About this file

This document is a Government Responses to Industry Questions document for Solicitation N0001925R0003, dated 19 May 2025, providing clarifications for a C-40 Contractor Logistics Support (CLS) procurement. The document addresses five key industry questions related to technical library usage data, maintenance and repair expectations, and document referencing.

Significant responses include confirming that usage data pertains to specific Contract Line Item Numbers (CLINs) 0013 and 0014, and clarifying the government's intent for high-value assembly (HVA) repairs. The government affirmed that general repair or replacement of key components should be handled through a one-for-one exchange using a commercial parts pool, with specific attention to be paid to engine and landing gear cycles. Additionally, the document provides guidance on file naming conventions and document section references, noting that some clerical errors exist but do not affect proposal content, and confirms that offerors can include only relevant sections of Statement of Work (SOW) and Performance Work Statement (PWS) documents.

Government Responses to Industry Questions N0001925R0003 Enclosure (1)

Industry Feedback Worksheet

1 12.0 Does the usage data provided in technical library files titled GFP Utilization and/or Parts Utilization contain usage data related to what the contractor is required to priced in CLIN 0013 as described in paragraph 12.12.2 Material?

The usage data provided pertains to items covered by CLINs 0013 and 0014. However, please note that the usage data is not all inclusive of items to be priced under these CLINs

2 19.0

The following pertains to PWS paragraphs 19-23. Is it the intent of the USG to have an all in price on HVAs (APU, Landing Gear, and Airstair) where missing parts, customer induced damage, and specific cases of Beyond Fair Wear and Tear are the only avenues for O&A?

In other words, is it the intent of the government that general repair or replacement of key components or LLP’s as necessary based on current condition, LLP failure prior to achieving its life limit, scrap, or not meeting cycles for next scheduled AHM are not avenues for O&A?

Yes.

In accordance with PWS Paragraph 9.2, "The Contractor shall replace all non-GP repairables (including life-limited parts unrelated to the CFM56-7B engine) found to be non-serviceable or requiring replacement in accordance with maintenance document requirements and those removed during any maintenance action performed at any location, whether by the Contractor or not, with parts acquired via a one-for-one exchange using a commercial parts pool." The Offerors should place particular attention on cycles provided in the Technical Library Document entitled "Engine & APU - Hours & Cycles" as well as SL 737-SL-32-165 for Nose and Main Landing Gear requirements.

Sec. L Part A

Sec. 2.0

Annex D was removed in Amendment 0003 but there are references to C and D on pages 110 and 126. We're making the assumption that this should all be Annex C.

The following errors are clerical in nature and do not affect the content of proposals but will be revised if and when another amendment is executed:

Section L, Part A, Section 2.0, Paragraph 2.1.6, File Naming Conventions, Table G-1 - For Annex A, the file naming convention column should read, "Ann A PPR#.pdf" For Annex C, the file naming convention column should read, "Ann C TD.pdf"

Sec. L Part B

Sec. 2.0

Annex D was removed in Amendment 0003 but there are references to C and D on pages 110 and 126. We're making the assumption that this should all be Annex C.

The following errors are clerical in nature and do not affect the content of proposals but will be revised if and when another amendment is executed:

Section L, Part B, Section 2.0, Paragraph 2.1.2, Data - Subparagraph a. should reference Annex C rather than Annex D Subparagraph b. should reference Annex C rather than Annex D

For Annex C, the SOWs/PWSs are very lengthy. Is it acceptable to only include the relevant Sections of the SOW and PWS documents in Annex C to minimize the government receiving exceptionally large files?

Yes, it is acceptable for the Offerors to only provide the relevant sections of the SOW/PWS as long as it gives the reader the full understanding of the applicability of the work to the C-40 CLS effort.
