Government Responses to Industry Questions N0001925R0003 Enclosure (1)
Industry Feedback Worksheet
1 A: Gen. Info General
In the Final RFP release, there were duplicated files for most of the attachments/documents. Please explain the difference in the two versions. Can the Contractor assume that the attachments with the " _1" (underscore numeral 1) take precedence and are so numbered so that they represent the FINAL RFP?
Although only the most recent documents appear within the formal RFP link, the Solicitation module automatically downloads both versions (draft and final) of documents when "download all documents" is selected. There is not currently a means for the Government to remedy this. However, the Contractor may download documents individually to ensure the most current version is used. Additionally, the Government will be posting an amended RFP package and will re-post all documents designating them as "Final" at the end of the titles.
2 A: Gen. Info N/A Is Appendix K included in the Final RFP Release? No. Appendix (K) has been removed and a Section H clause included in the contract instead.
3 L: B-3 N/A Vol 3 Technical instructions require the contract to include Features and Benefits Attachment L3 in this volume. Is the Features and Benefits Table (Table T-1 excel) included in the Technical Volume allowed page count of 40 pages?

4 L: B-4 N/A The Section L instructions for Volume 4 Past Performance does not specify how many PP Contract citations are allowed for this volume, and specifically for the Prime entity and the significant subcontractors. Can the Government please specify how may PP citations are allowed?
The Government is not limiting the number of contract references the Contractor may submit. The Contractor may submit any contract references that meet the definitions set forth in the solicitation.
5 L: B-4 N/A Can the contractor include subcontractor or teammate Past Performance Contracts as Relevant References in the PP Volume from Joint Venture/Principal Subcontractor Companies for P2 Entities as identified in Table CA-2 Workshare?
Yes. However, the relevant contract references shall align with the roles and responsibilities for the respective entity and shall be numbered in accordance with Attachment L-1, Tab CA-3. Definitions of Very Relevant and Somewhat Relevant have been updated to clarify.
6 L: B-3 N/A Instructions for Vol 3 Technical Section 3.1.2 require the contractor to provide Letters of Intent (LOI) and Letters of Agreement (LOA) for commercial parts and material at each MOB. Are these LOIs/LOAs included in the Technical Volume page count?
No, LOIs and LOAs are not included in the Technical Volume Page count.
7 L: B-3 N/A
Section L Instructions for Vol 3 Technical (page 108) Table T-2 Cross Reference Matrix has some duplications in the column for the PWS references. For instance, Both Section L paragraphs 3.1 and 3.2 show PWS paragraph 9.0. Similarly, Section 3.2 has a reference to PWS Paragraphs 8.0 and 9.0 which are not directly related to Commercial Line Maintenance and Ground Operating Procedures. Should the PWS references for Section 3.2 actually be 7.0, 7.2, 7.6 and 11.0 as reflected in the instruction narrative?
Table T-2 Cross Reference Matrix has been updated with applicable PWS paragraphs. Please see latest Solicitation Amendment for final updates.
8 L: B-3 20 Is PWS Paragraph 20.0 (as a reference) missing in the Table T-2 Cross Reference Matrix for the Technical Volume in Section L? Table T-2 Cross Reference Matrix has been updated with applicable PWS paragraphs. Please see the latest Solicitation Amendment for final updates.

Table T-2 lists the minimum requirements to be addressed in the proposal. The Contractor may elect to provide additional information related to other PWS requirements.
10 N/A 3 Paragraph 1.3 in the PWS lists the CLS tasks to be performed. In the Final RFP release, the task for "On-wing Engine Repair" was added.
Can the Government specify what specific engine repair services are included under "On-wing Engine Repair"
The Contractor shall provide Depot-Level engine support for repairs that can be made on wing. For example, Non-Destructive Testing (NDT) after a Foreign Object Damage (FOD) incident. This includes any repair that can be completed without the engine being removed, both at the Contractor's depot facility and in the field by a depot field team.
11 N/A 3 PWS Paragraph 3.4.1.1 Government Property (GP) in the PWS states that GP Inventory shall be dispositioned under the appropriate repair process. Can the Government provide that appropriate disposition detail?
PWS Paragraph 3.4.1.1 has been updated to read "A part removed from the aircraft and replaced with an item from the GP inventory shall be repaired or replaced under CLIN 0014, Government Property Replenishment."
12 N/A 3 Paragraph 3.8 Program Cybersecurity Implementation Plan in the PWS specifies that a Systems Security or Cybersecurity Engineer mus tbe dedicated to the program. Can the Government confirm that the intent is to include this position in the proposed headcount?
The Contractor is required to assign those duties to a specific person with the necessary credentials. The Government does not dictate a headcount.
13 N/A 3 PWS Paragraph 3.14.2.7 Readiness Teleconferences states : "The Contractor shall attend and participate in Readiness teleconferences....Heads Up Display (HUD)". Is the reference to HUD a typo or is this a separate teleconference the contractor must attend?
This is not a typo and is a separate teleconference that will require Contractor participation.
14 N/A 7
Can the government explain this note in the PWS which states: "NOTE: The term “NMCS/NMCM” is the DoN equivalent of the industry term “AOG”."
Contractor Comment: Aircraft on Ground (AOG) and the terms NMCS/NMCM are not typically the same definition.
The Note is intended for general context. The metrics are listed in Attachment 1, Appendix I. If Offerors have specific questions about the metrics, please identify.
For the purposes of this contract, NMCS/NMCM is equivalent to industry term AOG. NMCM/NMCS are terms used in the Naval Aviation Maintenance Program and translate to the aircraft being not mission capable for either maintenance or supply.
15 N/A 28 PWS Paragraph 28 Over-and-Above Work includes a reference to "Section H of the base IDIQ Contract" . Which contract is referred to?
Is this reference an error?
The PWS references the awarded IDIQ contract which is derived from Sections A-K of this solicitation (N0001925R0003). Section H contains clauses pertaining to Over-and-Above Procedures.
16 N/A 13
Section 13 - O&A clarification. When does this CLIN get exercised? What conditions need to be met for O&A to begin? What is considered unforseeable?
O&A efforts are those that arise during performance of a task order, not included in the awarded scope, and required in order to satisfactorily complete the requirement.
An "unforeseeable" effort would be one that is not related to the scope of the effort and could not have been anticipated.
Note that, pursuant to the PWS, some task orders may not qualify for O&A work unless a PoP extension is warranted and approved.
17 B: CLINs 12

The Boeing Company owns the USN COMBI STC. AAR Government Services, Inc. owns the USMC COMBI STC. The Government is the owner and operator of the aircraft and holds the rights and privileges associated with those functions.
56 9.4
Are the Preferred PN’s, listed in App J, currently installed throughout the fleet?
If not, can the Navy provide what PN's are installed throughout the fleet?
Who would be responsible for the cost of upgrade/modification/replacement when non-preferred parts are removed and provided as a "one-for-one" exchange?
Yes, the Preferred Parts are partially installed throughout the fleet in accordance with the IPC (i.e., multiple configurations allowed).
The Navy cannot provide what specific part numbers are installed throughout the Fleet.
The Contractor is responsible for the cost of the upgrade/modification/replacement when non-preferred parts are removed and preferred parts are provided.
57 10.1
Para 10.1 states "The Contractor shall procure additional GP inventory utilizing CLIN 0037, Spare Part Procurement, but shall subsequently replenish those items under this CLIN 0014, Government Property Replenishment requirement. Additional quantities do not warrant a price adjustment." How should Contractors account for the replenishment/maintenance of new material that will be added to the inventory later in the contract? This would drive a cost adjustment .
Procurement of additional spares will not increase usage on the aircraft. The Government will simply have a higher quantity available for usage. As a result, there would be no cost impact going forward and therefore increases to the FFP of CLINs 0013 or 0014 are not warranted.
58 11 Para 11.0 notes that "labor at detachment sites shall be included in the FFP of the Commercial Line Maintenance Labor CLINs". How will be overtime labor while on detachment be accounted for?
Payment for overtime shall be the Contractor's responsibility regardless of personnel location. When on detachment, personnel shall be compensated in the same manner as when working at the assigned MOB.

64 12.1 Para 12.10, states that "Labor required to complete additional FCFs that are necessary because of issues unrelated to the C- Check shall be included in the C-Check FFP price". If the effort is unrelated to the C-Check, shouldn't the work scope be captured as an O&A?
It depends; C-Check pricing is inclusive of all labor performed during the TAT regardless of tasking. However, when the Contractor or Government identifies additional work that may not be completed within the Turn Around Time, the Contractor may submit an OAWR form in accordance with the O&A clause.
65 12.11 Paragraph 12.11 states that the IDIQ FFP includes the Baseline C-check task cards, any additional task cards and O level maintenance tasks required. Can the Government provide the additional task cards and specify the O level maintenance tasks required in order to bid into the FFP during the base IDIQ contract RFP?
The Government has provided historical data on the number of additional SAs, O-level actions, and task card changes. The Government is unable to provide all possible task cards.
66 12.6 In the event an aircraft is delivered for depot induction with with extraneous materials/equipment on board outside of the designated configuration of the aircraft. Who is responsible for removing or storing said equipment?
The Contractor would be responsible for removing and storing the equipment.
67 12.12.1
Para 12.12.1 notes that there may be additions or deletions to the baseline C-Check task cards. Can the Government please advise how the additions or deletions will be accounted for at time of task order?
The FFP of C-Checks shall be for the labor performed during the time period specified in the PWS and can be proposed utilizing the historical data provided in the Technical Library. The depot time requirement includes all additions or deletions from the baseline task card list, discrepancy repairs, Service Actions, and O-Level Work Requests.
This is similar to the CLM method of pricing - non-task-dependent labor for a period of time, but in the case of C-Checks, with more spcecifics. Based on experience and expertise, an Offeror should be able to determine the length of time and personnel required for each phase (debrief/inventory, open aircraft, inspect, SAs/TCs/Other, close aircraft, quality, FCF, etc) in order to develop a FFP.
68 12.12.2
Para 12.12.2, notes that that if the Contractor identifies O&A tasking that would require additional labor will be negotiated IAW the applicable clauses. Can the Government confirm that material associated with O&A task will be managed the same as labor?
Over-and-Above Labor is applicable to C-Checks only where a PoP extension is warranted. Over-and-Above material is only material beyond that included in the FFP of CLINs 0013 and 0014, and therefore only applicable under very limited circumstances.
PWS Paragraph 12.12.2 has been revised to read, "If the Contractor identifies O&A tasking that would require additional material not within the scope of CLIN 0013, Support Material Replacement, or CLIN 0014, Government Property Replenishment, the Contractor may submit an OAWR in accordance with the applicable clauses" and removes the inadvertent reference to labor in this paragraph.
PWS Paragraph 28.2 has been revised to remove the first sentence.

If new parts are introduced to the fleet, is the Navy procuring enough spares to maintain the fleet for the remainder of the contract? If not, how does the contractor adjust their CLIN 0013 & 0014 pricing to account for the new requirement?
Generally, the Government does not procure spare parts that are available from a Commercial Parts Pool to maintain the fleet. In accordance with PWS Paragraph 9.2, "The Government will procure initial parts required for discretionary upgrades, new capabilities, increased quantities, or unforced changes utilizing either CLIN 0044, Service Action Material, or CLIN 0037, Spare Parts Procurement, but the Contractor shall subsequently replace those items under this CLIN 0013, Support Material Replacement requirement."
Parts would then be exchanged via Commercial Parts Pool.
PWS Paragraph 9.2.5 has been revised to add, "When the Government procures unique items, versions of which are not currently installed on the aircraft, each replacement will be procured utilizing CLIN 0036, Beyond Fair Wear and Tear Material. The FFPs of CLINs 0013 and 0014 will not be adjusted to account for future usage."
70 19 Para 19.0 states that "The Contractor shall provide all labor, parts, and material to comply with the APU Heavy Maintenance (AHM) in accordance with the OEM (Honeywell) build specification and the schedule established in the PMIC". Can the Government please advise how O&A's outside the AHM work scope IAW OEM build specifications will be managed?
When appropriate, the Contractor may submit for Government consideration an OAWR for the delta cost of work scope of the APU Heavy Maintenance required to meet the OEM build specifications. PWS Section 19.0 has been updated to remove the word "schedule" and replace with "interval".
71 19 Will Contractors be responsible for the replacement of the LLPs? If so, can the times/cycles remaining on all APU’s and associated LLPs be provided?
Yes. The Government has provided in the Technical Library, a document containing information on APU hours and cycles ("Engine & APU - Hours & Cycles").
72 21 Para 21.0 states "The total TAT shall not exceed 75 calendar days." Per the OEM, the standard TAT for Aft Airstairs is 15-16 weeks (105- 112 days). Based on this information the government prescribed 75-day TAT is not achievable. Will the government consider adjusting the AFT Airstair allowable TAT?
If an Offeror is able to provide documentation prior to or with its proposal submission from the vendor showing that the specified TAT is not achievable, the Government will adjust the TAT prior to IDIQ contract award.

Para 22.0 states that Main landing gear shall be overhauled in accordance with 737-SL-32-165 including the OEM specs listed in the Service Letter. The Discussion section of the Service Letter recommends the removal and restoration of a number of components. Can the Government please confirm that the recommended items regardless of test or inspection results shall be overhauled/replaced?
Yes. Pursuant to PWS Section 22.0, the overhaul includes "...all recommended actions identified in Boeing Service Letter 737-SL-32-165 and the OEM specifications listed therein."
74 22
Are all installed LG’s/spares the “preferred spare” or a PN interchangeable with the preferred PN? If not, what PN’s are installed?
Who is responsible for paying to have the units brought to “preferred PN” configuration?
The Long Range Plan identifies the PN installed on each aircraft and provides the Main LG Overhaul schedule.
PWS Section 22.0 has been updated to read, "The Contractor shall utilize the D741-70003 Long Range Plan for LG overhaul schedule and configuration requirements. The Main LG shall be configured for installation on the aircraft from which the next Main LG scheduled for overhaul is removed pursuant to Boeing Drawing 161A0002. If a part requires replacement, the Contractor shall use the parts identified as “preferred spares” in the 737NG and 737MAX Main Landing Gear Component Interchangeability List, in Boeing Drawing 161A0002. The Contractor shall overhaul the Main LG as a set (left and right) and accomplish all “SUGGESTED OPERATOR ACTION” identified in Boeing Service Letter 737-SL-32-165 at a FAA FAR Title 14 CFR Part 145 repair station. The total TAT shall not exceed 120 calendar days. Upon completion of the Main LG Overhaul, the Contractor shall produce and submit a Depot Completion Report in accordance with CDRL A00F, Depot Completion Report. Shipping shall be included in the FFP."
The Contractor is responsible for bringing each Main LG to the preferred PN configuration under the FFP of CLIN 0042.
75 22
Para 22.0 states "The Contractor shall utilize the PMICs for Main LG overhaul schedule". Can the Government provide the times & cycles for all installed gear? The PMIC does not allow the ability to plan future removals?
PWS Section 22.0 has been revised to reference the Long Range Plan rather than the PMIC.
The times and cycles data is irrelevant. The Boeing document, D741-70003 Long Range Plan, provided in the Technical Library contains the schedule of removals.
76 23

The government notes contractors may provide temporary monthly expedited shipping. Can the government please define quantity of items impacted and the maximum duration of this requirement? How should the contractor determine which parts covered under CLINS 0013 & 0014 are covered under this requirement?
This CLIN applies to any part that impacts mission capability.
This CLIN will be exercised on a monthly basis dependent on operational reqirements.
This premium will be paid in addition to CLINs 0013 and 0014 shipping requirements in order to meet the more stringent performance metrics.
80 A: Gen. Info
In Table G-1, NAVAIR has identified three documents for Volume 2 Pre-Requisities. Is it the Government's intent to receive the Part-145 Certification and Data files in one combined file as well as two separate individual files for each respective pre-req? (RFP page 102 of 164).
The Government has updated Section L, Table G-1 and the Offeror shall submit one combined file Vol 2 PreReq#.docx.
81 A: Gen. Info There is a newer revision to the PMIC available. Will the government provide the latest revision as an update to the technical library or shall offerors use the version provided in the solicitation?
Yes, the Government will provide the most recent revisions of the PMIC and ULSS with the final solicitation amendment.

Paragraph 8.1 states "the contractor will operate as a contractor work center assigned to, and integrated into, the operating squadron".
Is the offeror to assume that contractor personnel would be operating in accordance with government approved Ground Operating Procedures compliant with the NAMP and not under the direct supervision of the government? Will equipment status be tracked in OOMA or on the contractor system? Will the workcenter be subject to the squadron QA procedures?
Yes. Contractor personnel shall operate in accordance with GOPs compliant with the NAMP and not under supervision of the Government.
The system used for tracking the status of SE is at the Contractor's discretion. In order to meet the spirit of the NAMP, OOMA is suggested for those SE items with established baselines.
No. The workcenter will not be subject to squadron QA procedures.
83 N/A Att. L-6 The 'Instructions' tab lists CY5 End Date as 9/30/2030, which reflects a 9 month PoP. However, the 'EST QTY' tab has 12 months for CY5 on several CLINs. Can the Government advise if CY5 is a 9 month PoP or a 12 month PoP?
Attachment L-6 has been updated to reflect 12 months with the Phase-In period aligning to the start of Contract Year 1. Please see the most recent version of the Solicitation.

PWS 3.4.1.2 states "The item removed from an aircraft shall be returned to the commercial parts pool". There are certain parts the commercial providers will not accept back in their parts pool given the military traceability. Can the Government provide clarity on their intent here and offer guidance on what Offeror's should do in the event a parts pool provider refuses to accept a part with military trace?
Conversely, will the Government consider updating the language to something such as "The item removed from an aircraft shuld be returned to the commercial parts pool in any case where a parts pool provider will accept the part"?
Items that are eligible for commercial parts pool do not have any military trace. PWS Paragraph 3.4.1.2 applies only to items that are eligble for the commercial parts pool.
85 3
PWS 3.4.1 indicates "all repairables in support of the DoN C-40A program" with the exception of HVA's and military unique items must be in a parts pool. Will the Government clarify what "all" these parts mean, what global locations are to house such parts and to what service/availability level they should be provided? Commercial parts pool providers require a part number specific list of items and an availability rate. Without providing either, it is unclear how Offerors are to deliver the same level of service that can be adequately evaluated.
"All" means all parts that can be replaced via a commercial parts pool. The Government does not intend to store any commercial parts pool items.
Market research has not shown a comprehensive part lists to be the only method of pricing a parts pool.
86 N/A Can the bidder use 11" x 17"sized pages for graphics, figures or tables? Yes, so long as the font is no smaller than 10-point font and enough detail is provided to understand the information.

Please clarify whether a one-for-one exchange is for same PN. If the CPP will only allow a swap for the same PN, how is the Contractor supposed to account for obsolescense or other PN changes?
The "one-for-one" exchange is not limited to the same PN. The "one-for-one" exchange refers to a non-RFI part that is removed from the aircraft being exchanged for a RFI part to be installed on the aircraft or placed in the Government's GP spares inventory.
CLINs 0013 and 0014 cover all items discussed therein. These CLINs are not solely related to any exchange program.
The PWS identifies circumstances in which the exchanged PNs differ from one another (e.g., items on the Preferred Parts List, obsolete parts, etc.)
93 N/A Within the contract clause 252.237-7023 it states that the Continuation of Essential Contractor Services is to be written to the PWS dated 3 February 2025.
