Posted FBO - 7-29-15 N00019-15-R-0106 UC-35 Contractor Logistics Support (CLS) Draft RFP Questions and Answers

#DocumentQuestion from IndustryAnswers
1RFP and PWS

RFP p. 62, Section B,

Pricing Notes B-5 & B-6Since this is a small business set aside, does the Government plan to make this a CAS covered contract? This will not be a CAS covered contract. Pricing notes B-5 and B-6 will be revised accordingly.
2RFP and PWS

RFP p. 118, Section I,

Clause 52.244-2 SubcontractsIf CAS does not apply to this contract, will the Government remove this clause or make changes?Clause 52.244-2 will be removed in the final RFP.
3RFP and PWS

RFP p. 113, Section I,

Clause 252.244-7001 Contractor Purchasing System AdministrationThe DCMA Guidebook states the following, "...if the contractor's sales to the Government (excluding competitively awarded FFP contracts, competitively awarded FP with EPA contracts, and FAR Part 12 sales of commercial items pursuant to Reference (h)) are expected to exceed $25 million during the next 12 months, the ACO shall perform a review to determine if a CPSR is needed. " Does the Government expect the contractor to have an approved purchasing system or a CPSR prior to contract award and does the Government expect yearly sales above $25M?An approved CPSR is not a requirement for award of the contract. The Government does not expect yearly sales above $25M; see RFP Section B for yearly estimates for the requirement.
4RFP Att. 2 DD254
Section 11Does the Government require a non-possessing facility clear contractor to have a possessing facility clearance at the secret level prior to contract award?

Company X currently has a facility clearance that is for a non-possessing facility of classified information. This means that all Key Management Personnel and the required employee have clearances at the secret level in order to perform maintenance on the aircraft within a classified area or have discussions with the customer on classified equipment without maintaining, storing, distributing, and classifying any classified documents within the company. The DD254 issued with the draft solicitation requires the storing of classified materials as one example. Does the Government require the bidder to already possess a facility clearance for possessing classified materials from another contract they may have before contract award. The process for changing to a possessing facility requires increased requirements on the contractor. PWS Para 3.8 has been revised to state the highest level of security for this contract is FOUO/Sensitive Unclassified information. The DD254 has been removed due to the performance of this requirement being unclassified.

5RFP Appendix B
TrainingUnder the current contract, do any personnel performing aircraft and engine maintenance without an A&P license? If so, will they be grandfathered into the new contract or does the awarded contractor need to replace these mechanics?PWS 3.2- Paragraph states all personnel performing maintenance on Aircraft and Maintenance shall have a certified and current Airframe and Powerplant (A&P) License.
6RFP Appendix B
RepairsDoes the Government accept Parts Manufacturer Approvals (PMA) materials for the aircraft as long as it has a 8130-3 tag?PWS 6.1- paragraph states yes, refurbished parts are accepted as long as they contain FAA 8130 tag.
7RFP and PWS

PWS Section 3.3.2

RFP, p. 108, Section H, Clause 5252.245-9520The S, O, and A states that only Cessna requires an ACA. The PWS indicates Cessna and Pratt & Whitney. Which is correct?Pratt and Whitney will be added to Section H, Clause 5252.245-9520 of the final RFP.
8PWS
Section 4.10This paragraph indicates the parts required to have an export license within 30 days after contract award. Is it correct to assume all other parts required for Futenma, Japan and Doha are classified as "No License Required" based on the EAR?PWS 4.10- only the items listed in this section are ITAR controlled items.
9PWS
Section 12.3The Government states that the contractor shall provide loaner engines instead of rental engines. Does the Government consider them to be one in the same? Or does the Government expect the contractor to enter into a engine loaner agreement?PWS 12.3- Yes, the term loaner and rental engines are the same. As a performance-based requirement, the Government will not direct the Contractor on specifically how to meet the requirement.
10PWS
Section 1.2Does the Government have any plans to deactivate any BSOs within the POP for this contract? No known requirements at this time.
11PWS
Section 3.6Para 3.6 states "The Contractor's Quality Assurance Program shall be part of the Contractor's Parts 135 and 145 operations, as applicable". Does this statement require the prime Contractor to have either a Part 135 or Part 145 certificate or both?PWS 3.6- The Contractor is required to have a Part 145 Repair Station certificate. The PWS will be revised with applicable changes to correct.
12PWS
Section 3.8Par 3.8 states there is no classified material requirement within the scope of the contract. The DD254 requires the contractor to fabricate, modify, or store classified hardware. Please clarify.See final RFP. PWS Para 3.8 is correct. The PWS has been revised and the DD254 has been removed due to the performance of this requirement being unclassified.
13PWSDoes the Government planned or have scheduled any Aircraft Condition Inspections during the contract POP?
When directed by the Navy, the UC-35 may have an Aircraft Conditional Inspection (ACI) performed. This is an in-depth aircraft inspection performed by a depot facility and includes a strip and paint of the aircraft. On a previous UC-35 contract, the prime contractor was asked to provide a draft ACI document to the Navy for review and possible incorporation to the contract. I believe this type of inspection would be performed every 5 years. This requirement could possibly affect the level of work the depot subcontractor is authorized or can perform. An answer will be posted on FBO as soon as possible.

23RFP
Clause 52.219-4Is the 5-10% differential applicable? No. Clause 52.219-4 does not apply since this is a small business set-aside.
24Site VisitWill there be an opportunity for a site visit? The Government does not intend to sponsor a site visit.
25Tech LibraryWill information on the aircraft, engines, and any planned future overhauls be provided?Yes, see Technical Library, which will be available soon.
26Major ModsWill information on major modification be provided? No known requirements at this time.
27PWSIs there a specific AME (MC rate) rate to work to?An answer will be posted on FBO as soon as possible.
28PWSHow realistic are the OR rates (Mission Capability rates)? Has NAVAIR decided? An answer will be posted on FBO as soon as possible.
29RFP
Contract TypeIs this a services or supply contract? The predominant portion of this contract is for services; therefore, this contract will be a services contract under the Product Service Code (PSC) J015 "Maintenance, Repair, and Rebuilding of Equipment - Aircraft and Airframe Structural Components" and North American Industry Classification System (NAICS) code 488190 "Other Support Activities for Air Transportation."

32RFP
Response TimeHow much time will be given to write the proposal? (suggests 60 days)The Government will provide at least 30 calendar days to submit a proposal in response to the final RFP.
33RFP, Section L, Part B, Paragraph 1.6
PhotographsWhat is meant by the photograph requirement in Section L? Type and number of photos? This section of the RFP is for the Executive Summary. The Offeror may submit up to five photographs if the Offeror feels this will aid in explaining their approach. See RFP Section L, Part B, Paragraph 1.6 for the limitations on the number and electronic format of photographs.
34PWS, Section 3.3.2
License AgreementIn regards to the license agreement, does it have to be between primes or can it be subs? When Government license agreements are required between the Contractor and the OEM, can those agreements be made between a subcontractor and the OEM? For example, the Prime's engine subcontractor will have an agreement for engine support, parts, engineering, etc. with the Engine OEM.The Government expects the Contractor to accomplish "O" to "D" level maintenance establishing agreements and utilizing OEMs as the Contractor deems appropriate in the performance of aircraft and engine maintenance as described in the PWS 3.3.2.
35RFP, Section L
Past PerformanceIs there a minimum or maximum for past performance information?Review RFP Section L. If that doesn't answer your question, submit this question formally.
36PWS, Section 3.3.2
OEMAre you looking for the OEM as an actual participant or just a relationship with the OEM? How much scope of effort are you looking for in OEM levels? Associate Contractor Requirements section 3.3.1 - Government states ".........and integration of work by the UC-35C/D Program Associated Contractors to ensure complete compatibility between equipment, data............and to maximize commonality." The term integration of work by the Program Associated Contractors appears to drive a requirement beyond the sub-paragraphs 3.3.2.1, 3.3.2.2, and 3.3.2.3. What level of work/Scope of effort is the government looking to have the Associated Contractors (Cessna and Pratt & Whitney) perform for the Prime Contractor? Can said such work be performed by an OEM authorized repair facility? The Government expects the Contractor to accomplish "O" to "D" level maintenance establishing agreements and utilizing OEMs as the Contractor deems appropriate in the performance of aircraft and engine maintenance as described in the PWS 3.3.2.
37PWS

Sections 5.13.4 & 5.13.6 CESCOM PWS paragraphs 5.13.4 and 5.13.6 appear to drive a requirement to purchase the CESCOM Maintenance Tracking Program, is this correct? If not, please clarify the statements "CESCOM maintenance program" utilized within the PWS referenced paragraphs.

Yes CESCOM is a requirement to track all maintenance actions performed.

38RFP
Release DateAre you able to shift so that both RFPs don't come out in August? The current contract is a combined UC-35 and C-26 contract; therefore, NAVAIR plans to run the competitions concurrently so the contracts are awarded at approximately the same time.
