About this file
This document is a government modification to a solicitation (SF 30) for a C-40A Contractor Logistics Support (CLS) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for the Naval Air Systems Command (NAVAIR). The modification updates several key contract elements, including changing the response deadline to 25-Jun-2025 at 3:00 PM and modifying contract line item number (CLIN) descriptions, such as changing "Depot-Level Maintenance/Mod/Repair Labor" to "Depot Maintenance/Mod/Repair Labor". The contract covers support for seventeen United States Navy and two United States Marine Corps aircraft, with work to be performed at multiple locations including Kaneohe Bay, Oceana, North Island, Jacksonville, Ft. Worth, and Whidbey Island.
The modification includes updates to pricing notes, contract year definitions, and clarifies government property management responsibilities. The contract will run from contract award through 31 December 2030, with maximum quantities set for various maintenance, support, and logistics services. Key contract line items include main operating base logistics support labor, commercial line maintenance, support equipment maintenance, depot-level heavy maintenance, field team support, and contingency support. The maximum quantity for maintenance/repair labor is set at 100,000 hours, with the government reserving the right to reallocate quantities and realign contract values between CLINs at the Procuring Contracting Officer's discretion.

The CLIN description has changed from Depot-Level Maintenance/Mod/Repair Labor to Depot Maintenance/Mod/Repair Labor.
The CLIN extended description has changed from:
Depot-Level Maintenance/Modification/Repair LaborMAX: 100,000 Hours
To:
Depot Maintenance/Modification/Repair LaborMAX: 100,000 Hours
PRICING NOTE B-2
The base Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract Contract Line Item Number (CLIN) values and maximum contract quantities are identified in the Section B, “Supplies or Services and Prices”, CLIN descriptions and are based on the unit prices established in Attachment (2), “Annual Unit Pricing”, the estimated quantities to be ordered as identified in the anticipated ordering schedule set forth in Attachment (3), “Anticipated Annual Ordering Quantities”, and the rates established in Attachment (4), “Annual Burden Rates”.
Anticipated annual ordering quantities and estimated annual expenditures may be reallocated across Contract Years within the same CLIN at the Procuring Contracting Officer’s (PCO’s) discretion and without notice to the Contractor, with the understanding that the total CLIN quantities are not exceeded. Additionally, the Government reserves the right to realign the IDIQ Contract values between CLINs at the PCO’s discretion, without notice to the Contractor, and with the understanding that the overall contract ceiling and maximum CLIN quantities will not be exceeded.
IDIQ Contract Ceiling Values
The value of the Phase-In CLIN (CLIN 0001) has been established based on the Contract Year 1 unit price (Attachment (2)).
The value of the Phase-Out CLIN (CLIN 0002) has been established based on the Contract Year 5 unit price (Attachment (2)).
Total CLIN values of CLINs for pre-priced individual maintenance actions and expedited shipping (CLINs 0018-0028, 0039-0043, 0046-0047, and 0056) have been established for each CLIN by multiplying the highest unit price across all contract years (Attachment (2)) by the total anticipated quantity to be ordered over the life of the contract (Attachment (3)).
Total CLIN values of CLINs for which the Government has set a maximum quantity and are pre-priced on a monthly basis (CLINs 0003-0011, 0013, 0014, and 0051) have been established for each CLIN by summing the product of each Contract Year unit price (Attachment (2)) multiplied by the associated quantity anticipated for that year (Attachment (3)).
The total value of CLIN 0012 has been established by summing the product of each Contract Year unit price (Attachment (2), Appendix (A)) multiplied by the associated quantity anticipated for that year (Attachment (3)) and combining the totals for both sites.
Total CLIN values of CLINs for which the Government has set a maximum quantity and are priced on a daily or hourly basis (CLINs 0029-0030, 0033-0034, 0045, 0048, and 0057) have been established for each CLIN by multiplying the highest unit price across all contract years (Attachment (2)) by the total anticipated quantity to be ordered over the life of the contract (Attachment (3)).
Total CLIN values of CLINs for which the Government has identified an annual dollar amount and are to be negotiated on a task order basis (CLINs 0016-0017, 0035-0038, 0044, 0049-0050, 0052-0055, and 0058) have been established for each CLIN by applying the highest burden rate across all contract years (Attachment (4)) to the sum of the annual dollar amounts identified by the Government (Pricing Note B-3 table) at the time of solicitation release.
Total CLIN values of CLINs priced on a location basis (CLINs 0015, 0031, and 0032) have been established for each CLIN by multiplying the highest unit price across all contract years and locations (Attachment (2), Appendices (B)-(D)) by the total anticipated quantity to be ordered over the life of the contract (Attachment (3), Appendices (A)-(C)).
Unit Pricing and Ordering Quantities
With the exception of CLINs 0001 and 0002, unit prices have been established in Attachment (2) for each Contract Year. Although anticipated annual ordering quantities have been established in Attachment (3) for every Contract Year, should work anticipated to occur in one Contract Year be required during another Contract Year, the price for that effort shall be the unit price established in Attachment (2) for the Contract Year in which performance begins, even where the actual quantity ordered during that year exceeds the anticipated quantity identified in Attachment (3). However, the maximum quantities and total value for each CLIN will not be affected by any change to the anticipated performance schedule.
For application of appropriate pricing, “Contract Years” are as follows:
Contract Year 1: Contract Award – 31 December 2026 Contract Year 2: 01 January 2027 – 31 December 2027 Contract Year 3: 01 January 2028 – 31 December 2028 Contract Year 4: 01 January 2029 – 31 December 2029 Contract Year 5: 01 January 2030 – Contract Expiration
| BTXT.216-9506 | MINIMUM AND MAXIMUM QUANTITIES (NAVAIR)(MAR 1999) |
| As referred to in paragraph (b) of FAR 52.216-22 " Indefinite Quantity" of this contract, the contract minimum quantity is 1 month of MOB Logistics Support Labor; the maximum quantity is the sum of the maximum CLIN quantities identified in Section B, “Supplies or Services and Prices”. |
SECTION C - DESCRIPTIONS AND SPECIFICATIONS
PERFORMANCE WORK STATEMENT

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
PART A GENERAL INSTRUCTIONS
1.0 GENERAL
Offerors are required to submit sufficient information concerning all evaluation factors to enable Government personnel to assess the capabilities of the Offeror to meet all requirements. The proposal must be sufficient in detail and scope to enable evaluation and provide the evaluators a clear understanding of the Offeror’s approach, expertise, and capability as required by the solicitation. All proposals must clearly demonstrate that the Offeror has a thorough understanding of all requirements and associated risks; is able, willing, and competent to devote the resources necessary to meet all requirements; and has valid and practical solutions for all requirements and potential risk areas. The Offeror shall not alter or rearrange the solicitation. The burden of proof for all substantiation within the proposal rests with the Offeror. Price information, (e.g., dollar values and/or hourly rates) shall appear only in Volume 1 (Contract Administration), Volume 5 (Price), and Volume 6 (Small Business).
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. It is the responsibility of the Offeror to present enough information to allow the Government to evaluate its proposal without discussions. Unsubstantiated statements that the prospective Offeror understands, can or will comply with the specifications, or paraphrasing the requirements or parts thereof are inadequate and may render a rating of unacceptable. Offerors shall not modify requested information in the Section L Attachments. Additionally, the information provided in the attachments shall be consistent across proposal volumes and alternate proposals are not acceptable.
The Offeror shall include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. There is no need to repeat information in more than one volume. The Offeror shall include detailed information in the most logical place and use a summary or reference to other areas if an overlap exists. Do not provide elaborate brochures or other presentation material beyond that sufficient to present a complete and effective proposal.
Throughout these instructions, “Offeror” is defined as the prime contractor with its Commercial and Government Entity (CAGE) code identified in Block 17 on Standard Form (SF) 1449, Solicitation, Offer, and Award. A “Joint Venture” (JV) is a partnership or teaming arrangement that is formed for the purpose of responding to this solicitation when the prime contractor consists of more than one legal entity. “JV team members” are the entities that make up a Joint Venture. Entities are defined in Section M.
2.0 PROPOSAL FORMAT AND SUBMISSION
Offerors shall format all proposals using a Times New Roman 12-point normal font (no reduction permitted), single-spaced. The Offeror shall number each page with volume and page number. If the Offeror uses graphs to convey information, the graphs must show enough detail to understand the information described. The Offeror shall present graphs and tables in no smaller than a 10-point font.
2.1 Electronic Submission of Proposal
The Offeror shall submit all volumes of the proposal electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. No other proposal submissions, such as mail, hand-carried, or other electronic system (e.g., DOD SAFE or the Contracting Communication Module (CCM) within PIEE) are authorized by the solicitation. All proposal information shall be marked with “CUI/Source Selection Information – See FAR 2.101 and 3.104.” Instructions on how to post an offer to the Solicitation Module in the PIEE system, please refer to the Posting Offer demo: are available at https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.
Offerors shall follow the registration instructions found on the PIEE website. Prime offerors shall register the proper company points of contact in PIEE based on their CAGE codes with the proper roles assigned well in advance of the solicitation closing date. Documents submitted by the subcontractor directly to the Government must have the prime contractor’s name, CAGE, and RFP number on the first page of the document.
It is the Offeror’s responsibility to confirm receipt of proposals and all electronic communications. Offerors should take screen shots of the submission to validate acceptance of the submission in the PIEE system for this solicitation. The Government will not search for incorrectly submitted proposals in PIEE.
The submission date for all Volumes shall be no later than the date and time specified in Block 8 of the SF 1449 of the solicitation. Offerors are responsible for submitting proposals, and any modifications or revisions, through the PIEE system by the date and time specified. While Offerors are encouraged to submit documents early, any submission, modification, or revision received through the PIEE system after the exact date and time specified is “late” and will not be evaluated or considered for award. If there is an unanticipated PIEE System outage within 24 hours of the proposal due date and the outage has interrupted normal Government processes so that proposals cannot be received by the exact time specified in the solicitation, the Contractor shall immediately notify the Contracting Officer. This notification shall occur prior to the proposal submission deadline and shall be made in writing. The Offeror shall obtain written approval from the Contracting Officer to submit the proposal via an alternate method or the Contracting Officer may advise the Offeror that the Government will follow the procedures set forth in FAR 15.208(d) for amending the solicitation closing date.
2.1.1 Electronic Proposal Media
The Offeror shall submit all volumes of its proposal electronically and ensure compatibility with the operating system and applications defined in Section 2.1.2 below. The Offeror shall ensure the content and attachments that contain pricing information [Volume 1 (Contract Administration), Volume 5 (Price), and Volume 6 (Small Business)] are kept separate from the other proposal volumes that do not contain pricing information. The Offeror shall ensure that price information is delivered as separate files from the remainder of the proposal volumes. The Offeror is responsible for ensuring electronic proposals are virus free in accordance with Section 2.1.4.
2.1.2 Operating System and Applications
The Government uses Microsoft Windows 10 Operating System to access proposals. Offerors shall submit proposal information using the following applications: Microsoft Word 2016, Microsoft Excel 2016, Microsoft PowerPoint 2016, and Portable Document Format (.pdf). Offerors shall submit letters and other signed documents as fully searchable .pdf files. The Offeror shall ensure that its proposal Volumes and Annexes are fully searchable .pdf files. Use of other application software for submission of proposals is prohibited.
2.1.3 Hyperlinks
The Offeror shall not use hyperlinks in proposal volumes.
2.1.4 Virus Free Electronic Submission
The Offeror is responsible for ensuring that its electronic proposal is virus free.
