About this file

This document is a Performance Metrics attachment for a Naval Air Systems Command (NAVAIR) C-40 Contractor Logistics Support (CLS) contract. The detailed performance metrics outline specific requirements and marginal performance standards for various operational aspects, including government property management, maintenance, requisition timelines, mission capable aircraft rates, and depot-level maintenance. Key performance metrics include maintaining 80% mission capable aircraft rates, meeting specific non-mission capable maintenance rates (ranging from 8-12% depending on location), ensuring timely material delivery (within 24-120 hours depending on material urgency), and maintaining high standards for government property, maintenance documentation, and logistical support across continental and overseas operations.

The metrics establish precise performance expectations with clear consequences for non-compliance, such as potential payment reductions for failing to meet specified standards. Performance is measured across multiple domains including supply support, maintenance turnaround times, aircraft readiness, functional check flights, paint quality, and documentation accuracy. The document provides a comprehensive framework for evaluating contractor performance, with specific percentages and timeframes for each metric, ensuring rigorous oversight of logistics support for 17 U.S. Navy and 2 U.S. Marine Corps aircraft.

Mission capability percentages are computed using accumulated EIS, EOS, and SCIR hours during a reporting period. EIS is Equipment In Service and is (NUMBER AIRCRAFT) X (DAYS IN MONTH) X (24 HOURS), EOS is Equipment Out of Service and is those aircraft which are "OUT" of material condition reporting status and are reported in an inventory status code other than A, and SCIR is Subsystem Capability Impact Reporting.

*These calculations apply to FULL MISSION CAPABLE MOBs for Line Maintenance

NMCM % = (TOTAL NMCM HOURS/ TOTAL EIS HOURS) X 100

NMCM: Reflects the percentage of all aircraft assigned to a unit, based on total accumulated EIS hours during a reporting period, which were not capable of performing any mission due to maintenance

PMCM % = (TOTAL PMCM HOURS/ TOTAL EIS HOURS) X 100

PMCM: Reflects the percentage of all aircraft assigned to a unit, based on total accumulated EIS hours during a reporting period, which were capable of performing at least one, but not all missions, due to maintenance.
