Appendix B

13 Aug 2015

Commercial Derivative Aircraft Airworthiness Maintenance, Repairs and Alterations

The Contractor shall ensure that all maintenance or repairs are conducted by the site maintainers; an Original Equipment Manufacturer (OEM) authorized Service Center or an FAA-certified or European Aviation Safety Agency (EASA) 14CFR145 facility and comply with FAA-approved repair station and quality control manuals. The Maintenance, repair, overhaul (MRO) repair station training and quality control manuals shall be made available on request from the Procuring Contracting Officer (PCO) or Administrative Contracting Officer (ACO).

Required Inspection Items (RII) Before any aircraft can be released for service after having maintenance performed that requires a RII inspection, the corrective action or maintenance performed will be inspected by a qualified RII Inspector. A detailed listing of RII shall be generated and identified in the General Maintenance Manual. At no time will the person that performed maintenance requiring a RII inspection be authorized to perform the RII inspection releasing their own work.

Compliance with OEM Maintenance Program

The Contractor shall perform all aircraft servicing and scheduled maintenance in accordance with the OEM's FAA-approved aircraft maintenance inspection program, with the exception of any items directed by the PCO or ACO to be excluded.

Training

The Contractor shall ensure that all personnel are trained to perform the requirements of this PWS. The Contractor shall establish and maintain a method to track recurring training requirements and ensure their personnel remain current. The Contractor shall make available all records of employee training upon Government request. The Contractor shall ensure all personnel performing aircraft and engine maintenance are FAA certified and possess a current Airframe and Powerplant (A&P) License.

Repairs The Contractor shall maintain the safety; acceptability of all materials used in repairs, and shall ensure that all new, repaired or refurbished parts are FAA-certified. The Contractor shall not accept any part that does not have an FAA 8130-3, or other documentation for return-to-service (e.g., Canada Form (CF) 1, or EASA Form 1 tag). The Contractor shall retain all return-to-service documents of installed parts, showing Part 145 Repair Station approval, and shall make these documents available for inspection. For serial numbered parts, the Contractor shall retain records that document the origin, repair source, and (for life/cycle limited parts) the time/cycles since overhaul. The contractor should, when practicable, request the entire work order package from the repair station that returned the component to service, and should add this work order package to the aircraft's maintenance records, until that component is removed from the aircraft.

Records

The Contractor shall maintain, at a minimum, all maintenance records as identified in 14CFR 91.417. All maintenance shall be recorded in accordance with 14CFR 43.9, all inspections shall be recorded in accordance with 14CFR 43.11, and all life limited components shall be dispositioned in accordance with 14CFR 43.10.

Service Actions

The Contractor shall incorporate only those Service Actions for which direction has been issued by PCO or ACO (notwithstanding the requirements herein to maintain the FAA Type Certification of the aircraft in accordance with 14CFR145 repair station and quality control manuals). Recurring Service Actions that have been previously implemented shall be considered part of the OEM's FAA-approved maintenance program and shall be complied with. Service actions include (but are not limited to): Aircraft alterations (FAA Form 337), Service Bulletins, Service Letters, Service Instructions, Service Information Letters, Service Notes, Airworthiness Directives (AD), Time Compliance Technical Order, aircraft service change, alert customer bulletin, customer bulletin, kit status and Government-issued technical directives (Airframe/Avionics/Powerplant changes and bulletins). The contractor shall ensure that all completed Service Actions are immediately entered in the configuration management data system.

Airworthiness Directives

The Contractor shall immediately advise the PMA-207 APMSE when compliance with an FAA AD is required. Such notification shall include the cost to the Government for action necessary for compliance. In the event the Government does not desire to comply with the AD, the Contractor will be provided with written formal notification of the reasons for such decision, such as an alternate means of compliance.

Conformity Review Meeting:

The Contractor shall conduct an Aircraft Conformity Review. The US Government may participate as a means of completing the configuration audit and validate quality controls are in place. Upon completion of the Aircraft Conformity Review, the Contractor shall submit FAA Form 8100-1, Aircraft Conformity Inspection Report, on the Web-based Information System (WIS) for Government viewing.

Engineering Assignments (EAs)

The contractor shall accomplish the engineering, data management, and technical order development services required by EAs. The contractor will be notified of these requirements by DCMA, appropriate data and reports through the WIS for Government viewing.

Unique Engineering Data

The contractor shall provide applicable engineering data and drawings developed under this contract to describe all UC-35C/D peculiar items. The contractor shall update, revise, and maintain UC-35C/D engineering data/drawings developed under this contract in accordance with best commercial practices. All data developed under this contract may be available to the Government with data rights to be used by the Government or the Government’s contractors in support of Government owned and/or operated aircraft. However, any data found to contain proprietary information which if distributed outside of Cessna could cause competitive business impact, will not be considered.

Systems Engineering

The contractor shall incorporate systems engineering practices into all applicable efforts, specifically modifications and product improvement efforts. Such practices include (but may not be limited to) technical reviews, identifying and defining requirements, and ensuring requirements are met as effort progresses from start to finish. When specified, the contractor shall generate, maintain, and provide a Requirements Correlation Matrix (RCM) for engineering efforts approved/funded by this contract.

Safety Risk Assessment

The contractor shall respond to oral and/or written requests issued by the Government concerning risk assessment assistance. Contractor assistance will be requested as needed to ensure accurate risk assessments are completed to support aircraft program, maintenance, repair, modification, and sustainment issues. Contractor assistance will vary but may include providing safety assessment expert/facilitator, subject matter expert(s), relevant data, and other resources needed to identify, analyze, and mitigate hazards. Please reference the FAA System Safety Handbook for more information regarding Safety Risk Assessments. All requests shall be answered in a timely manner where response time will be identified by the Government, and provide appropriate data and reports through the WIS for Government viewing.
