It is very difficult to break-out the NASWF requirements when co-mingled with the NASP requirements.
Will the Government consider identifying the unique requirements for NASWF in a separate paragraph, as is the case with NASCC and NASP, so as to reduce any confusion of the requirements at NASWF?
No. The requirements for NASP and NASWF are clearly identified in the PWS and unique requirements for Whiting Field are outlined both in the PWS and in Section G, which states:
CNATRA DET WHITING FIELD (N49155)

Can the Government provide the number of printers and copiers required to be supported with paper, ribbons and cartridges as well as number of facilities the contractor is required to support with housekeeping materials and their base location in order for the Offeror to appropriately calculate the costs involved?
There are a total of 3 copiers and 21 printers. The number of facilities that require housekeeping support are listed in Attachments 3.1 and 3.2.

76 PWS 9.1.6.2.3 Requisitioning Maintenance requisitioning for parts and material shall be submitted by the Contractor to the ASD via NALCOMIS IAW the documents referenced in Section J, Attachment 2 (Applicable Documents) and the Supply Department local requisitioning procedures.
1. During the 19 Oct 16 Industry Day tour, it was noted the ASD was a distribution center vice a full service ASD. Will the current NASP ASD be able to support the intent of this paragraph to ensure adequate support regarding a Pre-Expended Bin (PEB) requirement?

During the Industry Day tour of NAS Corpus Christi 17 Oct 16, no additional spaces were listed or offered as designated or potential space regarding the addition of the 250+ assets listed in Attachment 27. Considering the current and limited capacity in Hangar 51, what is the intent for additional space/facilities to house/store these items?
The government will provide spaces as listed in attachment 3.2. The current COMBS support equipment facility (1853) was not included during the site visit based on future allocation of that space for other uses. All T-6 COMBS support equipment at Pensacola will be accomplished in building 1854.
78 PWS 9.1.6.2.4 All parts and material required for I-Level support/repair of systems, components and equipment (except those carried in the pre-expended bin, support of other I-Level efforts, and administrative materials mentioned under Section XII) shall be ordered through the Government supply system.
Is it the intent of the USG that all Pre-Expended Bin (PEB) items NOT be ordered thru the Government supply system?
(i.e. currently all pre-ex items are ordered in NALCOMIS)
NALCOMIS is a maintenance/supply system used to requisition PEB items. The material request is transmitted to Fleet Logistics Center ASD. ASD will either issue from stock or order from the supply system if not in stock.

Maintain additional T-6 SE in accordance with Section J, Attachments 28 and 29.
1. Paragraph refers to attachments 29 T-6 SE NAS Pensacola, however, this facility and associated equipment was not part of the industry day walk through, as was afforded at NAS Whiting Field. Is it the intent of the USG for the current facility and equipment, as listed in attachment 29, is “part and parcel” to this RFP?
2. Is it also the government’s intent for all “common tools’ to be checked out from AIMD as listed and stated in attachment 28 and 29?
1. Yes.
2. No.
81 PWS 9.1.6.2.1 Consumable Items The Contractor shall requisition, receive, manage, account for and control requirements for consumable items. listing for availability of parts prior to requisitioning consumable items. The Contractor shall manage and track the status of all outstanding Not Carried (NC) or Not In-Stock (NIS) requisitions. The Contractor shall establish a high limit for each consumable item stocked and managed in NALCOMIS (not PEB items). High limits shall be based on post transition inventory.
82 PWS 3.1 The Contractor shall provide I-Level maintenance, repair, and logistics support services, where the capability exists as defined in Section J, Attachments 9.1 and 9.2 (Individual Component Repair List (ICRL) Corpus Christi and Pensacola) including labor; direct and indirect material; and tools and equipment not otherwise provided by the Government required to support and maintain the two (2) AIMDs and related SE as specified in this PWS. AIMDs shall be maintained and operated in accordance with (IAW) Section J, Attachment 2 (Applicable Documents).
Will T-6 COMBs continue to maintain the T-6 tire pools at NAS Whiting and NAS Corpus Christi?
Yes, the COMBS contractor will maintain a pool of Tire and Wheel assemblies in support of NASs Pensacola, Whiting Field and Corpus Christi.
83 PWS 10.7 Technical Directives/SE Bulletins (TDs/SEBs) The Contractor shall perform modifications to systems and/or components as directed by applicable TDs and SEBs and shall subsequently maintain the items inclusive of these modifications (excluding the T-44 SE TDs and SEBs during the Base and Option 1 periods of performance). In the event of approved modifications performed by other than the Contractor, the Contractor shall subsequently maintain the items inclusive of these modifications with provided TD/SEB.
Is it the intent of the USG to track SEB’s separate from all other TD’s, since they are one, and the same? (i.e. AFB, AFC, SEB, SEC, SSC, AVC, AVB, AYB, AYC, etc.)
No
84 PWS 14.1 Phase-In Transition Plan The Contractor shall deliver the Phase-In Transition Plan IAW CDRL A018. Phase-in shall be the incoming Contractor's preparation period to assume the CLS requirement on the first day of full performance. Preparation can include hiring, identifying critical positions, relocating, and training of new personnel (including site surveys and familiarization); ordering materials; inventorying GFP and delivery of GFP Inventory Report IAW CDRL A009 and GFP Inventory Results IAW CDRL A010. The Phase-In period allows time for coordination with the incumbent Contractor on all matters associated with the take-over of the operations support, maintenance, and logistics functions to enable the incoming Contractor's personnel to perform the requirements specified in this contract. On a non-interference basis only, the Contractor may observe the incumbent workforce, review spaces, and interact with Government personnel. The incumbent Contractor continues full performance of its AIMD requirement during the one-month transition phase.
Considering the complexity of the multiple transitions involving a multitude of contractors (L-3 Vertex Aerospace/Dyn Corps T-6 & T-44/Dyn Corps T-6 COMBS) involvement for Option 2 period - is it the intent of the USG to have a CLIN(s) established to address the transition periods for these critical scope and depth of work requirements at NAS Whiting Field, NAS Pensacola, and NAS Corpus Christi. Basic modifications normally entail a 30-60 day transition period to ensure full turnover, to include inventory of GFP, administrative compliance, HR/manning, certifications, implementation of a Quality System that meets the conversion from commercial to CNAFINST 4790 and assess associated cost.
No
