Naval Submarine Torpedo Facility (NSTF) MK 48 Intermediate Maintenance Activity (IMA)
Torpedo Training Center (TTC) Yorktown, Virginia
Concept of Operations
PURPOSE
The Purpose of this Concept of Operations is to outline and describe the organizational and functional relationships within the IMA including the roles, responsibilities and interaction between Military, Government Key Contractor support personnel consistent with the contract’s Performance Work Statement.
EXECUTIVE SUMMARY
This CONOPS describes how, within the IMA, the Contractor support staff will support IMA and TTC operations. The objective of this Concept of Operations (CONOPS) is to define and clarify the operational execution within the Yorktown IMA and the roles and responsibilities of the Key contractor personnel. The IMA Contractor personnel are responsible and accountable for the support of the maintenance activity.
Key roles for the Contractor Support staff include providing support to each tasked functional area and supporting the Military and Government in performing work within the IMA.
There are five Contractor key positions which include the Technical Program Manager, Quality Assurance Specialist, PDLR Lead, G&C Lead, and Test Equipment Maintenance (TEM) Lead. These contractor positions are responsible and accountable for all contractor work including Cost, Schedule and Performance. The Technical Program Manager serves as the single point of oversight management and guidance within the terms and conditions of the contract to support staff through the Contracting Officer’s Representative (COR). Contractor personnel providing direct support to IMA departments provide services within structures and procedures defined in applicable IMA instructions.
INTRODUCTION
This CONOPS provides the daily interaction and relationships between principal Military Government, and Key Contractor support personnel within the IMA.

Roles and Responsibilities Overview
The Contractor’s role within the IMA is to provide the work required to support the mission of the IMA. The Technical Program Manager will be responsible for the overall performance, schedule and cost within the contractor responsibilities.
The Contractor shall take assertive focus on and accountability for product quality and responsibility to take rapid preventive or corrective action to eliminate non-conformance or mitigate risk. This includes the use of active management, integrated planning and management of Process Control, Worker Environmental Health & Safety, and prioritization of daily production functions (Guidance and Control (G&C) Maintenance and Planning functions) and production support functions (Supply support, Test Equipment, APCS Support, Quality Assurance support, Technical Library support, Calibration Program management and PDLR repair). A major tenant of this is proactive leadership coverage, integration and continuity with the IMA and the ability to create and execute training plans for supervisors and leads (ascension planning) and aggressive monitoring of contract performance requirements and contract execution.
Relationship between Government and Contractor within the Contract
The Contractor supports the Government in performing functions within the scope of the Contract and is accountable for their Cost, Schedule and Performance in supporting these activities within the terms and conditions of the Contract. The contractor is also accountable for making recommendations to the Contracting Officer’s Representative on any issues and/or changes which the Contractor believes are necessary to support the Contract. Within this support services construct the Government principle personnel provide the administrative and technical oversight of contract execution. The Contractor provides support across functional work areas in the IMA. These support services are monitored by the Government COR. Figure 1 illustrates the relationship and lines of communication between Military and Contractor personnel.
Contractor adherence and support of IMA Schedule
The production schedule for the IMA establishes the work required from the G&C work area. Planning efforts typically run several weeks in depth to ensure timely availability of Ready For Issue (RFI) Groups to support torpedo production and fleet requirements. The G&C work area lead will attend periodic production meetings and maintain the G&C segment of the production status board. Production requirements will be determined by the Production Planners, approved by the Production Officer and provided to the G&C lead for execution. The Contract Technical Program Manager ensures adherence to schedule and anticipated costs. The Commanding Officer (CO) and COR will be notified of any issues that may impact schedule, cost or performance.
The contractor shall ensure that all TEM scheduled preventative maintenance and periodic calibration are completed as required by applicable technical documentation.
The TEM area lead shall ensure that scheduled maintenance and calibrations are performed within allowable windows of completion with consideration for IMA production requirements and schedule. The TEM lead will provide monthly schedules of calibration and maintenance requirements for ATEs to cognizant IMA Production Department personnel where actual anticipated accomplishment dates will be identified and any conflicts will be adjudicated.
The contractor shall ensure that all assigned torpedo production planning is completed accurately and in a timely manner without impact to the production schedule.
The Planner will ensure that all planning actions are identified, as required, by the technical manuals.
The contractor shall ensure that all Depot Level Repair (DLR) material is properly ordered, received, stowed, issued turned-in and inventoried as to not impact the production schedule.
The contractor shall ensure that all material repairs, maintenance actions and hardware modifications accomplished with the PDLR work cells are completed expeditiously to ensure rapid turnaround of material in support of IMA production operations.
The contractor shall ensure all non-DLR material is ordered in an expedient manner as usage and material management system generated reorder reports indicate to support ongoing production evolutions. Material management and status reports shall be generated as prescribed by IMA Instructions and other directives.
The contractor shall ensure that the IMA calibration management program provides required calibrated instruments for torpedo processing which support production requirements. The contractor will interface with the Production Departments and local Calibration labs to identify requirements and service capabilities.
The contractor shall ensure that APCS system access is managed to provide authorized users access and systems training to support torpedo processing functions.
The contractor will collect and analyze user reported issues and forward for resolution as appropriate. The contractor will additionally ensure APCS support equipment is maintained in accordance with stated requirements.
The contract Technical Program Manager reviews comments and approves within the terms of the Contract the anticipated schedule and cost projections for the support services which will be provided to achieve requirements identified in the production schedule. Functional work area leads are responsible and accountable for adherence to schedule within their work areas and identify GFE/GFI issues for resolution by appropriate authority.
