Set # 4 (Formal RFP) 5 May 2025
Government Responses to Industry Questions N0001925R0003 Enclosure (1)
Industry Feedback Worksheet
1 L: B-2 N/A
Table G-1 in RFP Section L.2.1.6, appears to indicate that only the Table SB-1 SBPCD (RFP Attachment L-7) is the only document/information to be included in Volume 6 Small Business and the Small Business Subcontracting Plan should be submitted in Annex B.
Please clarify if the Government wants only the SBPCD in Volume 6 and the Small Business Subcontracting Plan should only be in the Annex B.
Yes. The Contractor shall provide these separately in Volume 6 and Annex B as stated in the question.
2 L: B-6 N/A
RFP Section L.6 states: The SBPCD shall list the planned small business participants and identify a Minimum Quantitative Requirement (MQR) of 5.00% or more of the total proposed contract price inclusive of options but excluding the price of FAR 52.217-8 Option to Extend clause. Addtionally, the SBPCD "shall" be consistent with the SB Subcontracting Plan.
Also of note, RFP Section M.II.D defines the Total Evaluated Price (TEP) as the sum of each CLIN's Total Estimated Amount for each Contract Year (CY1-CY5) and FAR clause 52.217-8 Option to Extend Services.
The Offeror's SB Subcontracting Plan provides dollars and percentages based on the total contract period of performance, to include the 6-month option to extend period.
Will the Government revise the SBPCD calculation requirement to include the 6-month option to extend period (FAR 52.217-8 Option to Extend)?
The Government has revised Section L.6 to include the potential 6 month extension.

As we have been preparing our pricing for depot events to include the service actions listed in the C-40A Long Range Plan we have determined that additional information is required in order for us to accurately price the depot events.
Specifically, at a minimum, the below ADs/SBs/SLs are required to properly evaluate and estimate the hours required to complete the tasks. Please note that while we acknowledge Section 4 of the Long Range Plan provides estimated hours, the estimates are not always accurate, and hours for several are listed as unknown or blank.
Further, respectfully request a 14 day extension from date of receipt of the requested information to allow time for review and incorporation.

The Contractor shall estimate manning for C-Checks based on the Offeror's historical knowledge of 737 aircraft maintenance. It is not feasable for the Government to provide all Service Actions that may be required for depot efforts. In accordance with prior response #65, the FFP of C-Checks shall be for the labor performed during the time period specified in the PWS and can be proposed utilizing the historical data provided in the Technical Library. The depot time requirement includes all changes from the baseline task card list, discrepancy repairs, Service Actions, and O-Level Work Requests. Specific tasking during that time is irrelevant.
The proposal submission deadline is being extended pursuant to solicitation amendment -0003.
4 B: CLINs N/A
Reference:
•For CLIN 0013 Support Material Replacement and CLIN 0014 Government Property Replenishment, the Offeror shall provide adequate substantiating information and documentation in support of the price realism analysis for the Government to understand the Offeror’s assumptions to evaluate the Offeror’s price proposal •If the Offeror proposes an Entity other than the Prime to complete work for either CLIN 0013 and/or CLIN 0014, the Offeror shall reference that Entity’s vendor quote in the Offeror’s Price narrative Appendix C. The Offeror shall include …….. that Entity’s cost to the Offeror
Discussion: FAR 15.404-1(a)(2) states, “Price analysis shall be used when certified cost or pricing data are not required”. FAR 15.401 states that, “Price means cost plus any fee or profit applicable to the contract type.” Here, certified cost and pricing data are not required. Therefore, while the government can require offerors to submit pricing information, the FAR prohibits the government from requiring offerors to submit cost information (based on this current type of solicitation). Please see also, IBM Corporation, B-299504 et al., June 4, 2007, which states, “ In contrast, where an RFP contemplates the award of a fixed-price contract, or fixed price portion of a contract, an agency may also provide in the solicitation for the use of a price realism analysis for the limited purpose of measuring an offeror’s understanding of the requirements or to assess the risk inherent in an offeror’s proposal. Puglia Eng’g of California, Inc., B- 297413 et al., Jan. 20, 2006, 2006 CPD ¶ 33 at 6-7.
Q1. Please to confirm (and update solicitation if necessary) offerors should submit pricing (not cost information) as there is no need for the government to request cost information to assess this understanding (nor for a commercial acquisition under FAR Part 12 that contemplates a FFP rather than a cost type contract).
Q2. Given these CLINs could include thousands of parts with thousands of subcontractors/vendors, would the government consider limiting this request to the subcontractors/vendors representing the top 50-70% of offeror’s price under these CLINs?
FAR 15.404-1 (d) permits the Government to use cost analysis techniques when performing price realism on Firm Fixed Price CLINs.
Paragraph 5.2 of Section L and Attachment L-6 request cost data related to the build-up of its prices for CLINS 0013 and 0014 in support of price realism analysis consistent with what is permitted by the FAR. Paragraph 5.2 has been updated to clarify that these costs are only related to CLINs 0013 and 0014 for which the Government is performing price realism.
As stated in Section M of the RFP, if the price realism analysis reveals concerns, "the Price team will identify the price issue to the Technical team and may result in a decrease with the Technical confidence rating and/or risk rating." Consistent with the cases cited by the Offeror, the Government will not make adjustments to the value of the Firm Fixed Price CLINs in the Total Evaluated price.
If it is not feasible for an offeror to obtain vendor quotes for all parts, it must provide other forms of substantiating documentation related to how it developed that portion of the price of CLINs 0013 and 0014, including assumptions, historical data, and/or other basis of estimate.
Quotes for commercial parts pool participation are also an acceptable component of substantiation documentation.
5 B: CLINs 15
Reference CLIN 0033 & 0034: The number of personnel needed to support depot field team events will be dependent on the work scope required. Is the government’s intent for offerors to provide a daily rate to encompass all personnel needed in the daily rate for CLINS 0033 & 0034? If so, how many personnel should offerors anticipate for each field team event? Or, is it the intent of the government for offerors to provide a per person daily rate?
The daily rate is per person per day. Task orders will be issued based on the number of personnel multiplied by the number of days required.
Paragraphs 15.3 and 15.4 have been revised to clarify the rate to be per person per day.
We started populating the new OPS and Attachment L-2 CPA files for pricing and we found the following changes/issues.
For the Att__L_2_Vol_1_CPA_Tables__FINAL file, on tab CPA-6 Burden Rates, a row for CLIN 0058 is missing and we cannot add it.
Attachment L-2 has been revised to add a line for the burden rate associated with CLIN 0058, as has the draft Attachment (4).
For the Att__L_6_Vol_5_OPS__FINAL file, on tab B-2, it looks like all the plug numbers for CLINS 0052-55 and 58 are now just in Year 5 (they were spread out across the five years before).
For contract ceiling calculation purposes, the values will be spread across all 5 contract years and documented in IDIQ contract Attachment (2). However, for purposes of the TEP calculation, the full amount is shown in CY5. The Contractor shall propose a burdened rate for all contract years in Att L-6 OPS.
Will the government please clarify what AWD is (in Annex C) and what the instructions are for the contents of Annex C?
We believe it may be average wage determinations.
If that is the case, is Annex C for our Depot Facility locations?
Respectfully, we just want to make sure we understand AWD and Annex C.
Section L has been revised to eliminate the term "AWD" and to make clear that Wage Determinations (Section J Attachments) apply to MOB Logistics Support and Commercial Line Maintenance CLINs (CLINs 0003-0011) only. Additionally, Annex D will now become Annex C, as the AWD requirement has been eliminated.
Respectfully, 72-C40-011-01-C40A was not included in the task cards provided in the most recent DODSAFE Technical Library Document transmission.
It is the (Engine Spinner Cone) task card needed for pricing.
The Government will provide this task card via DODSAFE as it did for prior transmissions.

Can the government share the number of total hours flown for all 19 aircraft in 2024? PWS Paragraph 1.5 indicates, "The Government anticipates an average aircraft usage of approximately 1,450 flight hours per aircraft per year with approximately two flight hours to each take-off and landing cycle… C-40A Maintenance Planning Document provides for a maximum of 2,000 flight hours per aircraft per year".
The Government will provide via Technical Library historical flight hour data.
