical application and the guidance in Section L 4.1.1 of the Solicitation”. The contractor’s review of the references provided in this solicitation has revealed that we are unable to develop some Work Specifications (WS) due to the magnitude of the references that are missing and we will need to provide incomplete Work Specifications with PCFRs that will not meet the intent of the scope of work and in some cases, we will not be able to generate a work specification at all without being allowed to conduct our own research, and utilize references that are not provided in this solicitation, in order to develop the work specification. Is the contractor allowed to obtain and utilize all missing references required for development of the Work Specification (even if they have not been provided as part of the solicitation) or is the contractor restricted to utilization of the references provided

No, the Contractor is not allowed to obtain and utilize missing references required for development of the Work Specification if it has not been provided as part of the solicitation package. The Contractor is restricted to only using the Work Notifications, references, and attachments provided with the solicitation. A Work Specification shall be written for each Work Notification provided in Attachment S-1, and a PCFR shall accompany the Work Specification, if applicable.

For Official Use Only N00024-17-R-4312 0002 Attachment S-8 in the solicitation only, and detail those that are missing by submitting a PCFR, along with incomplete Work Specifications?

Recommendation: Offerors are allowed to identify and use additional references to complete the WSs.

However, the offeror shall complete a PCFR for each missing reference to demonstrate that the missing reference was identified.

9 Solicitation Sec. L, Para. 4.1.1, Page 134/159

If a ship check is required for Factor I, please provide the ship’s location and availability for performance of the ship check.

See Government response to Bidder’s Question #6 reflected in Enclosure 1 to Amendment 1 posted on FBO on 11 December 2017.

10 Solicitation Section B, Performance Incentive - First Pass Yield, Page 32/159

The solicitation contains a plan that utilizes 44 attributes, provided as Attachment J-15, to evaluate, grade and determine incentive fee on Work Items (WI) developed under the contract. These attributes originate in the JFMM Chapter 4, Appendix 4E, where their intended use is to provide guidance to the Planner during WI development. Due to the large number of attributes and the subjectivity of attribute evaluation, we believe that the contractor’s ability to earn incentive fee would be very limited. Additionally, the effort required on the part of the government to adjudicate the final grades assigned would be labor intensive and costly to administer.

Would the Government consider using a method of

No, the Government will not restructure how the performance incentive will be evaluated.

For Official Use Only N00024-17-R-4312 0002 Attachment S-8 awarding incentive fee, based on grading the final advanced planning products and services that are provided by the Planning Activity? One of these planning products is the final Turnover Book, which includes availability cost estimates, duration analysis, government furnished material, ShipAlt/AIT information, and final stability calculations. The other planning product is the solicitation CDs that contain all WIs and associated references for executing the availability. For the planning services provided by the contractor, incentive could be based on government satisfaction with the efficiency and effectiveness in which those services were provided.

For example, grading criteria could include the following items: Did the contractor provide a Turnover Book that met the requirements of the contract? Did the contractor meet the 50/80/100% P/E milestones? Was the Port Engineer/Project Manager satisfied with the performance of the contractor throughout the planning process? Did the contractor meet the requirements of the Work Notifications (WNs)? Did the contractor provide quality work items utilizing the 44 attributes as a guide from the JFMM? Did the contractor perform continuous planning when providing Work Items (WIs) to the government? Did the contractor include Lessons Learned from previous availabilities? These products and services are highly relevant to the successful execution of depot-level maintenance and it would seem reasonable that the incentive fee could be associated with them.

11 Solicitation C.3.1.1.3 Paragraph C.3.1.1.3 states: The definition of “work No, the Government will not change the

Page 42/159 item complete” applicable to this contract means the work item has reached Approved status in NMD prior to the associated Planned and Estimated milestone. In order for a WI to be placed in Approved status in NMD, the WI must go through an external technical review process within the applicable Regional Maintenance Center, and this may take several weeks to complete. This could significantly impact a contractor’s ability to meet P/E milestones, if they are waiting for WIs to be placed in an Approved status by the government.

Under the existing Third Party Planning contracts, the definition of “work item complete” is when a Work Item (WI) is placed in Planning Floor Review Verified status in NMD. This definition has served the interests of both the contractor and government well and facilitated achievement of P/E milestones.

Will the Government consider amending the solicitation to revise Paragraph C.3.1.1.3 as follows: The definition of “work item complete” applicable to this contract means the work item has reached Planning Floor Review Verified status in NMD prior to the associated Planned and Estimated milestone.

definition of “Work Item Complete.”

Volume II Cost Page 141/159

Based on our review of Solicitation N00024-17-R- 4312, we noticed that FAR Clause 52.222-41 Service Contract Labor Standards, was not included. Since the Service Contract Labor Standards was included in

The Government will not include FAR Clause 52.222-41.

For Official Use Only N00024-17-R-4312 0002 Attachment S-8 the previous three Third Party Planning solicitation (N00024-14-R-4400, N00024-14-R-4405, N00024-14- R-4404), we were wondering if this was an oversight? Will the solicitation be modified to include the Service Contract Act?

13 Solicitation Section L 4.1.3.3 Sub-Factor 3:

17 Solicitation Attachment J-1 Shipcheck Templates

The Offeror regularly conducts shipchecks utilizing tablets with preloaded shipcheck forms. Will the Government allow the Offeror to utilize our shipcheck forms and tablets to conduct shipchecks?

Pending initial Government review and approval, the awarded Contractor will be allowed to use their own shipcheck forms.

18 Solicitation C.3.4 Ship Assessments Page 46/159

Will the Offeror have access to assessments that were previously accomplished under different contracts?

The Government will provide the awarded Contractor with any Government owned Ship Assessments as requested by the Contractor.

19 Solicitation C.3. Description of Tasks, Page 42/159

C.3 does not state a requirement for the Contractor to provide a Solicitation CD-ROM. Will the Contractor be required to provide one?

The Government does require the contractor to provide CD-ROMs in response to the Solicitation. See Section L, 3.1, Page 131/159 of the Solicitation.

21 Solicitation Section L 3.1 Page 132/159

As individually identified within Section L, all items expressly excluded from the page limitation shall be individually tabbed, labeled, and included under Volume I Section II, Supplemental Information, of the Offeror’s proposal. Any item that is expressly excluded from the page limitation, but is wrongfully submitted under Volume I Section I, shall be counted toward the Offeror’s total pages submitted, and will be subject to the page limitation cited above.

Please confirm that the work specs and turnover book to be submitted as Factor 1, since they are excluded from the page count, are to be submitted

The Work Specifications and Turnover Book shall be submitted in Volume I, Section II, Supplemental Information.

For Official Use Only N00024-17-R-4312 0002 Attachment S-8 in Volume I, Section II, Supplemental Information.

22 Solicitation Section L 4.1.3.3

Page 137/159 The layout of the Attachment S-3 Staffing Plan, will not be readable when inserted into the body of the proposal, even as an 11x17 foldout. Recommend that the Government consider allowing the offeror, in addition to inserting the staffing plan into the proposal, allow the offeror to also include it as a separate file on the CD-Rom that is required to be provided.

Offerors may provide the Staffing Plan, Attachment S-3, as a separate file on the CD- ROMs provided in response to this solicitation. An amendment to the solicitation will reflect the removal of the staffing plan from the page limitation described Section L, paragraph 3.1.
