SOURCE SELECTION SENSITIVE INFORMATION – SEE FAR 2.101 and 3.104
Question No.
Document Description
Section/ Paragraph
& Page Question/ Comment Answer
1 Solicitation Sec. L, Para. 4.1.3.3, Page 137/159
In the 2nd paragraph, the solicitation states: “For any unidentified personnel on the staffing plan, who do not currently work for the Offeror or major subcontractor, the Offeror shall provide documentary evidence of the individual’s availability to support these requirements (e.g., work agreements, contracts, and letters of intent).
Work agreements, contracts, letters of intent and other relatable staffing support documentation shall not count toward the Volume I page limit provided in Section L, paragraph 3.1.” This type of language is typically associated with contingent hires. If a candidate is unidentified, then there will not be any documentary evidence of his/her availability. Require the support documentation for named staff that are not employed by the prime or a subcontractor. For evaluation purposes, if supporting documentation is available, these individuals do not pose a risk. TBD should be used when there is no identified staff, and the use of TBD does increase risk to the Government.
The Amendment will reflect a change that provides guidance on how to propose key personnel, identified, contingent hire, and unidentified staff. The Government will not change the way all types of unidentified staff are evaluated. Additionally, Attachment S‐3 is updated.
2 Solicitation Sec. L, Para. 4.1.2.1, Page 135/159
Item e. states: “Describe the Offeror’s capability to perform each of the tasks listed by subparagraph in Section C.1.1, General Requirements, of the SOW.” There is no Section C.1.1, General Requirements. Did the Government mean Section C.2. General Requirements?
The Amendment will reflect the change that corrects the reference to Section C.2.

Para. 2.0, Page 153/159
Cost Factor, the solicitation lists “Factor V – Total Evaluated Cost (Based on the notional availability schedule). “ Please clarify whether or not the notional availability schedule referenced in this instance is the same as Attachment S‐2, Workload Estimate?
referenced in Sec. M, Para 2.0 is the same as Attachment S‐2, Workload Estimate.
4 Solicitation Sec. M, Para. 2.0, Page 153/159
Under EVALUATION FACTORS AND SUB‐FACTORS, Cost Factor, the solicitation lists “Factor V – Total Evaluated Cost (Based on the notional availability schedule).“ This is the only place in the solicitation that instructs the offeror to use the notional availability schedule. Request that the Government consider adding explicit instructions to the Section L Cost volume instructions to use Attachment S‐2, Workload Estimate, to price the various CLINs.
The Amendment will reflect changes to Sections L and M that clarify the role of the notional availability schedule in CLIN pricing.
5 Solicitation Sec. J, Attachments List, Page 121/159
Attachment J‐7, OCI Mitigation Plan was not included with the solicitation, and not mentioned in the solicitation other than being listed as an attachment. Provide a copy of the attachment.
The Government will not provide Attachment J‐7. Attachment J‐7 will be the Offeror’s proposed OCI Mitigation Plan in accordance with Section L 4.1.5.1, as applicable, and as incorporated into the contract at time of award.
6 Solicitation Sec. L, Para. 4.1.1 Page 134/159
