Performance Work Statement

Contractor Logistics Support for the C-40A Aircraft

1.0 SCOPE

1.1 General Scope

This contract is for performance based Contractor Logistics Support (CLS) for site support, aircraft Depot maintenance, engine Depot maintenance, modifications, site stand ups, and strategies that optimize total system availability while minimizing cost and logistics footprint.

Sustainment strategies include the best use of public and private sector capabilities through

Government and industry partnering initiatives. This contract includes all facilities, labor, services, equipment, tools, parts, materials, and consumables not explicitly stated as Government furnished to perform the work requirements for Site Support, Aircraft Depot, and Engine Depot requirements identified in this Performance Work Statement (PWS), the C-40A Depot Level

Maintenance Specification, and the CFM56 Engine Specification as referenced herein.

1.2 Background

Currently the United States Navy (Government) has 14 C-40A aircraft operating at five primary operating sites providing worldwide mission support, utilizing 180 minutes Extended Range Twin Engine Operations (ETOPS). The current aircraft utilization is approximately 1450 flight hours per aircraft per year, with anticipation of no more than 1600 flight hours and 800 cycles per aircraft per year. The table below reflects current squadron locations and quantities.

Primary Operating Site Number of Aircraft

VR-56, NAS Oceana, VA Three C-40A Aircraft

VR-57, NAS North Island, CA Three C-40A Aircraft

VR-58, Naval Air Station (NAS) Jacksonville, FL Three C-40A Aircraft

VR-59, NAS JRB, Fort Worth, TX Three C-40A Aircraft

VR-61, NAS Whidbey Island, WA* Three C-40A Aircraft

*Aircraft 15 scheduled to arrive at Whidbey 1st QTR FY17

1.3 System Description

The C-40A aircraft is a commercial derivative of the Boeing Next Generation 737-700C

Increased Gross Weight (IGW) aircraft. It contains a digital cockpit and is capable of all weather, long range, and high speed non-stop flights between nominally suited airports. It is manufactured by Boeing in Seattle, Washington and is modified for military use in San Antonio, Texas. The aircraft operates in three mission configurations: All Passengers (121 passengers), Combination

(70 passengers and three pallets of cargo), and All Cargo (eight pallets of cargo) configurations.

The C-40A was procured using commercial acquisition procedures authorized by Federal

Acquisition Regulations (FAR) Part 12. It is commercially supported, organically maintained, and operates under the Federal Aviation Administration (FAA) Type Certification. It is supported by both organic and Contractor logistics for the Organizational Level maintenance and

Contractor supported for the Depot Level maintenance.

15APR2015 Page 9

1.4 Maintenance Concept

The C-40A utilizes a calendar based maintenance program. The maintenance plan for the C-40A is broken into two Maintenance Levels.

i. Organizational Level (“A” Check) maintenance occurs every 120 calendar days;

performed by squadron personnel

ii. Depot (“C” Check) maintenance intervals occur every 1080 calendar days. Scheduled C-

40A Depot Maintenance includes visual, servicing, Non-Destructive Inspection (NDI), and functional checks of the airframe, engines, systems, and subsystems.

The C-40A Maintenance Inspection Schedule, Appendix (A) provides the aircraft “A” and “C”

Check schedule for the duration of this Performance Work Statement (PWS).
