N00019-15-R-0079 Government Responses to Industry Questions
Question No. Contract Reference Industry Question/Recommendation Government Comment
85 Section L, L-1 CONTENT OF PROPOSALS
PART A GENERAL INSTRUCTIONS
2.0 PROPOSAL FORMAT AND SUBMISSION
Para 3.0 PROPOSAL CONTENT AND VOLUMES, page 97 and Table G-2 Proposal Structure Para 4.1 (Pricing) Volume Content
The RFP provides the requested proposal structure in Tables G-1 and G-
2. This requests 5 volumes and the five annexes.
Para 2.0 indicates that each Volume and Annex should be individually bound.
Para 4.1 indicates that pricing should only be included with Volume 4 (Price) Volume 5 Contracts and Annex D (Small Business Plan).
1. As each Annexes contents are specific to a particular volume, shouldn't the Annexes be included with (or bound with) the Volume that they are associated with. For example Annexes A, B, C should be included with (Bound with) the Technical Volume (Binder); Annex D with the Pricing Volume; and Annex E with the Past Performance Volume.
By including the annexes with the volumes they are naturally associated with, it will be easier for the reviewers to asses each contractor; and it will also reduce the number of physical binders that the government must keep track of during the evaluation.
No. Annexes and volumes should be bound and provided as required by Section L.
86 DRFP Section L, page 99; paragraph Section L 2.4, page 104 Does the Government expect just Table ES-2 (Relevant Contract Summary) to be submitted two weeks prior to specified Proposal submission date/time or the entire Past Performance Volume 3?
No. Please submit the entire Past Performance Volume 3.
87 DRFP Section L, page 104; paragraph Section L 2.4, page 104 The referenced paragraph says the Offeror must demonstrate the degree to which its previous experience is "similar" to the requirements of this solicitation but that experience "must" utilize Naval Aviation Maintenance Program CNAF 4790.2B processes and procedures. The above "required" policies and procedures are very "similar" to others used within DoD and/or commercial operations for this type of work.
Transitioning from a DoD system or a commercial system should not create an obstacle to bidding this effort. By establishing this requirement for only CNAF 4790.2B, the competition could be limited
1. Why can experience regarding AIMD requirements be "similar" yet the processes and procedures utilized "must" be the Naval Aviation Maintenance Program CNAF 4790.2B?
2. Please explain how the utilization of Naval Aviation Maintenance Program CNAF 4790.2B enhances competition on this program.
This is the Government requirement.
