NAVAL UNDERSEA WARFARE CENTER DETACHMENT PACIFIC

PEARL HARBOR HEAVYWEIGHT TORPEDO

INTERMEDIATE MAINTENANCE ACTIVITY

CONCEPT OF OPERATIONS

Executive Summary

This Concept of Operations (CONOPS) describes how the team of Government and Contractor personnel will work seamlessly in support of the Naval Undersea Warfare Center, Detachment Pacific, (NUWC DET PAC) Pearl Harbor (PH) Heavyweight Torpedo (HWT) Intermediate Maintenance Activity (IMA) mission and operations. The objective of this CONOPS is to define and clarify the operational execution including the roles and responsibilities of the key Government and contractor support staff. The IMA team of Government and contractor personnel is responsible and accountable for the IMA operational success. Key Government roles (NUWC DET PAC Code 34) focus on providing management and oversight of IMA and contractor operations. Key contractor roles focus on providing supervision and support to various functional areas and supporting the Government in performance of the IMA functions. Additional Government roles (NAVSUPFLTLOGCEN PUGET SOUND (NS FLC PS) OFF-SITE DIV HI) focus on providing supply chain management functions and associated support.

The essential leadership roles are the NUWC DET PAC Officer In Charge (OIC), IMA Manager (MGR)/Code 34 Division Head, and the Deputy IMA Manager and Contracting Officers’ Representative (COR). These three senior Government positions are responsible and accountable (overall) for all work including operational cost, schedule, and performance.

The IMA MGR and Deputy IMA MGR serve as the single point managers of the IMA and provide oversight and guidance within the terms and conditions of the Contract to the contractor support staff through the COR, Branch Heads, and related Work-Center Managers (Technical Assistants (TAs) to the COR) within functional areas of the IMA.

The IMA MGR and Deputy IMA MGR also provide oversight and guidance to the NS FLC PS OFF-SITE DIV HI IAW the NUWC DET PAC & NS FLC PS OFF-SITE DIV HI Memorandum of Agreement (MOA) and Statement of Work (SOW).

Purpose

The purpose of this CONOPS is to outline and describe the organizational and functional relationships within the Naval Undersea Warfare Division Keyport, Detachment Pacific, PH HWT IMA including the roles, responsibilities and interaction between key Government and contractor personnel consistent with the contract’s Statement of Work

(SOW).

Introduction

This CONOPS provides guidance for the daily interactions and relationships between key Government personnel (NUWC DET PAC Code 34), NS FLC PS OFF-SITE DIV HI Government personnel, and key contractor support personnel within the PH IMA. This CONOPS represents the continuation of a new approach on behalf of the Government in performing work within the PH IMA. This approach is supported by a contracting vehicle, Services & Operations Support type contract, with a Government Owned/Government Operated/Contractor Support (GOGOCS) model, which provides flexibility and quality support from a services support contractor, and augmented by a staff of Supply Chain Management (SCM) Government personnel in the NS FLC PS OFF-SITE DIV HI group providing SCM support.

System Concept

The contractor will support the Government in performing infrastructure and torpedo maintenance functions within the scope of the contract and is accountable for their Cost, Schedule, and Performance in providing these functions within the terms and conditions of the contract. The contractor is encouraged to make recommendations to the COR on any issues and/or changes which the contractor believes are necessary to support the intended scope of work.

Within this support services construct, the Code 34 Government principle personnel provide the schedule, overall management, and oversight of execution by functional support areas and are accountable for that functional area’s performance in terms of safety, security, quality, cost, schedule, and performance.

The contractor provides supervision and support within each functional work area and also across functional work areas in the IMA. These support services are monitored by the COR and respective TAs in each functional area.

NS FLC PS OFF-SITE DIV HI is responsible for supply chain management functional areas including: Supply operations, requisitioning, issuing, shipping, receiving, storeroom management, Pre-Expended Bin (PEB) management, Depot Level Repairable (DLR) management, etc. Specifics on operations are outlined in the NUWC DET PAC/NS FLC PS OFF-SITE DIV HI MOA

There are several vehicles within the IMA complex available for the SUBTORPIMA PH personnel (MIL, GOV, CTR) use. These include the GOV leased GSA vehicles (van, pick-up trucks, etc.) and the contractor leased vehicles (forklifts, stake truck, etc.). There are systems in place to check-out or schedule the use of the aforementioned vehicles. Applicable licensing requirements apply.

The Contractor is responsible for IMA operations schedule adherence. The weekly production schedule for the IMA establishes the work required from the IMA overall and from each individual work center and the sub-areas. The Government Work-Center Managers and Contractor Work-Center Supervisors provide inputs into the weekly production schedule which is developed by the Production Manager (Branch Head) and approved by the IMA Manager. The contract’s Technical Program Manager reviews, comments, and concurs with (within the terms of the contract) the anticipated schedule and cost projections for the required supervision and support services which will be provided for the weekly production schedule by functional work area. After finalization of the weekly production schedule the Contractor will adhere to the schedule and estimated cost. Any execution related issues are brought up to the Government as they impact schedule, cost, and performance. Functional Work-Center Managers and their Branch Heads (Government positions) are responsible and accountable for adherence to schedule within their functional work areas and for resolving any GFE/GFI issues. The Government Work-Center Managers and Contractor Work-Center Supervisors are responsible for successful performance in their respective work areas. The relationship and flow of information, and the notional Government and contractor organization and functional area staffing is identified in Figures 1 - 5.

Government Roles and Responsibilities Overview. The Government role within the IMA is to provide, manage, and facilitate all of the work accomplished by the IMA team of Government and Contractor personnel. This CONOPS supports a capacity based model (staffing and organization based on required outputs) at the IMA in terms of an integrated team of infrastructure functions (Management Support, Planning, Production Control, Quality, and Test Equipment Maintenance) and torpedo maintenance functions (On-line, Off-line and Yard/Bay). The Government is responsible and accountable for the output of the Government-Contractor team which supports IMA operations. Lead Government roles (IMA Manager and the Deputy IMA Manager) are accountable for the IMA’s overall performance, schedule, and cost results. Other key Government roles support management and oversight of infrastructure and torpedo maintenance functions. Contractor labor is used to support IMA infrastructure and torpedo maintenance functions to achieve IMA operational requirements.

The Government (Code 34 and NS FLC PS OFF-SITE DIV)/Contractor team will take assertive action on, and be accountable for product quality by taking responsibility for rapid preventive or corrective action to eliminate or mitigate risk. This responsibility includes the use of an integrated planning/management approach to Production Control, Quality, Facilities, Environmental, Health & Safety, and Supply management functions. The key to success is communication. Proactive management attention also focuses on daily prioritization of production functions and production support functions. A major tenant of this is proactive leadership coverage and continuity of operations with the ability to create and execute training plans for Branch Heads and Work-Center Managers (ascension planning) on behalf of the Government employees to enable the aggressive monitoring of contract performance requirements and contractor execution.

Code 34 Government personnel are responsible for cost, schedule, and performance for the IMA operations as follows:

A TA (or TAs) is/are assigned to each functional work area to assist the COR in providing guidance and clarification within the terms and conditions of the Contract. TAs support the COR through the use of metrics in contractor execution oversight for the individual Contract elements. The TAs at the IMA are assigned this function providing technical input on Contractor performance as a collateral duty to their primary duty of managing their Branch, work center, etc..
