RFP N00024-16-R-6405: BIDDERS QUESTION AND ANSWER”
Question 12: Under RFP Section 4.4.3 Supporting Cost & Data, (c) Direct Rate Supporting Documentation page 135, Sections states “Offerors shall provide payroll data and a brief analysis of how the proposed labor category corresponds to the payroll data supplied….The payroll data should match the historical rates listed for that labor category”
Proposed Action/Change-Instances may exist where an Offeror develops rates based upon a labor pooling methodology within defined job categories, rather than by utilizing employee-specific payroll data in its cost proposal. To address these instances, will the government amend the solicitation such that this requirement be satisfied by solely providing supporting documentation that is consistent with an Offeror’s disclosed rate development process (in lieu of providing employee-specific payroll data)?
ANSWER: RFP N00024-16-6405 has been amended via Amendment 0003 to revise Section L, paragraph 4.4.3 Supporting Cost and Pricing Data (Attachment 7A or 7B) subparagraph (c) to read as follows:
(c) Direct Rate Supporting Documentation: Offerors shall provide labor rates and a brief analysis of how the proposed labor category corresponds to the rates supplied. Any additional supporting documentation may be provided at the Offeror’s discretion. The labor rates should match the historical rates listed for that labor category on the Supporting Cost/Price spreadsheet (Attachment 7A or 7B). The proposed rates provided in this attachment must be the exact rates utilized in the pricing section B, proposed in the cost analysis narrative and provided in the Cost Summary Format (Attachment 6A or 6B). If any labor category's proposed rate is different than the actual incurred rate provided on Attachment 7A or 7B, the Offeror is to explain the reason for the difference in the narrative.
